How to apply to Industries and Mines Department, Government of Gujarat

Start with the right scheme

Each scheme sets its own eligibility, so start from what your business is:

  • Startups seeking seed support: the startup assistance under the Industrial Policy 2020.
  • Enterprises taking a term loan to invest: the Aatmanirbhar Gujarat Scheme 2022.
  • Self-help groups doing job work: the Gujarat Textile Policy 2024.
  • Artisans and cottage or handloom producers: the Cottage & Rural Industries branch and its scheme list.

How applications work

  • None of the schemes on the department's pages states a current application window. Confirm that a scheme is open before you plan around it.
  • The seed support form asks whether the startup has at least one woman co-founder, so have that answer ready.
  • The Aatmanirbhar brochure lists comind@gujarat.gov.in as its contact. For general enquiries, write to secimd@gujarat.gov.in.

How selection works

The department's published pages do not set out how applications are assessed. Ask the Commissionerate which documents a scheme needs and how applications are decided.

About Industries and Mines Department, Government of Gujarat

The Industries & Mines Department (IMD) of the Government of Gujarat is the state department that makes industrial and MSME policy. Its executive arm, the Industries Commissionerate, implements those policies, both the state's and the central government's, and runs the Startup Cell that supports startups and incubation centres. The department is based in Gandhinagar.

Who runs it

IMD sets policy and the Industries Commissionerate carries it out. The Startup Cell functions under the Commissionerate and gives assistance to startups and incubation centres through the state's Startup Policy. IMD also has a Cottage & Rural Industries branch, which works on policies and schemes for the cottage, handicraft and handloom sectors, with the aim of easier access to credit and market support. Its institutions include the Gujarat Matikam Kalakari & Rural Technology Institute (GMKRTI) and the Industrial Extension Bureau (iNDEXTb).

How programmes work

Most of what the department offers is delivered as schemes under its policies, and each scheme sets its own terms. Three are described here in enough detail to be useful.

The Industrial Policy 2020 includes assistance for startups and innovation, which covers seed support and a sustenance allowance. Applications go on the state's seed support form, which asks whether the startup has at least one woman co-founder.

The Aatmanirbhar Gujarat Scheme 2022 is the state's package for enterprises that borrow to invest. Its capital investment subsidy is a share of the term loan taken for the investment, set in three categories, and it also subsidises the interest on term loans. In the first category the interest subsidy runs for seven years. The scheme's guideline states an expected investment and employment figure. Those are the government's projections, not results.

The Gujarat Textile Policy 2024 includes assistance for self-help groups doing job work. The policy counts a self-help group as one registered with NRLM or NULM, or a voluntary group of at least 25 women that agrees to contribute to a common cause. The assistance pays a per-member payroll amount for five years and an incentive based on job-work turnover.

The Cottage & Rural Industries page lists further schemes by name. These include the Dattopant Thengadi Artisan Interest Subsidy Scheme, Shri Vajpayee Bankable Yojana, Jyoti Gramodyog Vikas Yojana, Manav Kalyan Yojana, Gramodyog Vikas Kendra, the Cluster Development Scheme, the Craft Business Development Scheme and the Schemes for Handloom. Central schemes that the department lists are the Prime Minister's Employment Generation Programme (PMEGP), the Central Sector Schemes for Handloom Weavers and One District One Product (ODOP). The department's sites also name the Gujarat Industrial Policy 2015, the IT/ITES Policy 2022 and the Cottage & Rural Industries Policy 2024. Ask the Commissionerate for the terms of any of these before you plan around one.

Who can apply

Eligibility is set scheme by scheme. Startup support is for startups, the textile assistance is for self-help groups doing job work, and the Aatmanirbhar subsidies are for enterprises that take a term loan for an investment. The Aatmanirbhar scheme defines micro enterprises by an investment ceiling, and its guideline sets out the full definitions. Confirm each scheme's conditions with the Commissionerate before you apply.
