About ICAR-CIFT Agri-Business Incubation Centre (ZTM-ABI)

The Zonal Technology Management - Agribusiness Incubation (ZTM-ABI) Centre, also called the Agri-Business Incubation Centre, is the incubation arm of ICAR-Central Institute of Fisheries Technology (ICAR-CIFT) in Kochi (Cochin), Kerala. It helps entrepreneurs turn fisheries and fish-based food ideas into running businesses, with technical consultancy, a pilot production plant, office space, expert guidance and training. This page is about the incubation centre, not the institute's research.

What kind of incubator it is

The centre calls itself an industry-specific incubator. It sits in an area with a high concentration of fish production, so new firms can tap into local knowledge and business networks that are already in place. It says it aims to bring its benefits to all the fisheries communities in India. It can directly incubate nine entrepreneurs at a time, in what it describes as a corporate environment.

How direct incubation works

Direct incubatees reside at the centre for one year. The stay can be extended by another year in special cases, depending on the progress of incubation. The centre says it targets entrepreneurs ranging from fledgling start-ups that need basic small-scale processing capacity to more established businesses that need R&D back-up, office infrastructure and a pilot or test-market processing facility for new products.

Support covers seven areas: technology and know-how backed by scientific results; an initial assessment of the product and business, including whether the business plan is commercially viable and where the technology gaps are; regulatory, compliance and standards support, including training in quality regulations, on-site inspections with remedial measures, and help securing certifications; an infrastructure and production unit; training and skill development; product development and testing; and help setting up new facilities and scaling up.

The business services on offer include new product formulation and testing, technology up-scaling, setting up production lines or food processing units, packaging and labelling, shelf life evaluation, designing and equipping laboratories, NABL accreditation and HACCP certification, and help with food safety and regulatory demands. The technologies the institute has developed that incubatees can build on include value-added fish products, high-value by-products, thermal and non-thermal processing, packaging methods, rapid detection test kits, seaweed nutraceuticals, dietary supplements, fishing gear and vessel designs, and food processing equipment. Businesses can take these up through technology transfer, consultancy, contract research or contract service, or by using the pilot plant.

Pilot plant and office space

The pilot facility has 9 production lines, a Culinary Centre and a Product Development Centre. The centre says these are FSSAI approved and that incubatees get access to them for semi-commercial production of fish and meat-based products. Office space can be rented monthly, and pilot plant use is charged on an operational basis. There is also a one-time registration fee for incubation, plus applicable GST.

Who can apply

The centre lists entrepreneurs, partnership firms, private limited companies, NGOs, co-operatives, government organisations, start-ups, universities and colleges, and students looking for technological guidance or mentoring. It does not state an incorporation requirement, a state or location gate, or a stage gate. You apply by sending an application form with a brief project proposal to the centre. No online form, intake window or closing date is published, and the form is not linked from the page, so contact the centre first.

Bank finance linkage

In 2025 ICAR-CIFT signed agreements with two banks to help fisheries entrepreneurs and incubatees get finance. The agreement with Bank of India, Mumbai, was signed on 26 May 2025. The agreement with the State Bank of India was signed on 28 November 2025, and under it the ZTM-ABI Centre is to act as central coordinator, identifying eligible entrepreneurs and doing a technical pre-screening before they approach the bank. The banks offer their own loan products; the centre's role is to identify and recommend. In December 2025 the centre also took part in an awareness programme on entrepreneurship opportunities in the fisheries post-harvest sector, organised with a body it calls the Fisheries Incubation Centre.

Who runs it

The centre is run by a Principal Investigator, who also heads the institute's technology management unit, with two Co-Principal Investigators. A governing committee chaired by the Director of ICAR-CIFT oversees it. The centre is part of a government research institute at Willingdon Island, Kochi, and its pages describe it as part of the institute rather than a separate company.

Location and contact

The centre is at ICAR-Central Institute of Fisheries Technology, CIFT Junction, Willingdon Island, Matsyapuri P.O., Cochin 682029, Kerala. Its page gives the phone numbers +91-484-2412366 and 2412414. The ABI page was last updated in December 2023 by its own footer, so confirm current terms before applying.
