ICAR-Indian Veterinary Research Institute, usually called IVRI, is a research institute at Izatnagar, Bareilly, in Uttar Pradesh. It is part of the Indian Council of Agricultural Research (ICAR), under the Department of Agricultural Research and Education in the Ministry of Agriculture and Farmers Welfare. Its incubator, branded IVRI Pashu Vigyan Incubator and formally the RKVY-RAFTAAR Agri Business Incubator (R-ABI), backs startups in animal science and allied fields. At the last check, every application form we found for the incubator was closed.

How the incubator works

R-ABI came into existence in 2019 under the Rashtriya Krishi Vikas Yojana - Remunerative Approaches for Agriculture and Allied Sector Rejuvenation scheme of the Ministry of Agriculture and Farmers Welfare, to create innovators in the animal science sector. It runs two main tracks. NAVODAYA is an orientation programme for people with an idea. SAMRIDDHI is an incubation programme for startups that already have a minimum viable product and are ready to commercialise it. Both offer grant-in-aid to those who are selected, and NAVODAYA also offers a stipend during the training period.

Selection runs in stages. Applicants apply through an online form, and the incubator publishes a shortlist for a one-month workshop and training programme. Results then come from the RKVY Incubation Committee and from the Selection and Investment Committee. Only the online forms are accepted.

The incubator numbers its intakes as cohorts. Its results page lists a shortlist for an 8th cohort, and its startups page lists funded startups from the first five cohorts. The programme pages themselves still carry dates from 2019 and 2020, and they are not a reliable guide to the current intake. Write to the incubator to confirm whether a new call is planned.

Other routes in

IVRI also advertised a separate call for a second cohort under its Agri-Business Incubation Centre, which closed in October 2024. It listed a one-month training, lab support, one-to-one mentoring by IVRI scientists and support on intellectual property rights. The pages we read do not explain how this Centre relates to R-ABI, even though it numbers its cohorts separately. The incubator's application page also lists a Student Orientation Programme with its own application form, but gives no audience, benefits or eligibility for it.

The incubator also runs short Entrepreneurship Development Programmes with IVRI faculty and other stakeholders. Topics named on its pages include pig farming, quality meat production and processing, frozen semen production, dairy farming and milk processing, cell culture, animal feed and goat farming. These are open to entrepreneurs from across India, and interested people register through a pre-registration form on the incubator's home page.

Who can apply

NAVODAYA is aimed at students, youth, smart farmers, women or anyone who wants to start a venture in animal science and related fields. Applicants must be Indian citizens. SAMRIDDHI is for startups with innovative minimum viable products, services or business models in animal science and the allied sector. A SAMRIDDHI recipient has to be an Indian startup as per the DPIIT notification. The support is not meant for Indian subsidiaries of multinational or foreign companies. The 2024 Agri-Business Incubation call was open to startups in animal science and allied sectors, early-stage startups with a proof of concept, prototype or MVP, and individuals with an idea or prototype.

Technology transfer at the institute

IVRI has an Institute Technology Management Unit, set up in 2008 under an ICAR scheme for managing intellectual property and transferring or commercialising agricultural technology. The institute lists technologies it has commercialised, including a live attenuated PPR vaccine technology transferred to Indian Immunologicals Ltd in Hyderabad and a live attenuated goat pox vaccine technology transferred to Hester Biosciences Pvt Ltd in Ahmedabad. These are the institute's own transfers, not outcomes of the incubator.

About the institute

IVRI traces its lineage to the Imperial Bacteriological Laboratory, set up at Pune in 1889, which came under ICAR administrative control in 1966. The institute later moved to Izatnagar. It is also a Deemed University, a status conferred by UGC in 1983, and it offers master's degrees in 22 disciplines and doctoral degrees in 19 disciplines. It describes itself as a DCGI recognised laboratory for quality testing of veterinary vaccines and diagnostics used in the country.
