The scheme supports DPIIT-recognized startups incorporated not more than 2 years ago, with technology-driven business ideas. The grant duration is 12 months, and there is a 3-year moratorium period for debt/convertible debenture. Preference is given to startups creating innovative solutions in sectors such as social impact, waste management, water management, financial inclusion, education, agriculture, food processing, biotechnology, healthcare, energy, mobility, defence, space, railways, oil and gas, and textiles. The scheme also offers mentorship, access to networks and other resources.

The scheme aims to foster ideas with commercialization potential, upscale and validate proof of concept, and encourage researchers to take technology closer to market through a startup. It supports individuals (students, academicians, scientists, clinicians, researchers) and biotech startups (less than 5 years old). The grant covers buying equipment, reagents, components, hiring skilled manpower, travel, incubation charges, rentals, and engaging services. It includes tailored mentoring in IP, legal, regulatory, business development, and access to digital fabrication lab and co-working spaces. Supported biotechnology areas include Healthcare, Life sciences, Industrial Biotechnology, Agriculture and allied areas, Waste to value, Sanitation, Biofuels, Clean Energy, Bioservices and Bioanalytics.
