Programmes they run

Standing programmes at Maharashtra Industrial Development Corporation (MIDC), separate from the funding calls above.

MIDC is not an incubator and runs no cohort. These are the two routes it actually publishes that a business can apply through. The Grand Challenge microsite's landing page lists a different set of five challenge areas from its own challenges, about and FAQ pages, which agree with each other; the detail pages are used here. MIDC's site and our own cohort record also give different closing dates for the 2026 edition, so confirm the deadline with MIDC before planning around it.

An open call for solutions to five named operational problems across MIDC's industrial estates, where selection means being funded to deploy the solution at an MIDC site.

Best for: Startups, MSMEs, companies, individual innovators, students, institutions and consortiums with a deployable solution to an industrial infrastructure problem

  • Idea – Growth
  • Hybrid
  • No equity
  • Grant support for selected startups
What you get, who can apply and how to apply

A pan-India call by MIDC for solutions to five named operational problems across its industrial estates: pothole detection and durable repair, carbon capture and emission management and trading, wastewater and effluent treatment and desalination and waste recycling, renewable and sustainable green energy, and AI-driven solutions for industrial infrastructure. MIDC is explicit that this is not an ideas competition — selection is a mandate to implement your solution at a designated MIDC site.

What you get

  • An implementation mandate to deploy your solution at a MIDC site, with MIDC funding the deployment itself
  • Payment in four milestone-linked phases: mobilisation on signing the implementation agreement, deployment, verified commissioning and sign-off, and a final phase after one year of validated performance
  • Your pre-existing work stays yours

Who can apply

  • Startups including DPIIT-recognised ones, MSMEs, companies and LLPs and other registered business entities
  • Individual innovators, entrepreneurs and professionals
  • Students and student teams at undergraduate, postgraduate and doctoral level
  • Academic and educational institutions, R&D institutions and laboratories, incubators and accelerators, non-profits and Section 8 companies, and industry associations
  • Joint consortiums of any of the above, with one nominated lead applicant
  • Foreign entities, independently or with an eligible Indian partner, subject to law
  • You must be legally competent to contract with MIDC, hold valid statutory registrations where they apply and a valid PAN, and not be blacklisted or debarred by any government authority
  • There is no restriction on team size, and no minimum turnover or prior government-project experience at the ideation stage
  • One problem statement per applicant or team — applying to more can disqualify all your applications

How selection works: applications are scrutinised against the eligibility criteria and for completeness, and incomplete or non-compliant ones may be rejected there. Eligible applications go to a Finale, where shortlisted applicants may be asked to present, demonstrate or clarify their solution before MIDC and its nominated evaluators. Selected solutions are then deployed at a designated MIDC site.

How to apply: submit the online application form with all required documents before the closing date, with a two-page executive summary and a ten-page detailed proposal. Queries go to grandchallenge@midcindia.org.

Note on ownership: anything you develop using MIDC's problem statements, sites, funding or resources, and every physical asset created during implementation, vests with MIDC. Read that clause before you apply.

MIDC's standing allotment route for industrial plots, built-up space and small sheds across Maharashtra, applied for on the MILAAP portal.

Best for: Businesses setting up or expanding a manufacturing, processing or logistics unit in Maharashtra, including small units looking for a shed

  • Continuous — no intake window
  • In person
  • Paid, no equity
What you get, who can apply and how to apply

MIDC's standing route to industrial property in Maharashtra. Everything is applied for on MILAAP, the MIDC Industrial Land Application and Allotment Portal. It is an allotment process, not a startup programme — there is no cohort, no mentoring and no deadline, and you pay for what you get.

What you get

  • A developed industrial plot on a 99-year lease, with roads, water supply and street lighting, and in some areas a common effluent treatment plant
  • Or built-up space, built for specific industry sectors and available in specific locations
  • Or an industrial shed, which MIDC says is normally aimed at the small scale sector and runs about 1,000 to 2,000 sq.ft, in select locations
  • Water supplied and billed by MIDC, and Single Window Clearance for the permissions that follow

Who can apply

  • Direct Allotment is only for priority categories: Mega and Ultra Mega projects, Davos MoUs, Magnetic Maharashtra MoUs, government-level MoUs, and central or state public sector undertakings
  • e-Bidding for industrial plots is the open route, described by MIDC as a platform for entrepreneurs to bid on plots
  • e-Bidding also covers residential and commercial plots
  • MIDC publishes a priority provision it attributes to the state's Industrial Policy 2019, reserving a share of area in new industrial estates for SC/ST entrepreneurs and for women entrepreneurs and units of women's savings groups

How selection works: applications from both routes are scrutinised by members of the Land Allotment Committee after a review of your Detailed Project Report. The committee meets online, you are invited by email, and MIDC states its decision is final. Plots under e-bidding go to the highest qualified bidder once bid documents have been scrutinised and the committee's report approved by the Joint CEO. Bids are capped at 125% of the base rate and quoted rates are revealed only after technical qualification.

How to apply: log in to MILAAP, open the module for the route you want, fill and submit the application form and pay the processing fee online. You will need a Detailed Project Report, the constitution of the applicant and a block plan. A submission ID is generated and a committee date comes by email. If approved, you receive an offer letter, pay earnest money within fifteen days, receive the allotment order, pay the balance occupancy premium within thirty days, execute the agreement to lease and take possession with an MIDC surveyor. Building plans then go through an appointed architect on MIDC's approval system, and construction must finish and production begin within three years from possession in A and B zones, five in C and seven in D and D+ zones.

How to apply to Maharashtra Industrial Development Corporation (MIDC)

Grand Challenge

About Maharashtra Industrial Development Corporation (MIDC)

आवेदन MILAAP के माध्यम से जाते हैं, यानी MIDC Industrial Land Application and Allotment Portal।

MIDC Grand Challenge
