About this subsidy
The Goa State Innovation Council (GSInC) pays the fee for a provisional patent application, up to INR 10,000, for innovators, students and startups registered under its Virtual Innovation Register (VIR). It aims to build awareness of IPR and help people protect and commercialise what they create.
GSInC has a panel of empaneled Patent Attorneys/Agents who handle the filing. GSInC pays the fee directly to the appointed agent or firm. You pay nothing upfront and get no cash.
Indian citizens registered under VIR can apply, including students, startups, innovators, research faculty and entrepreneurs. Individuals, Partnerships, LLPs and Private Limited Companies are eligible. All sectors are welcome. Agri-tech, Digital media, Healthcare tech, Manufacturing and ITES are preferred.
The scheme also aims to give a single window for IPR issues from academic work, fair returns to creators, and legal support against infringement.

Selection Process
Applications are reviewed by the GSInC Selection Committee, which convenes once every three months to evaluate and approve projects for provisional patent filing. Decisions are communicated to applicants via email within 30 working days from the date of the committee meeting. All decisions made by the committee are considered final and binding.
