The stipend is the first rung of the Jharkhand Startup Policy 2023. A selected idea team is paid a monthly subsistence allowance for twelve months while it works through agreed milestones.

What you get

• A monthly stipend for each group member, up to three members, for twelve months from the date of selection
• An additional special allowance for Jharkhand women, SC/ST, transgender or differently-abled members
• Milestones to work to: idea research and concept validation, prototype development and a business plan

Who can apply

• Any individual or group of individuals with an innovative idea or concept
• Any sector
• A group can have at most three members

How selection works: A State Evaluation Board selects on pre-defined criteria. Its decision is final. ABVIL then recommends selected startups to the department's Project Management Unit for incentives.

How to apply: Register and apply online at the ABVIL portal. No application window is published, so the scheme runs on a rolling basis. An older disbursement document on the portal shows a different monthly rate, so follow the 2023 policy.

This is the second stage of the Jharkhand Startup Policy 2023. An idea that the State Evaluation Board has selected can receive financial support to develop its prototype or set up the business, product or solution. The stipend is separate and is paid on top.

What you get

• Financial support for developing the prototype or initial setup, up to a ceiling set in the policy
• The stipend and special allowance continue separately and do not count against this support

Who can apply

• Ideas or concepts already selected by the State Evaluation Board at the idea, seed or prototype stage

How selection works: Selection by the State Evaluation Board comes first. The board's decision is final.

How to apply: Apply through the ABVIL portal. The portal lists the Common Incentive Disbursement Guideline claim forms. Whether the same forms apply under the 2023 policy is not stated, so confirm with the department. No application window is published.

The scale-up grant is the third stage of the Jharkhand Startup Policy 2023. It supports the business, product or solution as the startup scales, and the stage ends with a demo day with financiers.

What you get

• A one-time grant, up to a ceiling set in the policy
• A demo day with financiers

Who can apply

• Selected startups that achieved the milestones agreed at the prototype stage
• At least three months must have passed since the prototyping stage was completed

How selection works: Through ABVIL and the State Evaluation Board.

How to apply: No separate application route or window is published. Ask the department how to be considered once you have finished the prototype stage.

This scheme reimburses a fee the startup has already paid. It is not a grant.

What you get

• Reimbursement of the patent filing fee, up to a ceiling per patent set in the policy
• Separately, the policy reimburses colleges in Jharkhand that start courses in patent filing

Who can apply

• A company or unit located in Jharkhand that is a startup under the policy
• The patent must be filed from the Jharkhand office
• The patent must be granted before the fee is reimbursed

How to apply: After selection, claim on the patent registration incentive form that the portal lists with the Common Incentive Disbursement Guideline. Claims are submitted through the Jharkhand Single Window.

This scheme pays back office rent the startup has already paid. It is not a grant.

What you get

• A share of lease rent reimbursed each year for five years, largest in the first year and smaller in the third to fifth years, up to a yearly ceiling set in the policy
• The five years run from the date the startup starts commercial production or operation
• An additional share of rent for startups led by SC/ST, women, transgender or differently-abled founders

Who can apply

• A startup under the policy, registered in Jharkhand
• Office space can be in an STPI, an IT or multi-purpose SEZ, an IT Park or a DTP, or in any private location

How to apply: Claim on the lease rent reimbursement form in the Common Incentive Disbursement Guideline after your date of commercial production is approved.

The policy lists these as two reimbursements, one after the other. Both pay back bills the startup has already paid. Neither is a grant.

What you get

• A share of the internet bandwidth bill paid to an internet service provider, up to a yearly ceiling, for five years from the start of commercial production or operation
• A share of the electricity bill paid to the electricity distribution company, up to a yearly ceiling, for five years
• An additional share of both for startups led by SC/ST, women, transgender or differently-abled founders

Who can apply

• A startup under the policy, registered in Jharkhand
• Electricity claims are made on self-certified bills
