Choosing the right route

There are two doors, and they are not interchangeable.

• If you have a company or a product and want space, mentoring and a chance at seed support, use the Call for Proposal for Startups. It stays open all year.
• If you are an individual with an idea aimed at a local community problem, the Community Innovator Fellowship is the better fit. It is restricted by age, education and where you live, and it has a closing date.
• The design and web development courses are skills training for the district, not a route into incubation. Do not apply to them expecting start-up support.

How applications work

• The incubation form is long and asks for commercial substance, not just an idea. Have your objective, problem statement, market analysis, market strategy and revenue model written before you open it.
• Revenue to date is a required field. If you have none, say so plainly rather than leaving it blank.
• A pitch deck upload is compulsory. The centre asks it to cover the problem, the market and the opportunity, the solution, the business or revenue model, traction and validation or a roadmap, marketing and sales strategy, and competitive analysis.
• An incorporation certificate is optional and the Startup India registration number is asked for only if you already hold one, so being unincorporated is not a bar. Upload the certificate if you have one.
• You must declare any proceedings against promoters or directors, any bank default and any pending legal action. Answer these honestly; they are direct questions on the form.

What reviewers look for

• A community problem, named. The centre's whole remit is innovation for communities outside the main start-up hubs, and its own portfolio is heavy on manufacturing, agri-processing, handicrafts and products for underserved groups.
• A fit with one of its thematic areas. Pick the closest one rather than defaulting to "other", and if you do pick "other" you have to describe it.
• Evidence that the work happens in or near Jharkhand. The fellowship makes this explicit with a distance limit, and the incubation side is built around the same local remit.

Practical notes

• The centre publishes no selection timeline or committee for either route, so allow for a wait and follow up.
• General queries go to the Chief Executive Officer's office at ceo_acic@iitism.ac.in. There is no published phone line for the Foundation itself.
• Several buttons on the site's programme panels do not lead anywhere. If a "learn more" link does nothing, the registration link beside it is the one that works.

ACIC IIT (ISM) Foundation is the Atal Community Innovation Centre hosted by IIT (ISM) Dhanbad. It was set up under the Atal Innovation Mission of NITI Aayog, and its own pages say it is funded by IIT (ISM) Dhanbad and NITI Aayog together. It works from the IIT (ISM) campus in Dhanbad, Jharkhand, and runs an extension centre called Jharshilp at Belgaria, Phase V, in the same district.

The centre's stated job is community innovation rather than campus innovation. It says it backs enterprises and start-ups bringing solutions that solve a community problem, and that it works with economically weaker sections of society, including women, persons with disabilities and tribal communities. It also describes its aim as shortening the distance from lab to land and making room for early ideas before they become companies.

How programmes work

There are two things a founder can apply to, and both are open to people from outside the institute.

The first is incubation. The centre runs a standing Call for Proposal for Startups, an online form that stays open with no closing date. It asks for the objective, the problem being addressed, a thematic area, revenue to date, a description of the product or service, how it helps the community, market analysis, market strategy and a revenue model, plus declarations about legal proceedings, bank default and pending legal action. A pitch deck upload is compulsory; a company incorporation certificate is optional. The centre does not publish how proposals are assessed or how long a decision takes.

The second is the Community Innovator Fellowship, which the centre advertises for people ready to solve community-based problems. Selected fellows are offered financial support, mentorship, one-to-one guidance and access to lab facilities. The fellowship is an Atal Innovation Mission programme run nationally with UNDP India, and ACIC IIT (ISM) Foundation runs a local intake of it.

Alongside those, the centre runs skills programmes for the district rather than for start-ups. An interior and architectural design course covering AutoCAD and SketchUp runs in house at IIT (ISM) over sixteen weeks with supervised site visits, sponsored by the Airports Authority of India, and is advertised as free with food and lodging. A web development course called D-YUVA runs with the District Skill Officer, Dhanbad, and selects candidates by examination.

Who can apply

Nothing in the incubation form restricts it to IIT (ISM) students, alumni or staff. Its first field asks for a company or an individual name, the Startup India registration number is asked for only if you already have one, and the incorporation certificate upload is optional, so an unincorporated founder is not shut out. The form does expect commercial detail: revenue to date and a revenue model are both required fields, so an idea with nothing behind it will struggle to fill it in.

The fellowship carries the clearest eligibility the centre publishes: a graduate in any discipline, below 35 years of age, living within a 40 kilometre radius. Read in context that radius runs from Dhanbad, which makes the fellowship a local call rather than a national one.

The thematic areas the incubation form offers are agriculture and the sustainable rural economy, climate innovation, accessible and affordable healthcare, education and livelihood enhancement, gender diversity and inclusion, financial inclusion, electric vehicles and renewable energy, and an open "other" option. Its separate list of domains adds agro-processing and medicinal and aromatic plant products, handicrafts and local artisans, medical and healthcare innovations, products and aids for persons with disabilities, information and communication technology for development, and electro-mechanical machines and equipment.

Facilities

Incubatees are offered furnished, ready to move-in space with a desk, chair and air conditioning. Incubation support is described as including access to the host institute's infrastructure, laboratories, equipment, professional services and skilled interns. Seed funding is listed as a facility, hedged as subject to availability. Technical mentors are offered to work on the product and business mentors to work on marketing, branding, costing, product distribution, legal matters, intellectual property rights and company secretary and chartered accountant support.

Scale

The centre's homepage counters report 42 startups incubated, 12 funded startups, 103 events and trainings and 25 mentors, marked as updated quarterly. These are its own figures and carry no date. A separate panel on the same page advertises much larger round numbers for startups and mentors, which the counters contradict, so treat both with care. Its incubatee page names around two dozen companies, weighted towards manufacturing, agri-processing, handicrafts and community-facing products rather than software.

Who runs it

The Foundation has its own board of three directors: Prof. Sukumar Mishra, who is also Director of IIT (ISM) Dhanbad, Prof. Dheeraj Kumar and Prof. Saumya Singh. Day-to-day it is run by a Chief Executive Officer, Dr. Akanksha Sinha, with a manager for planning and operations, an account executive and three young professionals. The site does not publish the Foundation's legal form or registration details.

Locations and partners

The main address is on the IIT (ISM) campus at Dhanbad, Jharkhand 826004. The Jharshilp extension centre at Belgaria, Phase V, was launched with support from BCCL, JRDA and the district administration, and is aimed at skill training for women in that community. Other named partners are the Airports Authority of India and the District Skill Officer, Dhanbad. The centre publishes an events rail and a media coverage page, and invites collaboration proposals from mentors, consultants and interns through separate forms on its site.
