The Uttarakhand Startup Policy 2023 is the state's main support for new startups. The policy text says it stays in effect for five years or until a new policy replaces it, whichever comes first.

The Uttarakhand Startup Policy 2023 provides for the state nodal agency to set up a task force or committee to recognise startups and distribute incentives. The policy says its members will come from government departments, entrepreneurs, investors, banks, financial institutions, academic institutions and industry bodies. We have not confirmed that the task force is currently meeting.

This is the state's MSME policy from 2015, hosted on the Directorate's site with its amendments. It is closed. The policy text gives 31 March 2020 as the end of the policy, and says its incentives run from the start of production for up to 10 years or until 31 March 2025, whichever is earlier.
While it was open, eligible MSME units could receive a capital subsidy and an interest subsidy on loans. The size of each subsidy depended on the unit's district category. Whole districts of Haridwar and Udham Singh Nagar fall in Category D.
How to apply: The incentive window has ended, so this is listed for reference only.

The Mukhya Mantri Swarojgar Yojana is a bank loan scheme, so the money is repaid. It was set up by a government order dated 9 May 2020. Banks lend for a project, and the scheme provides margin money under its own rules.

- General-category applicants must deposit their own contribution with the bank

Mahila Udyami Vishesh Protsahan Yojana

The Mahila Udyami Vishesh Protsahan Yojana is a subsidy for women entrepreneurs. It has two parts: a capital subsidy on total fixed investment, and an interest subsidy on interest payable on bank-sanctioned loans. The government order took effect on 15 August 2015.
The 2015 MSME policy text describes the same two subsidies for women's entrepreneurship under the name Nav Disha Yojana. We have not confirmed which name is current, or whether the scheme still takes applications.

स्टार्टअप मान्यता कैसे काम करती है
स्टार्टअप की मान्यता और उनके प्रोत्साहन एक टास्क फ़ोर्स या समिति के माध्यम से स्वीकृत होते हैं, जिसे राज्य नोडल एजेंसी गठित करती है। नीति कहती है कि इस टास्क फ़ोर्स में सरकारी विभागों, उद्यमियों, निवेशकों, बैंकों, वित्तीय संस्थानों, शैक्षणिक संस्थानों और उद्योग निकायों के सदस्य शामिल होंगे। नीति इस निकाय का प्रावधान करती है, लेकिन हमने यह पुष्टि नहीं की है कि यह वर्तमान में बैठक कर रहा है।
कौन आवेदन कर सकता है
मान्यता खंड 1.2 की शर्तों पर निर्भर करती है। इनमें नीति के पाठ में तय टर्नओवर सीमा शामिल है। किसी अन्य भारतीय राज्य में पंजीकृत इकाई तभी योग्य है जब उसका उत्तराखंड में भी कार्यालय हो जिसके ज़रिये महत्वपूर्ण व्यवसाय होता हो, और उसकी पूर्णकालिक कार्यबल का कम से कम 70 प्रतिशत उत्तराखंड के अधिवास से लिया गया हो। पूरी शर्तें नीति दस्तावेज़ में हैं, जिसे आवेदन से पहले पढ़ना चाहिए।
पुरानी योजनाओं के अपने नियम हैं। महिला सब्सिडी महिला उद्यमियों के लिए है, और मुख्यमंत्री स्वरोजगार योजना का ऋण 18 वर्ष या उससे अधिक आयु के आवेदकों के लिए खुला है।
ऋण और सब्सिडी
मुख्यमंत्री स्वरोजगार योजना 9 May 2020 के सरकारी आदेश द्वारा स्थापित एक बैंक ऋण योजना है। बैंक नई विनिर्माण, सेवा और व्यावसायिक परियोजनाओं के लिए ऋण देते हैं, और योजना अपने नियमों के तहत मार्जिन मनी प्रदान करती है। सामान्य वर्ग के आवेदकों को अपना योगदान बैंक में जमा करना होता है। किसी शैक्षणिक योग्यता की आवश्यकता नहीं है। हमने यह पुष्टि नहीं की है कि योजना अभी आवेदन ले रही है या नहीं।
महिला उद्यमी विशेष प्रोत्साहन योजना महिला उद्यमियों को कुल स्थिर निवेश पर पूंजी सब्सिडी और स्वीकृत बैंक ऋणों पर देय ब्याज पर ब्याज सब्सिडी देती है। इसका सरकारी आदेश 15 August 2015 से प्रभावी हुआ। 2015 MSME नीति का पाठ इन्हीं दो सब्सिडी को महिला उद्यमिता के लिए Nav Disha Yojana के नाम से वर्णित करता है। हमने यह पुष्टि नहीं की है कि कौन-सा नाम वर्तमान है।
उत्तराखंड MSME नीति 2015 जिला श्रेणी के अनुसार आकार तय करते हुए MSME इकाइयों को पूंजी सब्सिडी और ब्याज सब्सिडी देती थी। हरिद्वार और उधम सिंह नगर के पूरे जिले श्रेणी D में आते हैं। नीति का पाठ कहता है कि इसके प्रोत्साहन उत्पादन शुरू होने की तारीख़ से अधिकतम 10 वर्ष तक, या 31 March 2025 तक, जो भी पहले हो, चलते हैं, इसलिए यह योजना बंद है और संदर्भ के लिए यहाँ सूचीबद्ध है।
पंजीकरण और सुविधा
MSME अधिनियम के तहत पंजीकृत व्यवसाय अपना Entrepreneur Memorandum, जिसे Udyog Adhar भी कहते हैं, अपने-अपने ज़िला उद्योग केंद्र (District Industries Centre) में दाखिल करते हैं। निदेशालय Single Window System और Udyog Mitra भी चलाता है, जिन्हें वह दो महत्वपूर्ण सुविधा तंत्र बताता है। Single Window के संपर्क और सुविधा केंद्र हैं। हमें इनमें से किसके दायरे पर अधिक विवरण नहीं मिला।
