All India Council for Technical Education (AICTE)

The All India Council for Technical Education (AICTE) is India's apex statutory body for regulating and promoting technical education, established under the AICTE Act, 1987, and functioning under the Ministry of Education, Government of India. Beyond accreditation and curriculum oversight for engineering, management, pharmacy, and architecture programs, AICTE runs a significant portfolio of innovation, entrepreneurship, and startup-support initiatives targeting students and institutions across its 10,000+ approved institutions.

Innovation & Startup Programs

AICTE Student Startup Policy: A dedicated framework encouraging AICTE-affiliated institutions to grant academic flexibility (leave, grade accommodations, credit waivers) to students pursuing registered startups. Institutions are incentivized to establish Student Startup and Innovation Policies (SSIPs).

AICTE-IDEA Labs: AICTE funds the establishment of Idea Development, Evaluation & Application (IDEA) Labs in approved institutions — innovation sandboxes equipped with fabrication tools, electronics workbenches, and prototyping equipment to help students build and test hardware/software solutions.

Smart India Hackathon (SIH): Co-organized with AICTE and MeitY, this is India's largest open-innovation model, connecting student teams with real problem statements from government ministries and PSUs. Winners receive funding, mentorship, and fast-tracked implementation opportunities.

Research & Innovation Development Schemes: AICTE funds research in identified thrust areas through institution-level grants, covering laboratory infrastructure, collaborative projects with industry, and faculty-led applied research programs.

National Doctoral Fellowship (NDF) & PG Scholarships: Financial support for postgraduate and doctoral students at AICTE-approved institutions, reducing economic barriers for research-oriented students who may later translate their work into startups.

AICTE Fellowship Program: Provides structured fellowship support for PG and PhD students enrolled in approved technical programs, including stipends and research infrastructure access.

Institutional Development Support

AICTE's Institutional Development Schemes fund laboratories, workshops, computing facilities, and e-learning infrastructure at affiliated colleges — particularly targeting Tier 2/3 institutions that produce significant startup founder talent. Grants can run up to several crore rupees per institution over multi-year cycles.

Eligibility

Most AICTE programs flow through AICTE-approved institutions rather than directly to individual startups. Startups typically benefit when:

• The founding team includes current students or recent alumni of AICTE-approved institutions
• The institution itself hosts an AICTE-backed incubator or IDEA Lab
• Applications are made through institutional channels for programs like SIH or NDF

AICTE oversees technical education for approximately 37 lakh students annually across 10,500+ institutions. Its innovation programs have produced thousands of student startups, with the Smart India Hackathon alone engaging over 1 million students in recent editions.
