Pradhan Mantri Matsya Sampada Yojana (PMMSY) is a ₹20,050 crore flagship scheme (2020–26) to develop the fisheries sector through subsidised capital assistance for aquaculture, fishing infrastructure, cold chains, processing, and value-addition activities.

Fishers, fish farmers, fish workers and vendors, entrepreneurs, Self Help Groups (SHGs), women SHGs, cooperatives, Fish Farmer Producer Organisations (FFPOs), and private firms in fisheries and aquaculture. Both individuals and groups can apply.

What is the subsidy amount?

40% of project cost for General category beneficiaries and 60% for SC/ST/Women beneficiaries. Beneficiary must fund the remaining share.

What activities are covered?

Aquaculture ponds, biofloc units, hatcheries, brood banks, cage culture, seaweed farming, fishing vessels, cold chain infrastructure, ice plants, fish feed mills, fish processing and value-addition units, and retail fish kiosks.

No. PMMSY provides non-repayable capital subsidies — no equity stake is taken and subsidy amounts need not be repaid.
