Startup Odisha is the Startup Secretariat for the Odisha Startup Policy. It is based at O-Hub and operates under the MSME Department of the Government of Odisha. It recognises startups in the state, and it runs allowance, subsidy and incubation schemes for the startups it recognises, along with a fund of funds and support for incubators.

Recognition comes first

Most of its schemes are open only to recognised startups, so recognition is the entry point. An entity is treated as a startup under the Odisha Startup Policy when it meets the conditions the policy sets out. Those conditions include a ceiling on annual turnover for any preceding financial year. Recognition applications are evaluated by nodal agencies, which are reputed institutions and organisations. Startup Odisha itself serves as the secretariat.

What recognised startups can receive

The monthly allowance is paid for one year only. A higher rate applies where the founders or co-founders are women, transgender, or from SC, ST, SEBC or PH categories and hold at least 50% equity. Eligibility rests on one of several conditions, including equity financing from SEBI-registered AIF Category 1 or 2 funds or angel networks, and a revenue run rate over the last three months.

Product development and marketing or publicity assistance is paid in two parts. Subject to approval, half the payment may be made in advance, and the rest after a utilisation certificate with bills is submitted. A higher ceiling applies in the same founder categories, with the same 50% equity condition. Eligibility rests on one of three conditions: equity financing of a stated minimum amount from SEBI-registered AIF Category 1 or 2 funds or angel networks, a sanction letter for government funding or a grant, or a revenue run rate over the last six months.

Recognised startups incubated at a recognised incubator can receive a subsidy of 50% of the monthly rent of their incubation space, subject to a cap, for up to one year. The incubator is reimbursed each quarter, on a bill and a certificate of occupancy certified by both the incubator and the startup.

Startup Odisha also gives financial support to state-recognised startups that represent Odisha at reputed national and international events. The page does not say how a startup is chosen for that support.

Fund of funds and angel networks

The fund of funds was released by the MSME Department to foster entrepreneurship and promote innovation, with Startup Odisha as the implementing agency. It invests through other funds rather than directly in startups. The page does not describe how a startup approaches the scheme.

Angel networks can register with Startup Odisha by applying online with supporting documents. Funding from an angel network is one of the conditions for some of the monetary benefits.

Incubators

Approved incubators in Odisha can apply online to the Startup Secretariat for a monetary grant, and upload documents for due diligence. A utility-expense reimbursement is available to an approved existing incubator for up to three years. Startups can apply for incubation space at O-Hub if they hold a valid Startup Odisha recognition number.

Scale

At the Utkarsh Odisha Conclave 2025, the Startup Odisha Pavilion showcased over 70 startups, Startup Odisha reports. The conclave also drew over 4,000 students and aspiring entrepreneurs, Startup Odisha reports.
