- An incorporated company is expected: the admission step asks for a certificate of incorporation and a memorandum and articles of association
How selection works: you submit an executive summary or business plan with the company papers. An internal review committee assesses technical and business feasibility. If that goes well you present to an evaluation committee of university representatives plus technical, financial and other experts, and answer questions; video conferencing is allowed. The centre runs its own due diligence on the company, team, industry and competition, and may ask for a revised summary or presentation. Published criteria cover technology content and innovation, timeliness, market potential, the core team, intellectual property, financial and commercial viability with two-year projections, funding need and raisability, time to market, break-even period, demand in India, and scalability. The centre states it will not sign a non-disclosure agreement.

DST NIDHI inclusive Technology Business Incubator (i-TBI)
Sanskriti University appears at serial number 46 of the Department of Science and Technology's own List of DST NIDHI inclusive Technology Business Incubators, published on the NIDHI website, with agriculture and biotechnology recorded as its technology thrust areas. The register names the university as the host institute and names no separate incubator company. It carries no sanction date and no status column, so it shows that the designation exists but not when it was granted or whether the support is still running.

प्रतिबद्धता का स्वरूप समझें
इनक्यूबेशन दो वर्ष चलता है, विश्वविद्यालय के विवेक पर छह-छह महीने के अधिकतम दो विस्तार के साथ। हर इनक्यूबेटेड कंपनी को तकनीक के लिए एक सनस्कृति विश्वविद्यालय संकाय सदस्य को मेंटर बनाना होता है, और मूल्यांकन समिति मासिक रणनीति समीक्षा की अपेक्षा रखती है। पहले छह महीनों में एक उद्योग मेंटर जोड़ा जा सकता है।
हस्ताक्षर से पहले पैसे और लागत को समझें

कौन आवेदन कर सकता है
आवेदन में समय लगाने से पहले यही सवाल तय कर लेना ज़रूरी है। विश्वविद्यालय की प्रकाशित इनक्यूबेशन नीति कहती है कि सनस्कृति विश्वविद्यालय का कोई भी वर्तमान या पूर्व छात्र, या UGC-मान्यता प्राप्त किसी भी विश्वविद्यालय या संस्थान में नामांकित कोई बाहरी छात्र, इनक्यूबेशन सहायता के लिए आवेदन कर सकता है। यानी मथुरा से कोई संबंध न रखने वालों के लिए भी प्रवेश का वास्तविक रास्ता है, जो ज़्यादातर कैंपस इनक्यूबेटर्स से अधिक खुला है। पर नीति जो शर्त रखती है वह छात्र स्थिति है, कैंपस से जुड़ाव नहीं: जो व्यक्ति कहीं भी नामांकित नहीं है, उस पर यह वाक्य लागू नहीं होता।
आवेदन फ़ॉर्म नीति से ज़्यादा व्यापक है। फ़ॉर्म आवेदकों से सरकारी या सार्वजनिक संस्थान, निजी संस्थान, या व्यक्ति, इनमें से एक श्रेणी चुनने को कहता है, और व्यक्तिगत विकल्पों में स्कूल छात्र से लेकर कॉलेज या विश्वविद्यालय छात्र, शोध संस्थान, और खुला “अन्य कोई” विकल्प आते हैं। यदि आप छात्र नहीं हैं और आपका विचार कृषि या जैव-प्रौद्योगिकी के लिए उपयुक्त है, तो समझदारी यह है कि मान लेने से पहले पूछ लें कि आप बाहर हैं या नहीं। नीति वाले वाक्य को नियम मानें और फ़ॉर्म को पूछताछ का कारण।
कार्यक्रम कैसे चलता है
यहाँ निश्चित तिथियों वाले बैच नहीं हैं, बल्कि एक स्थायी रास्ता है। आप साइट के Research and Innovation खंड में Innovative Ideas Proposal Form से शुरू करते हैं, जिसमें इनोवेटर का विवरण, क्षेत्र, समस्या का विवरण, समाधान का विवरण, unique selling proposition, कोई मौजूदा प्रतिस्पर्धी, व्यावसायीकरण की स्थिति, और यह कि इनक्यूबेशन या तकनीक हस्तांतरण में मदद चाहिए या नहीं, पूछा जाता है।
इसके बाद की प्रवेश प्रक्रिया फ़ॉर्म के संकेत से ज़्यादा माँग वाली है। नीति कहती है कि इनक्यूबेशन आवेदन में एक संभावित स्टार्टअप को बिज़नेस प्लान, इनकॉरपोरेशन का प्रमाणपत्र, और मेमोरेंडम व आर्टिकल्स ऑफ़ एसोसिएशन जमा करने होंगे। यानी इस चरण पर केवल विचार नहीं, बल्कि एक निगमित कंपनी अपेक्षित है। सेंटर कार्यकारी सारांश को तकनीकी और व्यावसायिक व्यवहार्यता पर राय के लिए आंतरिक समीक्षा समिति के सामने रखता है। यदि राय सकारात्मक हो, तो संस्थापकों को योजना के मुख्य हिस्से एक मूल्यांकन समिति के सामने रखने के लिए बुलाया जाता है, जिसमें विश्वविद्यालय के प्रतिनिधि और तकनीकी, वित्तीय व अन्य विशेषज्ञ होते हैं, उसके बाद सवाल-जवाब और अंतिम निर्णय। वीडियो कॉन्फ़्रेंस से प्रस्तुति की अनुमति है, जो तब काम आता है जब आप उत्तर प्रदेश के बाहर से आवेदन कर रहे हों। इस पूरी प्रक्रिया में सेंटर कंपनी, टीम, उद्योग और प्रतिस्पर्धा पर अपना शोध और due diligence करता है, और सारांश या प्रस्तुति में संशोधन के लिए कह सकता है। नीति यह भी साफ़ कहती है कि सेंटर non-disclosure agreement पर हस्ताक्षर नहीं करेगा।

इनक्यूबेशन दो वर्ष चलता है। विश्वविद्यालय अपने पूर्ण विवेक से छह-छह महीने के अधिकतम दो विस्तार दे सकता है। कोई कंपनी तब भी बाहर हो सकती है जब सेंटर उसके कारोबार को कम प्रदर्शन वाला या अव्यवहार्य माने, प्रवर्तकों के बीच ऐसा विवाद हो जिसे सुलझाया न जा सके, विश्वविद्यालय की कोई नीति टूटे, या कंपनी का अधिग्रहण, विलय या पुनर्गठन ऐसे ढंग से हो जो उसकी प्रोफ़ाइल को काफ़ी बदल दे।
मेंटरशिप वैकल्पिक नहीं है। हर इनक्यूबेटेड कंपनी को तकनीक पर सनस्कृति विश्वविद्यालय के एक संकाय सदस्य को अपना मेंटर चुनना होता है, ताकि विश्वविद्यालय की तकनीकी विशेषज्ञता और लैब इन्फ्रास्ट्रक्चर सचमुच काम आएँ। सेंटर उद्योग मेंटरों का एक डेटाबेस भी रखता है, और कंपनी छह महीने के भीतर एक उद्योग मेंटर चुन सकती है। मूल्यांकन समिति रणनीति समीक्षा और परिचालन मुद्दों पर चर्चा के लिए स्टार्टअप के मुख्य कार्यकारी अधिकारियों से कम से कम महीने में एक बार मिलती है।
