The Prime Minister's Employment Generation Programme (PMEGP) is a subsidy for people setting up a new micro-enterprise project. Delhi has no District Industries Centre, so KVIC runs it in the city through its state office together with the Board. The Board's 2024-25 annual report marks the scheme as continuing.

What you get

  • A subsidy towards a new micro-enterprise project.
  • A project cost that can include a term loan for capital expenditure and working capital.

Who can apply

  • Individuals above 18 years of age.
  • No income ceiling applies to assistance.
  • Projects above a size threshold need at least a Class VIII pass. The threshold is lower for business and service units than for manufacturing.
  • Projects must include capital expenditure.
  • Only one person per family, counting self and spouse, can receive assistance.

The Rajiv Gandhi Swavlamban Rojgar Yojna (RGSRY) is a Delhi government self-employment loan scheme, promoted by the Board with the Government of NCT of Delhi. The Board has run it since 2004-05.

Its status is contested. The Board's 2024-25 annual report says the government withdrew the scheme by Cabinet decision in September 2025, yet the same report's performance table still marks it as continuing till date. The Board has since posted modified scheme guidelines dated February 2026, and its RGSRY page still carries an apply link. Its pages do not settle whether new applications are open, so check with the Board's office before you plan around this scheme.

  • A loan for a self-employment unit in Delhi.
  • A government subsidy on the project cost, capped per entrepreneur.

Who can apply

  • Unemployed youths, artisans, trained professionals, skilled technocrats and entrepreneurs in Delhi, according to the salient-features guidelines. The modified guidelines also name school and college dropouts above 18.
  • Age 18 to 50.
  • The entrepreneur must contribute a share of the loan. The share is lower for SC, ST, OBC, physically handicapped, women and ex-servicemen applicants.

The Delhi Khadi Kaushal Vikas Yojna (DKKVY) is a skilling and recognition of prior learning (RPL) scheme for khadi and village-industry artisans, workers and entrepreneurs in Delhi. The Delhi Government notified it in 2026. The Board runs it through a project management unit, and the Board's site lists tenders for implementing agencies for upskilling and RPL.

Who can apply

  • Residents of Delhi for at least five years.
  • Artisans, workers and candidates in khadi and village-industry trades, such as Pattern Master.

How to apply: Beneficiaries are registered through newspaper advertisements in Hindi, Punjabi, Urdu and English, posters and the Board's website. Candidates can also register on the central government's e-Shram portal, or at Common Service Centres.
