Government of Haryana
Startup Haryana describes itself as an initiative of the Government of Haryana under the Department of Industries & Commerce.
How to apply to Startup Haryana
Start with registration
- Get DPIIT recognition first. Nothing else on the portal works without it.
- Check which category you fall in. A registered office in Haryana is what unlocks the direct financial schemes.
- Keep your Haryana Udhyam Memorandum ready. Most scheme forms ask for it.
Pick the scheme that fits your stage
- Idea or prototype: the seed grant, and subsidised space at a government-supported incubator.
- Paying rent: the lease rental subsidy, with a higher rate if all founders are women.
- Filing patents, using cloud, or joining a national accelerator: the matching reimbursement scheme.
How applications work
- Each scheme is a separate form in your portal account, with its own document list.
- Reimbursement schemes need invoices, receipts and certificates, so keep proof of every spend.
- Seed grant applications are reviewed in the quarter after they are received, so apply early in a quarter.
- Decisions take 30 days once an application is complete, and you get 10 days to fix gaps.
Mistakes to avoid
- Claiming under more than one state policy. Benefits can be taken under one policy only.
- Applying from outside Haryana without a Haryana incubator. That route gives non-monetary benefits only.
- Treating the portal as a funding call. Most money here is reimbursed after you have spent it.
About Startup Haryana
Startup Haryana is the Haryana government's startup portal and registration cell, run by the Department of Industries and Commerce from Chandigarh. It is where startups in the state register under the Haryana State Startup Policy 2022 and apply for the policy's financial schemes. It is not a single incubator. It is the door to state support, and most of that support is reimbursement or grant money paid after you register.
Who can apply
The gate is DPIIT recognition. Startups must be recognised by DPIIT and be incorporated as a private limited company, a registered partnership firm or an LLP. They must be no more than 10 years from incorporation, must have kept annual turnover under the stated limit in every year since incorporation, and must not have been formed by splitting up or rebuilding an existing business. The policy is sector agnostic.
Location splits applicants into two categories. Startups with a registered office in Haryana are in Category 1 and can claim the direct financial schemes as well as non-monetary benefits. Startups with an office outside Haryana can register in Category 2 only while they work through a government-owned or supported incubator in the state, and they get non-monetary benefits only. Benefits can be claimed under one state policy at a time, so you cannot stack this one with other state startup, MSME or IT policies.
What the schemes cover
Registered startups can apply for a seed grant for early validation and prototyping, a lease rental subsidy for one year with a higher rate for startups with only women founders, reimbursement of patent costs, reimbursement of net state GST for seven years, reimbursement of cloud spend on Haryana-based data centres for five years, and reimbursement of fees paid to national accelerators. Non-monetary benefits include subsidised incubation space, easier public procurement rules, and access to events, workshops and startup programmes.
Incubators
Government-owned or supported incubators in Haryana give subsidised space to registered startups, for one year at first and up to three years in total. The portal lists the NASSCOM 10000 Startups warehouse and the NASSCOM CoE-IoT in Gurugram, and incubation centres at Kurukshetra University, Chaudhary Bansilal University, Guru Jambheshwar University of Science and Technology in Hisar, Maharishi Dayanand University in Rohtak, a university in Murthal and J.C. Bose in Faridabad. Incubators in Haryana, government or private, must register with Startup Haryana, and the state has its own support schemes for them.
How to apply
Create an account on the portal and register your startup. There is no registration fee. The department decides in 30 days once the application is complete, and gives 10 days to fix gaps. You will need the incorporation certificate, PAN and TAN, your DPIIT certificate, a detailed project report, and ID and address proofs of the directors. Once registered, each scheme has its own form in your account, and the Haryana Udhyam Memorandum is asked for in most of them.
Accelerators, investors and events
The portal also lets startups request an accelerator or an investor by stating the problem they want solved, and lists the accelerators and investors that have joined. Its events page lists workshops and challenges held across the state's universities and online.
