- Start-ups registered with DPIIT under Startup India are encouraged to apply
- Start-ups registered or incorporated within the last 10 years when the challenge opens, with an annual turnover within the programme's limit, and that are innovative and scalable
- Individual academicians, researchers, educators, entrepreneurs, partnership firms and LLPs, who must register as a private limited company if selected, preferably within three months

Selected start-ups are incubated at the STPI Gurugram facility. In this period each start-up completes a set of defined tasks: it validates the idea through industry contact, builds a proof of concept or MVP, shows a customer acquisition plan by winning its first customers, sets up a revenue stream and a payment cycle, and writes a business plan. Mentors work with each start-up on time-bound results. The centre also runs master classes on defining entrepreneurship and on identifying a problem and building a solution.

After incubation, start-ups that have completed the incubation tasks join a nine-month acceleration programme. It is built to take the product to market and build a sustainable business. Start-ups get unlimited mentorship, in person or remotely, and masterclasses on going to market with marketing and proactive selling, data analysis and sustainable business models, and pitching to investors and scaling the business.
The centre helps start-ups raise investment from potential investors. Funding from the programme partner is at its own discretion.
