Programmes they run
Standing programmes at Department of Industries & Commerce, Government of Andhra Pradesh, separate from the funding calls above.
These are standing incentive schedules written into state policy, not application windows with deadlines. Each pays back part of a cost after the unit has invested or paid. They are for industrial and MSME units in Andhra Pradesh, and the state's startup programmes sit with a separate body, Startup AP.

- A state-registered unit within the size bands as amended from 1 April 2025

A time-limited booster inside the Industrial Development Policy for early large projects and value-added manufacturing.
Best for: Large industrial projects under the Industrial Development Policy 4.0, first come within the stated project count.
- Online
What you get, who can apply and how to applyHide details
The Early Bird scheme sits inside the Industrial Development Policy 4.0 and has two categories. The first is for the first 200 projects that meet the conditions and receive Consent for Establishment within 18 months of the policy's notification. The second is for value-added manufacturing in sectors and sub-sectors the central government has identified for promotion under its production-linked incentive schemes. Both categories carry an investment subsidy.
The policy order is dated 26 October 2024, so the first category's window ends in 2026 by its own terms. The department's pages do not say whether the window has closed, so ask before relying on it.
Who can apply
- Large industrial projects under the Industrial Development Policy 4.0
- Projects that receive Consent for Establishment within the stated window and begin commercial production within their band's investment period
How to apply: Register the enterprise on the department's Single Desk Portal, then file one Common Application Form plus the individual incentive form for each incentive on the Industrial Incentives portal. Forms are signed with a Digital Signature Certificate, and an Application Id is sent by SMS, email and on your dashboard.

- Online
What you get, who can apply and how to applyHide details
The Food Processing Policy 4.0 for 2024 to 2029 is a separate schedule for agri, food-processing and allied units. A unit that claims here cannot claim the similar incentives under the Industrial Development Policy or the MSME policy.
What you get

- Support for technology upgradation, waste processing, modern abattoirs, meat processing and animal-feed units, and food-testing laboratories
- Reimbursement of net state GST, energy and water audit cost, skill upgradation and local procurement
- Reimbursement of the cost of certifications such as HACCP, GMP, ISO 9000, ISO 22000, GLP and TQM
- Stamp duty and land-conversion reimbursements, described under their own entry

- Micro, small, medium, large and mega food-processing units in Andhra Pradesh
- A new or expanding enterprise with Consent for Operation and commercial production in the policy period

It covers components of the central PMKSY scheme: agro-processing clusters, irradiation facilities, food safety and quality assurance, and Operation Greens. It also gives extra interest subvention on loans under the Animal Husbandry Infrastructure Development Fund and the Agriculture Infrastructure Fund.
The top-up applies only to projects that received central sanction, and only to the investment committed to the central scheme and the proportion made in Andhra Pradesh.

How to apply to Department of Industries & Commerce, Government of Andhra Pradesh
Start by choosing the right policy
These schedules are not interchangeable, and the policy you claim under decides which heads you can use.
- A micro, small or medium manufacturing unit: the MSME & Entrepreneur Development Policy 4.0, using the size bands as amended from 1 April 2025.
- A project above the MSME range: the Industrial Development Policy 4.0, in the sub-large, large, mega or ultra-mega band.
- An agri, food-processing or allied unit, including a producer group or cooperative: the Food Processing Policy 4.0. Claiming here means you cannot claim the similar heads under the other two.
- A project already sanctioned under a central food-processing or farm-infrastructure scheme: the state top-up in the Food Processing Policy.
How applications work
- Register on the Single Desk Portal first.
- File one Common Application Form and a separate form for each incentive on the Industrial Incentives portal.
- Have a Digital Signature Certificate ready, because the forms are signed with it.
- Keep your Application Id. It is sent by SMS and email and appears on your dashboard.
- Use the 2024 to 2029 policy documents, not the older incentive sheets still on the portal.
Check before you commit
- Confirm with the department whether the Early Bird window is still open.
- If your investment sits where the MSME and large-project bands overlap, ask which policy you should claim under.
- Duty and fee reimbursements are paid only after you have paid the charge, and stamp duty is reimbursed once per piece of land.
- Reimbursements follow your investment or payment, so plan your cash flow around paying first.
- For clearance questions, the Single Desk help-desk inbox is singledesk-inds@ap.gov.in.
What the portal screens for
- Whether your location is a notified one.
- Whether your activity is on the ineligible list.
- Whether second-hand machinery is above the allowed share.
- Whether an expansion meets the minimum threshold.
About Department of Industries & Commerce, Government of Andhra Pradesh
The Department of Industries & Commerce is the Government of Andhra Pradesh's department for industrial and MSME policy. It runs the state's Single Desk Portal for regulatory clearances and the Industrial Incentives portal, where units apply for the state's subsidies and reimbursements. Its office is at APIIC Towers, Mangalagiri, Andhra Pradesh.
This is not a startup incubator or an accelerator, and it does not run cohorts or application windows. What it offers is a set of standing incentive schedules written into state policy. A new or expanding unit invests first, and the state then pays back part of the cost under a named incentive head. If you are a founder building a manufacturing, food-processing or other industrial unit in Andhra Pradesh, these schedules are the state money you are most likely to meet. The state's startup programmes sit with a separate body, the Andhra Pradesh Innovation Society, also known as Startup AP, and are not part of this department.
How the incentives work
Every scheme here is a reimbursement or subsidy released after the unit has invested or paid, not an up-front grant. The schedules cover capital or investment subsidy, technology upgradation, power-cost reimbursement, reimbursement of net state GST, skill upgradation, energy and water audits, local procurement, quality certification, and stamp duty and land-conversion fees. Which heads you can claim, and at what rate, depends on the policy you fall under and on the size of your unit.
Three state policies for 2024 to 2029 carry these schedules: the Industrial Development Policy 4.0, the Food Processing Policy 4.0 and the MSME & Entrepreneur Development Policy 4.0. A unit that claims under the Food Processing Policy cannot claim the similar heads under the Industrial Development Policy or the MSME policy, so pick one route before you apply.
Who can apply
The MSME policy is for micro, small and medium manufacturing units set up or expanding in Andhra Pradesh. Enterprises in the special category get a separate schedule at higher rates. The MSME policy was amended from 1 April 2025 by a government order dated 27 June 2025, which adopted the new central size bands for micro, small and medium units.
The Industrial Development Policy covers projects above the MSME range, in four investment bands: sub-large, large, mega and ultra-mega. It adds an extra subsidy for enterprises wholly owned by women, or by BC, SC, ST or specially-abled investors who are domiciled in Andhra Pradesh. The Food Processing Policy is open to farmer producer organisations, self-help groups, federations, cooperatives and societies, and to micro, small, medium, large and mega food-processing units.
The department's own documents do not settle every overlap. A medium-band MSME unit and a sub-large project under the Industrial Development Policy can fall in the same investment range, and the amending order does not say which policy such a unit should claim under. The two policies also set different overall ceilings on the incentives one company can claim in total, with the food-processing ceiling the lower of the two. Ask the department before you choose.
How to apply
Applications run online in two steps. You register on the Single Desk Portal, then file one Common Application Form and a separate form for each incentive on the Industrial Incentives portal. Forms are signed with a Digital Signature Certificate, and you receive an Application Id by SMS and email and on your dashboard. Several of these heads are tied to commercial production, and the policies expect a unit to start production within the policy period.
Some pages on the incentives portal still show older policy years, including an incentive sheet titled for 2020 to 2023 and getting-started guidance that cites 2015 to 2020. The 2024 to 2029 policies and the 2025 amending order on the department's home page are the current documents, so do not rely on the older portal sheets for rates or eligibility.
Early Bird scheme and central top-ups
Two further schedules sit inside these policies. The Early Bird scheme in the Industrial Development Policy gives a larger investment subsidy to the first batch of large projects that receive Consent for Establishment within 18 months of the policy's notification in October 2024, and to value-added manufacturing in sectors the central government has identified for production-linked incentives. By its own terms that window ends in 2026, and the department's pages do not say whether it has closed, so confirm before you plan around it.
The Food Processing Policy adds a state top-up for projects that a central scheme has already sanctioned. It covers parts of the central food-processing scheme PMKSY and extra interest subvention on loans under the Animal Husbandry Infrastructure Development Fund and the Agriculture Infrastructure Fund. The top-up applies only to projects with a central sanction.
Single Desk Portal
The Single Desk Portal is the department's online system for the regulatory clearances needed to set up and run an industrial unit. It handles pre-establishment approvals, pre-operation approvals and renewals, with online payment and status tracking. The department's policy document says investors can obtain clearances from 19 departments through it, and describes the portal as helping industries obtain more than 93 clearances in 21 days. That is the department's own claim, not an audited figure. The portal also has a help-desk inbox, singledesk-inds@ap.gov.in.
Who runs it
The department's website is published and managed by the Department of Industries & Commerce, Government of Andhra Pradesh. Its address is 8th floor, APIIC Towers, Mangalagiri, Andhra Pradesh 522503. Its menu has a Startups section with events, support and mentors pages, but the startup content itself is not published there as a programme page.
