How to apply to ICAI Startup Incubation (Committee on MSME and Startups)
Check the gate first
- You need a Chartered Accountant on the founding team. At least one director or co-founder must be an active ICAI member. If nobody on your team is, this is not the programme for you.
- Your startup must be recognised as a startup under the Ministry of Commerce and Industry's gazette notification, and must be a private limited company or LLP, or register within three months of admission.
- Government employees among the founders need a No Objection Certificate.
Pick the right track
- Pre-Incubation if you have only an idea and no company yet. It is 1 month of virtual mentorship.
- Incubation if you are registered, have a prototype or first customers, and want a desk for six months.
- Virtual Incubation if you are registered and validated but work from elsewhere.
Prepare for screening
- Applications go through the online form linked from the Incubation Admission page. Write an executive summary with the team, the business plan and supporting documents.
- Expect a presentation to the Startup Screening Committee, with questions. It can be held by video call.
- The committee scores team profile, innovation, IP potential, viability, time to market and scalability. Finance and tax tech fits ICAI's own thrust areas.
- Plans that draw on someone else's IP need that party's No Objection Certificate.
Know the terms
- Space is for six months, with one possible extension of six months.
- Physical incubatees pay a refundable security deposit; ask the committee for the current amount.
- You sign an Incubation Agreement and a Founders' Agreement, and ICAI may nominate a member to your board without liability.
- Seed funding is not automatic. ICAI only helps with links to government schemes.

About ICAI Startup Incubation (Committee on MSME and Startups)
ICAI Startup Incubation is the incubation programme of the Committee on MSME and Startups of the Institute of Chartered Accountants of India (ICAI), a statutory body set up by an Act of Parliament. The committee sits at ICAI Bhawan in Sector-62, Noida, and the programme is built for one kind of founder: a Chartered Accountant who is an active ICAI member and wants to start a company.
Who can get in
The gate is clear and firm. At least one director or co-founder of the startup must be an active ICAI member, and the venture must be a startup as defined in the Ministry of Commerce and Industry's gazette notification on startups. The company must be a private limited company or an LLP. If it is not yet registered, you can apply in the names of all promoters, but it has to be registered within three months of your admission being approved. A director or co-founder who is a government employee needs a No Objection Certificate from the competent authority. If your idea draws on anyone else's intellectual property, the policy asks for a No Objection Certificate from that organisation or from team members who are not part of the startup.
Three kinds of support
Pre-Incubation is for members with an idea who have not yet incorporated. It lasts 1 month, runs virtually through mentorship, and lets you use the meeting rooms at an ICAI incubation centre twice a month with at least 3 days notice, plus the library and a chance to meet incubated startups.
Incubation is for registered startups that already have an initial prototype or have validated the product or service with some first customers. It gives you workstations, internet and meeting rooms at an ICAI incubation centre for six months, subject to availability and the selection criteria, along with mentoring and advisory, library access, webinars by the committee, introductions to empanelled service providers, and connects to investors and venture capital firms. The stay can be extended once, by six more months, at the screening committee's discretion.
Virtual Incubation has the same eligibility and the same support for six months, but without a desk, for startups that do not need a physical space.
What the centres offer
The policy lists furnished office space, shared meeting and conference rooms, office equipment such as a scanner and projector, electricity and internet, cloud credits and HR and office software where available, mentoring, training and workshops, and free advisory from experts in legal, CA, IP and fundraising matters. Specific transactions are paid for by the startup. The policy also mentions access to student interns on stipend, ICAI's alumni network and its library. Incubated startups do not pay separately for electricity or internet, though ICAI can limit free use. Physical incubatees pay a refundable security deposit, and the ownership of the assets and facilities stays with ICAI.
How selection works
Applications are made online. A Startup Screening Committee formed at regional level reviews them at least once a fortnight or month, and may send an application to two or more outside reviewers. It looks at the product idea, the core team, intellectual property potential, financial viability, time to market, scalability, and whether the startup is in finance-related areas such as accounting, AI-based audit, taxation, valuation, stock market, banking or insurance. Serial entrepreneurs, startups with customer validation and ventures already pre-screened by government grants or competitions can have the review relaxed. Shortlisted founders present to the committee, and video presentation is allowed. Selected startups sign an Incubation Agreement with ICAI.
Seed funding
ICAI does not promise funding. The policy says it will help link incubated startups to government seed schemes, subject to the funds being available and the startup meeting the scheme's own criteria. The site links the Startup India Seed Fund Scheme guidelines.
What the site does not say
The pages refer to incubation centres of ICAI but do not name their cities, and they give no intake dates, cohort sizes or alumni list. Check with the committee before you plan around a particular location.
