The Goa State Innovation Council (GSInC) operates a scheme designed to support the filing of provisional patent applications for innovators and students registered under the Virtual Innovation Register (VIR). This initiative aims to foster awareness and adoption of Intellectual Property Rights (IPR) among students and innovators, helping them safeguard and commercialize their creations through high-quality IP services.

GSInC has a panel of empaneled Patent Attorneys/Agents who will handle the filing of provisional patent applications. The fee, capped at INR 10,000, is paid directly by GSInC to the appointed patent agent/firm, ensuring that the applicant does not incur upfront costs or receive direct cash disbursement. This facilitation/subsidy scheme covers the attorney's fee on behalf of eligible applicants.

Promote academic freedom and safeguard intellectual property creation.
Provide a comprehensive single window reference system for all IPR issues relating to intellectual property generated during academic studies.
Safeguard the interest of IP creators and provide fair distribution of returns from commercialization.
Provide legal support to defend and protect IPR against infringement or unauthorized use.
