The selection process for the Government First Initiative involves a multi-stage evaluation designed to identify the most innovative and impactful deployment-ready solutions. Following the submission of the online application, the process commences with Stage 1: an Eligibility Check and Document Verification to ensure all criteria are met and submitted data is sufficient. Startups that clear this initial screening proceed to Stage 2: Solution Evaluation, which involves a detailed review of the submitted Pitch Deck and an in-person pitching session where applicants present their solutions to a panel of experts. The evaluation parameters include Innovation & Differentiation, Technical Soundness, Product Readiness (TRL ≥ 7), Applicability to Government Use, Scalability, Integration Capability, Socio-Economic Impact, Team Capability, prior Grants/Government Support Received, and Sustainability & Maintenance. Finally, Stage 3 involves the Final Selection of startups for specific problem statements by a dedicated Selection Committee. The decision-making bodies, including the Selection, Technical, and Review Committees, are constituted by the Department of Electronics, Information Technology and Biotechnology, Government of Karnataka.
