What is FSSAI State License?

A FSSAI State License is mandatory for food businesses with turnover above ₹12 lakh up to ₹20 crore, including restaurants, food processors, caterers, storage operators, and cloud kitchens. We apply, compile documents, and obtain the licence through the FoSCoS portal.

The Food Safety and Standards Authority of India (FSSAI) regulates all food businesses in India under the Food Safety and Standards Act, 2006. Businesses with annual turnover above ₹12 lakh and up to ₹20 crore must obtain a FSSAI State License from the State Food Safety Commissioner. Below ₹12 lakh, a basic FSSAI Registration is sufficient; above ₹20 crore, a Central License is required. State Licenses are applied for through the Food Safety Compliance System (FoSCoS) portal and are issued by the state authority for the premises where the food business operates. The license is valid for one to five years and must be renewed before expiry. The FSSAI 14-digit licence number must be displayed on all food labels and at the premises.

⚠️ Penalty for Non-Compliance

Operating a food business above the registration threshold without a State License is punishable with imprisonment up to six months and/or a fine of up to ₹5 lakh under Section 63 of the FSS Act. The FSSAI can cancel the licence for persistent non-compliance.

What is the difference between FSSAI Registration, State License, and Central License?

A basic Registration is for businesses with annual turnover up to ₹12 lakh. A State License covers ₹12 lakh to ₹20 crore turnover or businesses operating in one state. A Central License is for businesses with turnover above ₹20 crore, those operating in more than one state, importers, exporters, and centrally licensed categories.

How long is the FSSAI State License valid?

From 1 to 5 years, chosen at the time of application. The fee is proportional to the chosen period.

Is a premises inspection always required?

An inspection may be conducted by the Food Safety Officer before the license is issued. Not all applications trigger an inspection — it depends on the category and the state authority.

Can the FSSAI License be used across multiple branches?

Each business premises requires a separate licence. A restaurant chain must have individual licences for each outlet.

What if my turnover crosses ₹20 crore after I have a State License?

You must upgrade to a FSSAI Central License and surrender the State License.

What is the renewal process?

Apply for renewal through FoSCoS at least 30 days before the expiry date. Late renewal attracts a penalty of ₹100 per day.
