Programmes they run
Standing programmes at National Credit Guarantee Trustee Company (NCGTC), separate from the funding calls above.
NCGTC runs no lending or subsidy programme of its own. These are guarantee schemes: the guarantee goes to the lender, so a founder reaches each one by asking a bank or other lender for the loan.
Emergency Credit Line Guarantee Scheme 5.0 (ECLGS 5.0)
Credit guaranteeGuarantee cover for lenders on additional working-capital credit given to eligible MSMEs, other businesses and scheduled passenger airlines.
Best for: Existing MSMEs and other businesses with working-capital limits, and scheduled passenger airlines, that want additional credit from their lender.
- Early revenue – Growth
- Loans sanctioned until 31 March 2027
What you get, who can apply and how to applyHide details
ECLGS 5.0 is a credit guarantee scheme. NCGTC does not lend under it. It gives guarantee cover to lenders on the amount in default under an additional credit facility the lender extends to an eligible borrower. It is open to loans sanctioned from the date NCGTC issues its guidelines until 31 March 2027.
What you get
- Additional credit from your own lender, limited to a share of your peak working-capital use in the last quarter of FY 2025-26, with a cap per borrower.
- No guarantee fee under the scheme.
- Guarantee cover for the lender that is complete for MSMEs and partial for other borrowers and airlines.
Who can apply
- MSMEs and non-MSMEs that had existing working-capital limits on 31 March 2026.
- Scheduled passenger airlines with outstanding credit facilities on that date.
- The borrower's account must be standard.
How to apply: The guarantee is issued to the lender, not the borrower, so the route is to ask your existing lender whether it is sanctioning additional credit under the scheme. Lenders request cover through NCGTC's online system for lenders.
Credit Guarantee Fund for Micro Units (CGFMU)
Credit guaranteeA trust fund managed by NCGTC that guarantees micro loans, including MUDRA loans, so micro units can borrow without collateral or a third-party guarantee.
Best for: New or existing micro businesses taking a small loan from a bank, NBFC or microfinance lender.
- Continuous, through lenders
What you get, who can apply and how to applyHide details
CGFMU is a trust fund set up by the Government of India, with NCGTC as its trustee. It guarantees payment against default on micro loans made by banks, NBFCs, microfinance institutions and other financial intermediaries to eligible borrowers.
What you get
- A micro loan from your lender that the lender can cover with a guarantee, so you do not have to offer collateral or a third-party guarantee.
Who can apply
- New or existing micro units and enterprises, including joint liability group and self-help group borrowers, taking micro loans from a registered lender.
- Loans in manufacturing and services, including retail trade, and loans for allied agricultural activities. Purely agricultural loans are not covered.
- Larger loans within the scheme's ceiling are open only to borrowers who earlier took and repaid a loan in the Tarun category.
How selection works: The lender decides. It may choose not to take up your application, based on whether your business is viable and whether your documents are sufficient.
How to apply: Approach a lender for the loan. The lender decides whether to request guarantee cover for it.
Credit Guarantee Scheme for Startups (CGSS)
Credit guaranteeAs described by Startup India, guarantee cover for lenders on loans to DPIIT-recognised startups.
Best for: DPIIT-recognised startups looking for a loan from a bank, NBFC or venture debt fund.
What you get, who can apply and how to applyHide details
Startup India's page on this scheme says it does not give guarantee cover to DPIIT-recognised startups directly. Cover goes through NCGTC as trustee to the member institutions that lend to startups. We have not been able to read NCGTC's own page for the scheme, so treat the details below as reported by Startup India and check them with your lender.
Who can apply
- DPIIT-recognised startups that are not in default and not classed as a bad loan.
- The credit facility must be approved by a member institution.
How to apply: Approach a member institution. It sanctions the loan and applies for the guarantee.

How to apply to National Credit Guarantee Trustee Company (NCGTC)
About National Credit Guarantee Trustee Company (NCGTC)
The National Credit Guarantee Trustee Company Limited (NCGTC) is a company wholly owned by the Department of Financial Services, Ministry of Finance, Government of India. It is not a lender and it does not give grants. It manages credit guarantee funds and schemes, which means it stands behind loans that banks, NBFCs and other lenders make, so that borrowers can get credit without collateral or a third-party guarantee. Its registered office is in Bandra Kurla Complex, Mumbai.
What NCGTC does
NCGTC was set up under the Companies Act, 1956 to act as a common trustee company that manages and operates several credit guarantee trust funds. In its own disclosure under the Right to Information Act, it says it has no subsidy programmes and no plans for lending of its own. It describes itself as the nodal agency for implementing and managing the Government of India's credit guarantee schemes.
A guarantee works on the lender's side. If a borrower defaults on a loan that the scheme covers, the guarantee pays the lender part of the amount in default. That lowers the risk a bank takes when it lends to a small business that has no property to pledge.
Why a founder cannot apply to NCGTC
Guarantee cover is issued to the lending institution, not to the borrower. NCGTC calls these lenders Member Lending Institutions. A borrower approaches a lender for the loan, and the lender decides whether to request cover for it. Lenders request cover on NCGTC's online system for lenders, called SURGE.
The lender also keeps its own judgement. NCGTC's guidance for the micro-loan fund says the lender may choose whether to entertain an application, based on the viability of the business and the documents provided. A scheme being available does not mean your lender must use it.
Schemes that matter to small businesses and startups
ECLGS 5.0 is the Emergency Credit Line Guarantee Scheme in its fifth version. Under it, NCGTC gives guarantee cover to lenders on additional credit extended to eligible borrowers. Eligible borrowers are MSMEs and non-MSMEs that had existing working-capital limits on 31 March 2026, and scheduled passenger airlines with outstanding credit facilities on that date. Their accounts must be standard. The scheme applies to loans sanctioned from the date NCGTC issues its guidelines until 31 March 2027. The additional credit is limited to a share of the borrower's peak working-capital use in the last quarter of FY 2025-26, with a cap per borrower. No guarantee fee is charged under the scheme. Cover is complete for MSMEs and partial for other borrowers. Earlier versions of the scheme, 1.0 to 4.0, closed on 31 March 2023.
The Credit Guarantee Fund for Micro Units (CGFMU) is a trust fund set up by the Government of India and managed by NCGTC as trustee. It guarantees payment against default on micro loans made by banks, NBFCs, microfinance institutions and other financial intermediaries, including loans under the Pradhan Mantri MUDRA Yojana. It covers new and existing micro units in manufacturing and services, including retail trade, and loans for allied agricultural activities. Purely agricultural loans are not covered. Larger loans within the scheme's ceiling are open only to borrowers who earlier took and repaid a loan in the Tarun category. A guarantee fee applies to the sanctioned amount, and the lender bears the first portion of any loss.
The Credit Guarantee Scheme for Startups (CGSS) is described on the Startup India website as giving guarantee cover, through NCGTC as trustee, to lending institutions that finance DPIIT-recognised startups. The same page lists scheduled banks, NBFCs and venture debt funds under SEBI-registered AIFs as lenders and says the startup is not in default. We could not read NCGTC's own page for this scheme, so check the current terms with the lender or on the Startup India site.
Scale
The Department of Financial Services reports that about 11.9 million guarantees were issued under ECLGS 1.0 to 4.0 before those versions closed on 31 March 2023. It publishes a separate running table for ECLGS 5.0.
