About Industrial land, built-up space and shed allotment (MILAAP)
MIDC's standing route to industrial property in Maharashtra. Everything is applied for on MILAAP, the MIDC Industrial Land Application and Allotment Portal. It is an allotment process, not a startup programme — there is no cohort, no mentoring and no deadline, and you pay for what you get.
What you get
- A developed industrial plot on a 99-year lease, with roads, water supply and street lighting, and in some areas a common effluent treatment plant
- Or built-up space, built for specific industry sectors and available in specific locations
- Or an industrial shed, which MIDC says is normally aimed at the small scale sector and runs about 1,000 to 2,000 sq.ft, in select locations
- Water supplied and billed by MIDC, and Single Window Clearance for the permissions that follow
Who can apply
- Direct Allotment is only for priority categories: Mega and Ultra Mega projects, Davos MoUs, Magnetic Maharashtra MoUs, government-level MoUs, and central or state public sector undertakings
- e-Bidding for industrial plots is the open route, described by MIDC as a platform for entrepreneurs to bid on plots
- e-Bidding also covers residential and commercial plots
- MIDC publishes a priority provision it attributes to the state's Industrial Policy 2019, reserving a share of area in new industrial estates for SC/ST entrepreneurs and for women entrepreneurs and units of women's savings groups
How selection works: applications from both routes are scrutinised by members of the Land Allotment Committee after a review of your Detailed Project Report. The committee meets online, you are invited by email, and MIDC states its decision is final. Plots under e-bidding go to the highest qualified bidder once bid documents have been scrutinised and the committee's report approved by the Joint CEO. Bids are capped at 125% of the base rate and quoted rates are revealed only after technical qualification.
How to apply: log in to MILAAP, open the module for the route you want, fill and submit the application form and pay the processing fee online. You will need a Detailed Project Report, the constitution of the applicant and a block plan. A submission ID is generated and a committee date comes by email. If approved, you receive an offer letter, pay earnest money within fifteen days, receive the allotment order, pay the balance occupancy premium within thirty days, execute the agreement to lease and take possession with an MIDC surveyor. Building plans then go through an appointed architect on MIDC's approval system, and construction must finish and production begin within three years from possession in A and B zones, five in C and seven in D and D+ zones.
