The Bureau of Indian Standards (BIS) operates India product certification scheme under which manufacturers of specified goods must obtain the ISI Mark before selling those products in India. The Bureau of Indian Standards Act, 2016 empowers the Bureau of Indian Standards, the national standards body of India, to operate a product certification scheme under which manufacturers may be granted the right to use the Standard Mark, popularly known as the ISI Mark, on products conforming to the relevant Indian Standard.

⚠️ Penalty for Non-Compliance
Manufacturing or selling products covered under mandatory BIS certification orders without a valid BIS licence is an offence under Section 29 of the Bureau of Indian Standards Act, 2016, punishable by imprisonment up to two years, a fine up to two lakh rupees for first offence, and enhanced penalties for repeat offences.

Ongoing Surveillance and Renewal
BIS conducts periodic surveillance visits to the factory and market surveillance to verify continued conformance. Annual licence renewal is required.

BIS has issued mandatory certification orders for over 400 product categories under the BIS Act and under specific sectoral notifications. These include electrical and electronic products such as wiring cables, switches, fans, geysers, and LED lights; construction materials including cement, steel, and pipes; consumer goods such as pressure cookers, gas cylinders, and helmets; food contact materials; and medical devices. The list of mandatory products is periodically updated and manufacturers should verify the current status of their product category on the BIS website.
Foreign manufacturers who wish to sell products in India that are subject to mandatory BIS certification must apply under the Foreign Manufacturers Certification Scheme. The process requires the foreign manufacturer to appoint an Authorised Indian Representative who is responsible for Indian market compliance. BIS conducts a factory audit at the overseas manufacturing facility.
