About Punjab Building and Other Construction Workers Welfare Board
The Punjab Building and Other Construction Workers Welfare Board is a statutory body set up by the Government of Punjab to register building and construction workers in the state and provide them with welfare benefits. It was constituted on 30 April 2009 under the Building and Other Construction Workers' (Regulation of Employment and Conditions of Service) Act, 1996. Its schemes reach workers and their families in Punjab through Sewa Kendras and local labour offices.
Who the schemes are for
Every scheme the Board runs is a benefit for construction workers and their families. The schemes are not for businesses or startups, so founders looking for business funding will not find them here.
For the Board's purposes, a construction worker is someone doing building or construction work in Punjab for at least 90 days in the last 12 months, aged 18 to 60. Once a worker is registered, the Board's pages say he becomes eligible for its welfare schemes.
Registration is done at a Sewa Kendra or through the local labour office. It involves a one-time registration fee and a monthly contribution fee.
The benefit schemes
The Board's schemes fall into a few groups.
Health. The Bhagat Puran Singh Sehat Bima Yojna covers free medical treatment for a registered beneficiary and family, up to a yearly cap per family, and gives insurance for the beneficiary on accidental death or complete disability. Other health schemes cover general surgery, reimbursement of treatment for 16 serious ailments, and a mobile lab that screens for silicosis and other diseases. Urban health kiosks in slum areas, run by the Punjab Health Society, give primary care to construction workers and their families. Fixed financial aid also covers a denture, spectacles or a hearing aid.
Family and life events. The Ex-gratia Scheme pays a lump sum on complete disability or accidental death, and another on natural death. Partial disability is paid per percentage point, up to a ceiling. The Funeral Assistance Scheme helps with cremation and last-rites costs in Punjab. The Shagun Scheme pays a marriage payment for each of two daughters of a registered worker. The Maternity Benefit Scheme pays for up to two deliveries. The Balari Birth Gift Scheme makes a fixed deposit for up to two female children, which is cashed only when the daughter marries.
Children and training. The Stipend Scheme pays an annual stipend for the children of registered workers, from first class to degree courses. Children in classes 9 to 12 in Punjab can get a free cycle once. The Mentally Retarded Children Benefit Scheme gives annual support for the care of a child who is mentally retarded or handicapped. The Skill Upgradation and Vocational Education Scheme covers training for workers and their children, with an incentive for each hour a worker trains.
Work, travel and retirement. Registered workers get a free cycle after a year of registration, and another after every five years of membership. The Leave Travel Concession pays a fixed amount for one journey every two years, to a religious or historical place in India or to the worker's hometown. The Pension Scheme pays a monthly pension to a registered worker aged 60 or over with three years of membership, and a monthly family pension. The Board also builds labour sheds cum night shelters where construction workers gather for work.
What is not clear
The Board's newest dated figures are from 2018. Its site does not show current application windows for any scheme, so check with the Board before you apply.
The Board's two sources also disagree on one eligibility point, for the Stipend and Shagun schemes. Its welfare schemes booklet allows a claim only if the beneficiary has not received a similar benefit from another Punjab government department. Its website's welfare-schemes page allows a claim even if the beneficiary has. This page cannot settle which one applies.
Scale
The Board's own figures run to 30 June 2018, the newest dated figures on its site. By then 748,000 workers, or 7.48 lakh, had been registered as beneficiaries. Between 1 April 2017 and 30 June 2018, 52,882 workers were registered. Applications received under the welfare schemes totalled 629,095, and 337,665 workers had benefited from them.
Who runs it
The Board is a statutory body. Its income comes from a construction cess and from worker registration and contribution fees.
