The Department of Industries & Commerce is the apex state government body for industrial development in Haryana and nodal department for Startup Haryana (startupharyana.gov.in). Haryana is home to 11,000+ DPIIT-registered startups across IT, engineering, electronics, automobiles, textiles, and hi-tech industries, with major hubs in Gurugram, Faridabad, and Hisar.

Haryana State Startup Policy 2022

A sector-agnostic policy launched to facilitate at least 5,000 new startups, built on four pillars: Infrastructure Augmentation, Fiscal Support, Regulatory Easing, and Entrepreneurship Development.

Fiscal Incentive Schemes

  1. Seed Grant — Up to ₹10 lakh per startup for idea validation, PoC, and prototype development.
  2. Reimbursement of Lease Rental — 30% for general startups; 45% for women-led startups; max ₹5 lakh/year.
  3. Reimbursement of Patent Cost — 100% of eligible patent registration expenses up to ₹25 lakh.
  4. Reimbursement of Net SGST — 50% reimbursement for seven years, capped at 100% of Fixed Capital Investment.
  5. Reimbursement for Cloud Storage — 75% of cloud computing expenses on Haryana-based data centres, up to ₹2.5 lakh/year for 5 years.
  6. Reimbursement for Acceleration Programs — Up to ₹2.5 lakh/year for national-level acceleration program attendance.

Infrastructure

The department has approved 17 incubators and supports district-level incubation centres tailored to local sector strengths, collaborating with IIT Delhi, IIM Rohtak, and NIT Kurukshetra.

Any startup incorporated in India (ideally based in or operating in Haryana), DPIIT-recognised, working across any sector — particularly IT, healthcare, agriculture, green technology, or energy. Women-led startups receive enhanced benefits across multiple schemes.
