About Madhya Pradesh Tourism Board

The Madhya Pradesh Tourism Board is the state's tourism agency. It runs a set of schemes for people building, upgrading or running tourism projects in Madhya Pradesh. Most are capital subsidies for hotels, resorts and tourism infrastructure. The rest cover land and heritage allotment, way-side amenity sites, water-tourism licences, homestay registration and film facilitation.

How the programmes work

Most of the Board's programmes are capital subsidies. A capital subsidy pays back part of the cost of a qualifying investment. The Board's capital-subsidy page lists schemes by project type: new standard hotels and mini resorts, new deluxe and three-star-or-higher hotels and resorts, expansions of established hotels, heritage hotels, resorts and wellness centres, convention centres, film studios, museums, aquariums and theme parks, adventure and water tourism, sea planes and aero sports, ropeways, way-side amenities, infrastructure on leased land, and resorts near wildlife areas. Each scheme sets a minimum project cost and a ceiling on the subsidy, and the rate differs by category. The Board's own table gives those figures, and this page does not repeat them.

Large, mega and ultra-mega tourism projects have a separate route, investment promotion assistance, which is set by project category. Hotels, resorts and heritage hotels run by recognised brands can also qualify for a branded-hotel incentive, with limits set by room band.

The Board also handles land and property. It runs a land bank for allotting tourism land to private investors, it lists heritage buildings earmarked for private investment, and it offers way-side amenity sites on lease or as franchises. Its water-tourism licence covers activities on notified water bodies, and the homestay page lists four homestay registration schemes.

Which policy applies

The Board's pages do not agree on which tourism policy governs its schemes. In its expression of interest for tourism projects, the capital subsidy is cited against a 2016 tourism policy, amended in 2019. The capital-subsidy page ties eligibility to the policy's operative period. The Board's home page also lists a Tourism Policy 2025. The 2025 policy documents had no readable text when the Board's pages were checked, so it is not clear from those pages which policy a given scheme sits under.

Who can apply

Schemes are for investors and operators of tourism projects, and eligibility depends on the scheme. An upgrade of a standard hotel to a deluxe hotel needs at least 50 rooms, and an upgrade of a standard mini resort to a deluxe resort needs at least 20. A resort within 20 km of a notified national park, tiger reserve or sanctuary can qualify under the wildlife scheme. A heritage hotel can be set up in heritage assets leased from the Tourism Department. Most schemes set a minimum project cost. The Board's pages do not give intake dates, or say whether a scheme is open to applications at a given time.

Scale

The Board's sanction list, as of 31 March 2022, records 88 tourism projects sanctioned capital subsidy between 2016-17 and 2021-22. These are the Board's own figures. The Board also says its land bank holds about 850 hectares in 144 parcels, and that 22 water bodies covering about 3,000 square kilometres are notified for water-tourism activities.

Who runs it

The Board works with the Tourism Department, which holds the land and heritage assets it leases out. The Board is the designated authority for granting water-tourism permits and licences on notified water bodies, and it is the process manager for allotting Tourism Department land to private investors. Its Film Facilitation Cell is the nodal agency for film-related matters in the state.

The Board's office is on the 6th floor of Lily Trade Wing in Jahangirabad, Bhopal.
