About VCAP (Venture Capital Access Program)
VCAP is run with the Economic Development Bank of Puerto Rico, which the U.S. Treasury designated as the implementing entity, with support from parallel18. It takes minority equity in pre-seed, seed and Series A rounds. It invests up to half of any round, so private investors must match the remainder. It is an equity programme, not a grant.
