The Liveability Challenge (TLC), presented by Temasek Foundation and organised by Eco-Business, is Asia’s largest sustainability solutions platform with a global reach. The 2027 tenth edition launched on 10 September 2026 with a record pool of more than S$5.5 million and a new Oceans theme alongside Decarbonisation and Cool Earth.
TLC connects innovators with catalytic funding and pathways to market for high-potential climate and sustainability solutions. Since 2018 it has attracted thousands of applications globally, shortlisted and incubated 61+ start-ups, and deployed nearly S$18 million in catalytic funding. Selected finalists pitch at the Grand Finale during Ecosperity Week 2027 in Singapore.
Themes
- Decarbonisation — deep-tech solutions that cut or remove carbon emissions (waste-to-resource & carbon management, renewable energy & storage, sustainable fuels, industrial efficiency, built-environment decarbonisation, grid resilience). Technology-based pilots in Singapore; nature-based solutions within Southeast Asia.
- Cool Earth — resilience and adaptation to climate-driven extreme weather, especially heat (nature-based resilience; heat resilience & adaptation).
- Oceans — sustainable blue economy and marine ecosystem health (maritime & energy, materials & circularity, blue food & water, ocean data & intelligence).

- Catalytic grants: Official theme pages state the top three solutions win S$1 million each in grant funding. Programme materials also describe S$2 million from Temasek Foundation across top Decarbonisation/Cool Earth solutions and S$1 million for the top Oceans solution (co-funded with Asia Ocean Fund).
- A*STAR development funding: Up to S$2 million in total for selected Decarbonisation finalists, including technical expertise, incubation and testbed access (allocations set by A*STAR).
- Asia Ocean Fund equity: Up to S$500,000 equity investment for select high-potential Oceans ventures (subject to due diligence).
- Enterprise Singapore: S$100,000 in grant funding.

Listing amount_max uses the S$1,000,000 per-winner catalytic grant converted at the Manthan pool FX (INR 412,813,500 ÷ S$5.5M → ≈ ₹7.51 crore).

Applications are screened for originality, impact, feasibility and commercial potential. Shortlisted teams advance through evaluation toward a Grand Finale pitch during Ecosperity Week 2027 in Singapore, where finalists present live. Awards are subject to partner due diligence where equity or development funding applies.

What funding can winners receive?
Top solutions can win S$1 million in catalytic grant funding. Decarbonisation finalists may also access up to S$2 million in A*STAR development funding (shared pot). Oceans ventures may qualify for up to S$500,000 equity from Asia Ocean Fund, and there is S$100,000 grant funding from Enterprise Singapore within the wider programme.
Who can apply?
Companies and innovators worldwide with original deep-tech solutions at TRL 6–9 that address Decarbonisation, Cool Earth or Oceans, have commercial potential, and can be piloted in Singapore (or Southeast Asia for nature-based solutions).
When is the deadline?
Applications close on 12 February 2027. The call opened on 10 September 2026.
Do I need to relocate to Singapore?
Teams may be based anywhere in the world. Solutions must be applicable to Southeast Asia and capable of being piloted in Singapore (technology-based) or within Southeast Asia (nature-based).
