Standing programmes at MSME Department, Government of Odisha, separate from the funding calls above.
The department's support comes as reimbursements, exemptions and subsidies claimed after spending or production, not as grant calls with an opening and closing date. Each incentive has its own guideline and claim deadline, so check the guideline before planning around it.
Odisha MSME Development Policy 2022 incentives
Subsidy or reimbursementA bundle of after-the-spend incentives for Odisha MSMEs: duty exemptions, capital investment subsidy, interest and GST reimbursement, certification, IP and audit support, and State Awards.
Best for: Odisha manufacturing and eligible service MSMEs that have invested or started production
- Varies by incentive
- Online
What you get, who can apply and how to applyHide details
The Odisha MSME Development Policy 2022 is the department's main support instrument. Incentives are claimed after an enterprise has invested or started production, each under its own operational guideline. They are reimbursements, exemptions and subsidies, not a grant you apply for before spending.
What you get
- Exemption or reimbursement of stamp duty and land conversion premium
- A capital investment subsidy on plant and machinery, with a separate track for electric-vehicle component and charging equipment makers
- Interest support on term loans for new enterprises
- Electricity duty exemption and reimbursement of state GST paid
- Support for ZED certification and quality certification
- Reimbursement of employer ESI and EPF contributions
- Technology purchase support, help with raising capital through an SME exchange, and water and energy audit costs
- Patent and trade mark registration assistance
- Annual State Awards for MSMEs
Who can apply
- Enterprises operating inside Odisha: new units, and existing units that expand, modernise or diversify
- Proprietorships, partnerships, LLPs, private limited companies, one person companies, self-help groups, startups, farmer producer organisations and farmer producer companies
- Units with an Entrepreneurship Identification Number or Production Certificate that begin production within three years of first fixed capital investment
- Most service-sector enterprises are excluded; a short list of service activities, including software and IT-enabled services above a minimum investment, is allowed
How selection works: There is no cohort selection. The competent authority considers each claim on its merits under the incentive's guideline. A unit that already took a similar benefit under another scheme receives only the difference.
How to apply: Apply online on the department's incentive portal to the General Manager of the District Industries Centre, with self-attested documents, within the time limit in the incentive's guideline. Claims above the district limit go to the Director of Industries.
CM-SRIM working-capital interest reimbursement
Subsidy or reimbursementReimburses part of the interest Odisha manufacturing MSMEs pay banks on working-capital loans, claimed half-yearly on a dedicated portal.
Best for: Odisha manufacturing MSMEs with a working-capital loan, in production before April 2020
- Claimed half-yearly
- Online
What you get, who can apply and how to applyHide details
The Chief Minister's Scheme for Reimbursement of Interest to MSMEs, or CM-SRIM, returns part of the interest manufacturing MSMEs paid to banks on working-capital loans, in slabs by sanctioned loan limit. It is a reimbursement, not a grant.
The guideline published on the department's site is written for FY 2023-24 and its claim dates have passed. The department's news listing also carries a notice about a 2025-26 claim period, but its text could not be read. Check the department's current notice before relying on an open window.
Who can apply
- Manufacturing MSMEs located in Odisha that were in commercial production on or before 31 March 2020
- A valid Udyam registration and a working-capital loan from a bank in Odisha
- Most turnover from manufacturing, no continuous six-month stoppage since 1 April 2023, one bank and one loan account only, and a loan account that is not non-performing
- Self-help groups, farmer producer organisations, government-run companies and societies, and makers of alcohol, tobacco and similar products are excluded
How selection works: The District Industries Centre General Manager and the bank branch verify each claim on the portal.
How to apply: The proprietor, managing partner, managing director or an authorised signatory applies online on the CM-SRIM portal and uploads self-attested documents.
How to apply to MSME Department, Government of Odisha
Know what this is before you apply
The MSME Department pays back or waives costs you have already incurred. You cannot apply for money to start a business. Plan your spending and paperwork so every bill, registration and date is on record when you claim.
Check you are in scope
- Your unit must operate inside Odisha and hold an Entrepreneurship Identification Number or a Production Certificate.
- Start production within three years of your first fixed capital investment. The District or Regional Industries Centre fixes the date, so get it recorded.
- Manufacturing units fit best. Most service-sector enterprises are excluded, and software or IT-enabled services qualify only above a minimum investment. Read the policy's exclusion list first.
- A benefit taken under another scheme reduces what you can claim here to the difference.
How claims work
- Each incentive has its own guideline and its own time limit. A late claim is rejected unless the delay is condoned, so note the deadline for every incentive you plan to use.
- Claims are filed online on the department's incentive portal to the General Manager of the District Industries Centre, with self-attested documents. Larger claims go to the Director of Industries.
- The portal address differs between guidelines. Take it from the guideline for the incentive you are claiming.
CM-SRIM, the working-capital interest scheme
- For manufacturers only, in production before 1 April 2020, with a valid Udyam number and one working-capital loan with an Odisha bank.
- The published guideline covers FY 2023-24. Ask your District Industries Centre which claim period is open now.
- The loan account must be in good standing. An account classed as non-performing disqualifies the claim.
Who to ask
Start with your District Industries Centre. For policy questions, write to the department secretariat at secy-msme.od@od.gov.in. For startup or incubator recognition, use the Startup Odisha portal.
About MSME Department, Government of Odisha
The Micro, Small and Medium Enterprises Department, Government of Odisha, is the state department created to facilitate, promote and improve the competitiveness of micro, small and medium enterprises in Odisha. It sits in Kharavel Bhawan, Bhubaneswar, and administers the state's MSME incentive policy through its district network. This page covers the MSME Department itself, which is a government department and not an incubator or accelerator.
How its support works
The department's main instrument is the Odisha MSME Development Policy 2022, notified on 28 December 2022. It is a bundle of incentives that reimburse or exempt costs after an enterprise has invested or started production. It is not an application-window grant, and nothing in it is paid up front.
The incentives in the policy cover stamp duty and land conversion premium, a capital investment subsidy (with a separate track for makers of electric-vehicle components and charging equipment), interest support on term loans, electricity duty exemption, reimbursement of state GST paid, support for ZED certification, quality certification, employment costs, technology purchase, listing on an SME exchange, water and energy audits, patent and trade mark registration, and annual State Awards for MSMEs.
Each incentive has its own operational guideline. The guideline sets who qualifies, which documents to attach and the time limit for filing a claim. An enterprise that does not file within that limit becomes ineligible for that incentive, and late claims are rejected unless the delay is condoned.
Separately, the department runs the Chief Minister's Scheme for Reimbursement of Interest to MSMEs, known as CM-SRIM. It returns part of the interest manufacturing units pay banks on working-capital loans, and is claimed half-yearly on its own portal.
Who can apply
The policy applies only to units operating inside Odisha. An enterprise can be a proprietorship, partnership, LLP, private limited company, one person company, self-help group, startup, farmer producer organisation or farmer producer company. New units and existing units that expand, modernise or diversify are both covered.
A unit needs to be acknowledged with an Entrepreneurship Identification Number or a Production Certificate, and to start production within three years of its first fixed capital investment. The General Manager of the District or Regional Industries Centre fixes the date production commenced. A unit that has already taken a similar benefit under another scheme receives only the difference.
Plant and machinery investment must stay within a ceiling set in the policy, and several incentives apply different terms by investment band. Individual incentives add their own conditions. For example, the interest support on term loans is for new enterprises only.
Most service-sector enterprises are excluded. The policy lists a short set of service activities that are allowed back in, including software and IT-enabled services above a minimum investment. A list of low-value processing activities is also excluded. If you run a service or software startup, read the exclusion list in the policy before assuming you qualify.
CM-SRIM has narrower rules. The unit must be a manufacturer in Odisha that was already in commercial production before 1 April 2020, hold a valid Udyam registration and have a working-capital loan with a bank in Odisha. It must earn most of its turnover from manufacturing, use one bank and one loan account, and keep that loan account out of non-performing status. Self-help groups, farmer producer organisations, government-run companies and societies, and makers of alcohol, tobacco and similar products are excluded.
How to apply
Policy incentives are claimed online through the department's AIM (Administration of Incentives) portal, addressed to the General Manager of the District Industries Centre, with self-attested documents. Claims above the district limit go to the Director of Industries. The department's own guidelines name different addresses for this portal, so use the link from the department's current guideline or notice rather than an old bookmark.
CM-SRIM applications are filed on the dedicated CM-SRIM portal by the proprietor, managing partner, managing director or an authorised signatory. The District Industries Centre and the bank branch then verify the claim on the portal. The guideline published on the department's site is written for FY 2023-24 and its claim dates have passed. The department's news listing also carries a notice about a 2025-26 claim period, but its text could not be read, so check the department's notice board before planning around CM-SRIM.
District Industries Centres
The department describes 17 District Industries Centres and 14 Branch District Industries Centres across the state, which it says promote industry in the districts. The policy names the Regional and District Industries Centres as the nodal agencies for MSME development, and they are where a unit registers, gets its production date fixed and files incentive claims.
Startup Odisha
The department's services page describes Startup Odisha as a flagship initiative of the Government of Odisha under the MSME Department. It lists recognition for new startups and incubators among the services, all available through the Startup Odisha portal, which also gives a toll-free helpline. This page does not describe the programme's detail, so go to the Startup Odisha portal for current eligibility and support.
