Who can apply

  • TBI-GEU incubated startups only

How to apply: once you are incubated, use the seed fund form on the incubator's site. The scheme's terms and how decisions are made are not published, so ask the office at office.tbi@geu.ac.in before you count on it.

Official programme page

A twelve-month, full-time, in-person fellowship for a technology founder with real intellectual property potential, with a monthly stipend.

Best for: Recent science or engineering graduates who will work full time on a technology idea with intellectual property potential

  • Idea – MVP
  • 12 months
  • In person
  • Free
  • Grant support for selected startups
What you get, who can apply and how to apply

The EIR programme lets you work on your startup full time from TBI-GEU for twelve months, with a monthly fellowship covering living costs. It is aimed at technology ideas with genuine innovation depth, and the incubator is explicit that it is neither a scholarship nor an internship.

What you get

  • A monthly fellowship for the full twelve months
  • A desk, high-speed internet, conference room access, the 3D printing lab and the recording studio
  • A dedicated mentor plus domain experts from industry, academia and investor networks
  • Prior art searches, patent drafting guidance and introductions to registered patent agents
  • Introductions to investors, demo days and competitions
  • Mandatory sessions on business development, intellectual property, financial literacy, fundraising and pitching

Who can apply

  • Indian citizens aged 18 or over with a government photo ID
  • A four-year science or engineering degree, with final-year students allowed, or a three-year degree plus two years of post-qualification experience
  • You must apply within two years of finishing your highest qualification
  • No other employment, income, freelance work or academic enrolment — you work in person, full time, from TBI-GEU only
  • The idea must be technology-driven with clear intellectual property potential; service and agency businesses do not qualify
  • You may not hold more than ten percent equity in any active company, and it is one idea per applicant
  • You must enrol in pre-incubation or incubation before the first fellowship payment
  • You cannot apply if you finished an EIR fellowship at TBI-GEU or any DST or TBI-supported programme less than three years ago

How selection works: you submit the proposal online and incomplete proposals are not reviewed. The EIR Program Committee screens it on eligibility, idea quality, technology depth and intellectual property potential. Shortlisted applicants give a ten-minute pitch and answer ten minutes of questions. The committee then decides, and selected candidates get an offer letter within seven days. You complete formalities within fourteen days — signing the agreement, registering, submitting documents and attending induction. Meeting the criteria does not guarantee selection.

How to apply: apply from the EIR page on the incubator's site, where the proposal form and the programme policy are both published as downloads. In return for the fellowship the incubator asks for daily presence, weekly reports, quarterly pitches and measurable milestones across four phases — proof of concept and a first provisional patent filing, then a laboratory prototype with documented user testing and at least thirty customer interviews, then a pilot with real users, then documented traction and an investor-ready pitch at Demo Day.

Recognitions & empanelments

Official approvals this incubator holds.

Technology Business Incubator (TBI), Department of Science and Technology, Government of India· 2015

The incubator states on its own about and co-working pages that it became a DST Technology Business Incubator in 2015. It does not call itself a NIDHI-TBI. No sanction period or end date is published, so whether central funding is running today cannot be told from its pages.

Recognised by the Government of Uttarakhand / Startup Uttarakhand· 2018

Its pages word this two ways — once as the state's first nodal agency recognised by Startup Uttarakhand, once as the state's first Technology Business Incubator recognised by the Government of Uttarakhand. Both say 2018.

How to apply to TBI-GEU — Technology Business Incubator, Graphic Era University

Choosing the right route

Start by matching your stage. If you have a raw concept, or no concrete idea yet, apply for pre-incubation. If you already have a solid idea or an early prototype and can build, apply for incubation. The seed fund is not a way in, it is only for startups TBI-GEU already incubates, so incubation comes first. If you want to work on a technology idea full time with a monthly fellowship and are within two years of finishing your degree, look at the Entrepreneur-in-Residence programme instead, and note that you must enrol in pre-incubation or incubation before the first payment anyway.

You do not need to be a Graphic Era student. Incubation is stated as open to students, alumni and early-stage founders.

How applications work

Each route has its own online form on the incubator's site, one for incubation, one for pre-incubation and one for the seed fund. None of them advertises a deadline, so they read as rolling. The EIR route publishes its form and its programme policy as downloads, and it warns that incomplete proposals are not reviewed, so fill in every section before submitting. A pitch deck template is published on the incubation page; use it rather than your own format.

If you are unsure which route fits, the incubation page offers a talk-to-us option, and the office inbox is office.tbi@geu.ac.in.

How selection works

Only the EIR programme publishes its process. Five steps: you submit the proposal online, the EIR Program Committee screens it on eligibility, idea quality, technology depth and intellectual property potential, you give a ten-minute pitch followed by ten minutes of questions, the committee makes its decision and selected candidates get an offer letter within seven days, and you then complete formalities within fourteen days, signing the agreement, registering, submitting documents and attending induction. Meeting the criteria does not guarantee selection.

For incubation and pre-incubation the incubator does not publish a selection process, so ask when you apply.

What reviewers look for

Read across the EIR criteria and the pattern is clear. They want a technology idea with real innovation depth and a defensible intellectual property position, not a services or agency business. They want to see a concept already formulated, so bring whatever proof of concept, prototype or user evidence you have. And they want commitment you can demonstrate: the EIR route demands daily presence, weekly reports, quarterly pitches, thirty customer interviews and documented user testing, so show that you are able to work that way.

Before you apply

Check the co-working plans if you intend to sit on site. Desks and cabins are charged monthly, with cheaper rates for students and for incubatees, and studio, 3D printer and meeting room access is first come, first served. If you are a rural business in Uttarakhand, watch for the next edition of the acceleration cohort the incubator ran with MUY; the last advertised one closed in August 2026 and the page has no open form.

About TBI-GEU — Technology Business Incubator, Graphic Era University

TBI-GEU is the technology business incubator of Graphic Era (Deemed to be University) in Clement Town, Dehradun. It runs pre-incubation for raw ideas, incubation for founders with a prototype, a seed fund scheme for the startups it already incubates, a twelve-month Entrepreneur-in-Residence fellowship, and a rural acceleration cohort across Uttarakhand. Its office is on the third floor of the CSIT Block on the university campus on Bell Road.

The incubator began in 2010 as the university's Entrepreneurship Development Cell. In 2015 it became a Technology Business Incubator under the Department of Science and Technology, Government of India, and in 2018 it was recognised by the Government of Uttarakhand and Startup Uttarakhand. Its own pages word that 2018 recognition two ways, once as the state's first nodal agency and once as the state's first Technology Business Incubator, so we have not picked between them. Nothing on the site states a sanction period or an end date for the central recognition, so whether DST funding is running today cannot be told from its pages.

How programmes work

There are two doors in. Pre-incubation takes a raw concept, or no concept yet, and helps you generate, brainstorm and validate an idea until it becomes a business model. Incubation is for founders who already have a solid idea or an early prototype and are ready to build. The incubator says that finishing pre-incubation improves your chances of being selected for incubation and for seed funding, so the two are meant to be walked in order.

Incubated startups get mentorship from industry experts and founders, a dedicated workspace and infrastructure at TBI-GEU, help reaching government startup schemes, legal, compliance and intellectual property guidance, and introductions to investors, partners and other founders. A pitch deck template is published on the incubation page for applicants to use.

The Seed Fund Scheme has its own application form and is open to incubated startups only, so it is a second step rather than a way in. The site does not publish the scheme's terms, its sanctioning body or how a decision is made.

The Entrepreneur-in-Residence programme is the most tightly specified thing here. It is twelve months, full time and in person at TBI-GEU, for a founder with a technology-driven idea that has real intellectual property potential. Residents receive a monthly fellowship to cover living costs, a desk, conference room access, the 3D printing lab and the recording studio, a dedicated mentor plus domain experts, prior art searches and patent drafting guidance, introductions to registered patent agents, and access to investors and demo days. In return the incubator asks for daily presence, weekly reports, quarterly pitches and measurable milestones across four phases, moving from a proof of concept and a first provisional patent filing, through a laboratory prototype with documented user testing and at least thirty customer interviews, to a pilot with real users, then documented traction and an investor-ready pitch at Demo Day.

The incubator has also run a four-month hybrid acceleration cohort for rural entrepreneurs across Uttarakhand with MUY, mixing an offline kick-off, twenty virtual thematic workshops and an offline exhibition day with buyer meetings and investor discussions. The advertised 2026 edition ran from May to August 2026, so it is between intakes, and the page carries no application form. Its focus areas were market linkage, including branding, packaging, pricing and marketplace listing, access to finance, including loan documentation and navigating PMEGP and MSME schemes, and basic business capacity. Participation was free, with a success-linked fee charged only if the incubator directly secures funding or a significant business deal for a participant.

Alongside the startup routes, TBI-GEU runs a summer internship programme for students across operations and business development, business intelligence, full stack web development, design and growth, and research. That is a student programme, not a route to incubation.

Who can apply

Incubation is open to students, alumni and outside early-stage founders, so you do not have to be at Graphic Era to apply. Pre-incubation is broader still, the incubator says any and all ideas are welcome. The Seed Fund Scheme is only for startups it already incubates.

The Entrepreneur-in-Residence fellowship has the longest list of gates, and they are strict. You must be an Indian citizen of at least eighteen with a government photo ID. You need a four-year science or engineering degree, with final-year students allowed to apply, or a three-year degree plus two years of post-qualification experience, and you must apply within two years of finishing your highest qualification. You may hold no other employment, income, freelance work or academic enrolment, and you must work in person and full time from TBI-GEU only. The idea must be technology-driven with genuine innovation depth and clear intellectual property potential, and service businesses and agency models do not qualify. You may not hold more than ten percent equity in any active company, and it is one idea per applicant. You must enrol in pre-incubation or incubation before the first fellowship payment, and you cannot apply if you finished an EIR fellowship at TBI-GEU or any DST or TBI-supported programme less than three years ago. The incubator notes that meeting the criteria does not guarantee selection.

Facilities

The co-working space is the incubator's own, on the third floor of the CSIT Block. It offers shared and dedicated desks, private five-seater cabins, high-speed Wi-Fi and Ethernet, conference and meeting rooms, storage, and a pantry and breakout areas. A 3D printing prototyping setup and a professional recording studio are on site, with access to the studio, the printer and the meeting rooms allocated first come, first served. Desks are sold on monthly plans, with separate cheaper rates for students, for student incubatees and for TBI-GEU incubatees, and a higher rate for general members. The incubator's pitch for the location is lower overheads than a metro, access to the university's student talent pool, and quick road access towards Delhi NCR.

Scale

The incubator's co-working page says it has incubated more than 105 startups and engages more than 5,000 students a year. Both are its own undated figures. The rural cohort it ran with MUY was advertised at more than 400 entrepreneurs, made up mostly of food processing, homestay, handloom, agri and herbal businesses; that number belongs to the one programme, not to the incubator's lifetime record. Its portfolio and alumni pages exist but their startup lists do not load without a browser, so we have not named any incubated company.

Locations and contact

There is one location: TBI-GEU Office, third floor, CSIT Block, 566/6 Bell Road, Society Area, Clement Town, Dehradun, Uttarakhand 248002. The office inbox is office.tbi@geu.ac.in.
