- Early-stage entrepreneurs
- Technology innovators
- MSMEs with innovation potential
- Startups from Karnataka, Goa and Maharashtra
CNEST states no incorporation requirement and no rule that you must be attached to the university.
How selection works: CNEST does not publish criteria or stages. The one step it has described is a startup pitch presentation, where founders present to an expert evaluation panel, get feedback, and take a first step towards incubation.
How to apply: Send an incubation enquiry through the form on CNEST's contact page, or write to cnest.mss@kletech.ac.in, and the team replies with next steps. There is no deadline.

Recognitions & empanelments
Official approvals this incubator holds.
CNEST names no other recognition. Its parent, KLE Technological University, appears on the Ministry of MSME's host institute register — that is the university's status, not CNEST's, and is not claimed here.
Technology business incubator supported by the Department of IT and BT, Government of Karnataka, under TBI 2.0
CNEST states this on its own site and describes itself as a Section 8 company with separate audited accounts and structured committees, aligned to Government of Karnataka and KITS guidelines. It publishes no start date or funding period for that support, so how long it runs cannot be told from its pages.
How to apply to Centre for Next-Gen Entrepreneurship in Science & Technology Foundation (CNEST), KLE Tech
Before you get in touch
CNEST does not publish an application form, an intake window or a deadline, so there is no round to wait for. The route in is the incubation inquiry form on its contact page, or an email or phone call to the centre. Write as though you are opening a conversation rather than filing a form: say what you are building, what stage it is at, and what you need from an incubator.
Check you are in one of the five areas
CNEST names five thrust areas — smart healthcare and medtech, sustainable agritech, AI and machine learning, smart manufacturing and aerospace, and electronics, embedded systems and VLSI. Its framing is deep-tech and hardware-leaning, anchored in an engineering university. If your product is a software service with no technical depth, or sits well outside those five, say clearly why it still fits.
You do not have to be a student
This is the thing founders get wrong about campus incubators in general and about this campus in particular. CNEST lists early-stage entrepreneurs, technology innovators and MSMEs with innovation potential alongside student and faculty ventures, and names startups from Karnataka, Goa and Maharashtra. Nothing on its site requires you to be enrolled at or employed by KLE Technological University, or to be incorporated before you approach it.
Be specific about the stage you are at
CNEST describes a span from first idea to early scale-up, and its support is written in those terms — idea validation and problem definition at one end, go-to-market and scale at the other. Naming your stage plainly, and what the next three to six months look like, makes it easier for the team to point you at the right support.
Expect a pitch
The only selection step CNEST has described publicly is a startup pitch presentation to an expert evaluation panel, held as a first step towards incubation. Have a short deck ready: the problem, the technology, who it is for, what you have built so far, and what you would do with lab access and mentoring.
Ask the questions its site does not answer
CNEST publishes no cost, no equity policy, no programme length and no per-startup funding terms. Ask about all four before you commit. Ask too what "funding facilitation" would mean for you in practice — CNEST presents Government of Karnataka, NAIN, SISF and BIRAC schemes as external routes it helps you apply to, not as money it disburses itself.
Make use of what is on campus
Much of the practical value here is the university's — laboratories and prototyping facilities for building and testing, on top of CNEST's own 5,100 sq ft of incubation space, meeting rooms and auditorium. If your build needs particular equipment, name it early and check it is available.
Do not confuse it with the campus's other two centres
The same Belagavi campus also hosts the K-Tech Innovation Hub, which is the university's New Age Incubation Network centre for student proof-of-concept projects, and CTIE, which runs its own three-to-six-month pre-incubation with a review, pitch and MOU. If you approach the wrong one your enquiry can sit with a team that does not run the programme you want, so address it to CNEST by name.
About Centre for Next-Gen Entrepreneurship in Science & Technology Foundation (CNEST), KLE Tech
CNEST is a technology business incubator at KLE Technological University's Dr. M. S. Sheshgiri Campus in Belagavi, Karnataka. Its full name is the Centre for Next Gen Entrepreneurship in Science & Technology, and it is supported by the Department of IT and BT, Government of Karnataka, under the state's TBI 2.0 initiative. It is a Section 8 company with its own audited accounts and committees, and it says it works to GoK and KITS guidelines.
CNEST describes its job as helping innovators and technology-driven startups move from idea validation and prototyping through to commercialization and scale-up, with a focus on North Karnataka and what the state calls the Beyond Bengaluru startup belt. Its stated goal is to build a self-sustaining startup ecosystem in the region so that founders do not have to move to a metro to build.
Who can apply
CNEST lists six kinds of applicant, and outside founders are explicitly among them: student startups, faculty-led ventures, early-stage entrepreneurs, technology innovators, MSMEs with innovation potential, and startups from Karnataka, Goa and Maharashtra. It puts the range as "from first idea to early scale-up". It states no incorporation requirement, no turnover or age limit, and no rule that you must be a student or employee of the university. It also states no domicile restriction — North Karnataka is described as CNEST's own focus, not as a condition on who it will take.
What it supports
Five thrust areas are named. Smart healthcare and medtech covers IoT devices, diagnostics, remote monitoring and digital health. Sustainable agritech covers precision farming, smart irrigation and data-driven agriculture. AI and machine learning covers automation, computer vision, predictive analytics and decision support. Smart manufacturing and aerospace covers Industry 4.0, robotics, automation, digital manufacturing and aerospace. The fifth is electronics, embedded systems and VLSI, covering IoT hardware, embedded platforms and semiconductor and VLSI work.
What incubation includes
CNEST sets out eight kinds of support. Idea and product development covers idea validation, problem definition and product roadmaps. Startup incubation is the structured support that turns an idea into a venture. Mentorship gives access to industry mentors, founders, CXOs, faculty researchers and technical advisors. Prototype and MVP development brings in technical support plus the university's labs and prototyping facilities for building and testing. Business and market support covers customer discovery, business models, pricing, positioning and go-to-market. Funding facilitation is help applying to Government of Karnataka, NAIN, SISF and BIRAC schemes, alongside angel, VC and investor introductions — CNEST presents these as outside schemes it helps you reach, not as money it hands out itself. IP and legal support covers patents, IP strategy, technology transfer, incorporation, contracts and compliance. The eighth is ecosystem connection: links to industry, MSMEs, investors, government agencies and academic researchers.
Facilities
CNEST has 5,100 sq ft of dedicated incubation space with furnished cubicles and collaboration areas, meeting rooms and an auditorium used for mentoring, reviews, training, investor interactions and demo days. Beyond its own floor, incubatees get access to KLE Technological University's laboratories and prototyping facilities for development, testing and validation — those are the host university's, not CNEST's own equipment.
Where it is
The centre is at the Dr. M. S. Sheshgiri Campus on Angol Main Road, Udyambag, Belagavi. CNEST makes a point of the location: Belagavi sits where Karnataka, Goa and Maharashtra meet, and it describes an emerging EV and drone ecosystem there, a manufacturing and MSME base, and access to academic and medical institutions.
Two other entrepreneurship centres sit on the same Belagavi campus and are easy to confuse with CNEST. The K-Tech Innovation Hub is the university's New Age Incubation Network centre, sanctioned by the Karnataka Department of IT, BT and S&T and set up in October 2018 to take students, research scholars and alumni from an idea to a proof of concept; its published activity runs to 2021. CTIE, the Centre for Technology Innovation and Entrepreneurship, was inaugurated on the campus in November 2023 and runs a three-to-six-month pre-incubation open to students, faculty, alumni and entrepreneurs external to the institute, with a written review-and-pitch process ending in an MOU. CNEST shares a coordinator with CTIE but is a separate Section 8 entity with its own address, inbox and committees.
Who runs it
CNEST is led by Dr. Arun Sadanand Tigadi, the principal investigator of CNEST TBI 2.0 and an associate professor in the Department of Electronics and Communication, who is also listed as CEO of the TBI. Sachin Mulgund is operations manager and Namita Prabhu is outreach manager. Above them sit four bodies: a governing body for institutional oversight, a state expert advisory committee drawing on academic, industry and Government of Karnataka representatives, a project management committee for delivery of the TBI programme, and a recruitment and selection committee. A student team across technical, design, content, media and HR functions also runs alongside.
How to apply
There is no public application form, intake window or deadline. The route in is an incubation inquiry form on the CNEST contact page, or an email or phone call to the centre, after which the team replies with next steps. CNEST has run at least one startup pitch session in which founders presented to an expert evaluation panel as a first step towards incubation, but it does not publish selection criteria or stages.
CNEST also runs and co-hosts campus events — a student orientation, a faculty innovation connect, departmental hackathons and technical festivals, and hands-on technical training with visiting partners. Its events page carries the archive and announces new ones; its careers page lists staff, research and student roles when it is recruiting, and currently shows none open.
