This is the state route into BIC-HPU, and the one most of its incubatees came through. Selected founders get a place at the centre and a sustenance allowance that the Himachal Pradesh Department of Industries deposits straight into their own accounts rather than routing through the university.

- The centre's stated objective covers ideas coming out of not-for-profits, academic institutions and research bodies, so it is not limited to the university's own students.

How selection works: applications go to a screening committee chaired by the university's Vice-Chancellor, with the Director of Industries for Himachal Pradesh, the General Manager of the District Industries Centre in Shimla, four industry representatives, three from financial institutions, six academics from the university and six research and development experts.

BIC-HPU was sanctioned as an incubator under the Department for Promotion of Industry and Internal Trade's Startup India Seed Fund Scheme in 2023. It selects startups and disburses to them, some as grant and some as debt, and it publishes the resulting list with each company's DPIIT recognition number.
What you get

- DPIIT-recognised startups. Every company on the centre's funded list carries a DPIIT recognition number.
- Not restricted to Himachal Pradesh. Two of the eleven companies the centre lists as funded are registered in West Bengal and in Chandigarh.
- The centre's funded list spans agriculture, food and beverages, healthcare and life sciences, textiles and apparel, education, household services and specialty retail, so it is not confined to biotechnology despite the centre's name.
How selection works: through an Incubator Seed Management Committee chaired by the incubator's own nominee, with a representative of the state startup nodal team, a venture fund and angel network representative, an angel investor, and domain experts from industry and from academia.

Everything below is in the Multi-Faculty Building at Summer Hill. The incubation floor and the two incubatee laboratories are the centre's own; the instrumentation labs, IT lab, library and seminar room belong to the Departments of Biotechnology and Microbiology and are shared.

The top floor of the Multi-Faculty Building is given over entirely to incubatees as plug-and-play co-working space, with a conference room on the same floor.

Two laboratories on the ground floor of the Multi-Faculty Building are in use by incubatees. The centre does not say what each is equipped for.

Recent ones include a skills workshop for new founders and visits to industry and to other incubation centres in 2024. A further set of masterclasses, outreach events and an entrepreneurship competition was sanctioned in 2024 but the centre says these await the university's directions before they are organised.

We could not check this against the public seed fund register, which does not serve its incubator list to a plain request.

The state Department of Industries has funded the centre's infrastructure and running costs, and pays a sustenance allowance directly to incubatees. The centre's own table dates this support from 2017 to 2025, so a founder applying now should ask whether it has been renewed. The Himachal Pradesh government's startup portal also lists BIC-HPU in its directory of state incubation centres.
