Clause 12.9 of Punjab's Industrial and Business Development Policy 2022 waives Change of Land Use (CLU) and External Development Charges (EDC) entirely for Anchor Units. These are the per-acre statutory charges that fall due when a project brings private land into industrial use, and on the large land parcels an anchor project typically assembles they run to a significant absolute number. The benefit is delivered either as an upfront exemption when CLU permission is granted, or as a reimbursement where the charges have already been paid.
