The Handloom Rebate Scheme, initiated by the Commissioner of Cottage and Rural Industries, Government of Gujarat, is a crucial initiative designed to invigorate the traditional handloom sector within the state. This scheme primarily aims to enhance the market competitiveness of handloom products and provide direct financial relief to handloom cooperatives and apex societies in Gujarat. By offering various levels of rebates, the government seeks to stimulate sales, particularly during peak festive seasons, and ensure a stable market for the exquisite craftsmanship of Gujarat's artisans. The program addresses the challenges faced by traditional weavers in a competitive market, promoting their sustainable livelihood and preserving the rich cultural heritage associated with handloom weaving.
The scheme offers a multi-tiered rebate structure. During designated festival periods, a significant 10% special rebate is provided on the sales of handloom products for a duration of 120 days, which can considerably boost consumer demand. Furthermore, an even more attractive 20% rebate is offered to women-led cooperatives during these festive days, underscoring the government's commitment to empowering women entrepreneurs in the handloom sector. Beyond the festive periods, permanent rebates are available for regular sales, including a 5% standard rebate and an enhanced 15% rebate for women-led groups, ensuring year-round support. This comprehensive approach ensures that both established and emerging handloom enterprises, especially those led by women, receive sustained financial incentives to thrive. The scheme also provides additional non-financial support, such as the distribution of e-Voucher toolkits and priority consideration for artisans belonging to Scheduled Castes (SC), Scheduled Tribes (ST), and Below Poverty Line (BPL) categories, highlighting a strong social welfare component alongside economic objectives.
