New and expanding MSMEs and large/mega industrial units in Uttar Pradesh can apply. ODOP (One District One Product) units producing their district''s designated product receive an additional incentive layer.

What capital subsidy is available?

Micro enterprises can receive 10%–25% of Fixed Capital Investment and Small enterprises 10%–15%, with the highest rates in Bundelkhand and Purvanchal regions. Large and mega units have separate incentive slabs.

Is this scheme equity-free?

Yes. All components — capital subsidy, interest subsidy, stamp duty exemption, and electricity duty exemption — are non-dilutive, non-repayable incentives.

Are there special benefits for women entrepreneurs?

Yes. Women-owned units receive 100% stamp duty exemption statewide. Additionally, SC/ST and women entrepreneurs can receive up to 60% of interest paid as interest subsidy (versus the standard up to 5%).

What is the ODOP incentive?

The One District One Product (ODOP) scheme provides additional incentives to units manufacturing their district''s designated product. Benefits are layered on top of the standard industrial policy incentives and vary by district.

Applications are submitted through the Nivesh Mitra portal (niveshmitra.up.nic.in) — UP''s single-window investment facilitation platform. MSMEs can also apply through their District Industries Centre (DIC).

UP Industrial Investment & Employment Promotion Policy 2022 offers a region-linked incentive package. Capital subsidy ranges from 10%–25% of Fixed Capital Investment for Micro enterprises and 10%–15% for Small enterprises, with the highest rates in Bundelkhand and Purvanchal. Interest subsidy of up to 5% is available for MSMEs; SC/ST and women entrepreneurs can claim up to 60% of interest paid. Stamp duty exemption is 100% in Purvanchal and Bundelkhand, 75% in Madhyanchal, 50% in Paschimanchal, and 100% statewide for women-owned units. Electricity duty exemption of 100% for ten years is available in Bundelkhand. ODOP-designated units receive additional incentives layered on top of the standard benefits. All incentives are equity-free and non-repayable.
