Choosing the right route

• A startup covered by the Start-up India action plan can use EIL's procurement methodology for startups.
• A supplier or contractor applies for enlistment through the EIL Enlistment Portal. That is a registration, not a startup programme.
• The homepage lists two startup challenges, Vasudha'27 and Avinya'27, under What's New. FIPI's page describes Vasudha'27 as its own invitation to startups in the upstream oil and gas sector. EIL's pages do not describe a challenge that EIL runs itself, and name no organiser for Avinya'27. Check the organiser's page for dates and terms before you apply.

How applications work

• The startup methodology includes a survey, and the startup pays a fee for it. The fee differs for SC/ST startups.

Engineers India Limited (EIL) is a company wholly owned by the Government of India, in operation for more than 60 years. Its homepage reports 2,600 employees, more than 7,000 assignments and 27 overseas locations.

Government status

EIL holds Navratna status from the Government of India, effective 24 June 2014. Its equity shares are listed on the BSE and NSE. Its quality, occupational health and safety, and environmental management systems are certified to ISO 9001, ISO 45001 and ISO 14001 respectively.

Startup procurement route

EIL's procurement for startups covered by the Government of India's Start-up India action plan follows a published methodology. The methodology includes a capacity survey of the startup, and a fee is charged for it. The fee is set differently for SC/ST startups.

Supplier and contractor enlistment

The suppliers and contractors page sets out how to get enlisted with EIL. Enlistment is handled through the EIL Enlistment Portal, which covers new enlistment, enhancement of an existing enlistment, revalidation and shifting of works. Step-by-step video tutorials explain each route.

Scale of the supplier base

The suppliers page reports 2,699 enlisted suppliers, of which 1,702 are Indian and 1,093 are ISO 45001 certified. The page does not say when these counts were taken.
