Check you clear the eligibility bar first

The centre asks for an incorporated Indian company: a Private Limited Company, a Registered Partnership Firm, or an LLP. That is a hard gate, so sort the incorporation before you apply rather than during. Your work also has to sit inside the centre's subject — efficiency augmentation using Industry 4.0 technology. A product that makes a factory line, a utility, a service business or a government process measurably more efficient fits. A consumer app usually does not.

Pitch into one of the lab's live domains

The Innovation and Development Lab was equipped first for smart manufacturing, smart energy, smart water, and home and office automation, and the first Open Challenge Program grouped its winners under exactly those four headings. Other areas — smart farming, connected transport, weather monitoring, smart hospitals, smart security, asset monitoring — are named as areas tools may be added for. If your work lands in one of the four established domains, say so plainly in the application, and name the equipment you expect to use.

Applications open in waves, not continuously

There is no standing form on the centre's site. Intake runs through the Open Challenge Programs, which STPI announces on its own site and on its startup portals, and each one has a fixed window of a few weeks. The first ran from late November 2023 to mid-January 2024 and the second from August to September 2024, so watch for the next edition rather than expecting a form to be open today. What selection looks at

Seed funding decisions sit with an investment committee that does due diligence early in your product development. That means evidence, not a deck of intentions: what you have built, what it measurably improves, who has tested it, and what the next build step is. Come with numbers on the efficiency gain your product produces, because that is the centre's whole remit.

Decide what you actually want from the centre

Two different things are on offer and they are applied for differently. One is incubation — a workstation in the Jayanagar building, or one of the ten virtual places, with mentoring, seed funding and market help. The other is access to the lab equipment, booked in advance by time slot, which the second challenge was specifically aimed at. Physical incubation space is allocated on STPI's usual incubation terms and is arranged with STPI directly. Be clear in your application which of the two you are asking for.

Read the equity and funding terms before you sign

STPI's terms for the second Open Challenge Program said a selected startup that wants to raise funding with STPI shares five per cent equity with STPI. Mentoring is free, but incubation space is charged. Ask the centre for the current version of these terms in writing before you commit, since they are set programme by programme.

STPI CoE-EA is the Centre of Excellence for Efficiency Augmentation, an incubation centre in Jayanagar, Bengaluru. It is run by Software Technology Parks of India (STPI) in collaboration with the Government of Karnataka, with support from Hewlett Packard Enterprise India Private Limited. STPI is an autonomous society set up by the Government of India in 1991 under the Ministry of Electronics & Information Technology, and the centre was launched on 30 November 2023.

The centre has one subject: making things run more efficiently. It backs startups building products and solutions that raise the efficiency of industrial production and operations, of the service sector, and of government projects, using Industry 4.0 technologies such as artificial intelligence, machine learning, big data and the internet of things. Its stated aims include designing efficiency solutions for government and private sector users in India, mentoring startups working on efficiency augmentation, exporting Indian-built efficiency solutions to other developing countries, and building a startup-friendly ecosystem in Karnataka.

How the programme works

The centre plans to support 100 startups over five years — 90 of them in the building and 10 virtually. Each gets four things: technical support, mentoring, seed funding and market assistance.

Mentoring comes from a pool of people from industry and academia. One mentor, or a group of them, is matched to each startup depending on what it needs, covering both the technology and the business side, including how to approach venture funds. The centre absorbs the cost, so mentoring is free for the startups.

Seed funding is decided by an investment committee, which does due diligence early in product development and picks the startups it will back. The centre also sets up meetings with other venture funds so startups can look for money elsewhere.

Market assistance starts once a startup has something it can sell. The centre hosts events where incubatees show their technology, prototypes and products to prospective customers at its own premises, and helps them take part in trade and technology events inside Karnataka and outside it. Once during a startup's time at the centre, it will also consider reimbursing part of what the startup spends on a domestic or international conference or exhibition.

Open Challenge Programs

Intake runs through Open Challenge Programs, announced by STPI. The first ran from 30 November 2023 to 15 January 2024, and the second from 6 August 2024 to 16 September 2024. Both were run online. The centre published the results of the first, naming fourteen winners across four areas: Smart Water, Home and Office Automation, Smart Energy and Smart Manufacturing.

The second challenge was framed slightly differently from the incubation pitch on the centre's own pages: it invited Indian startups and companies working in emerging Industry 4.0 technologies who wanted to use the Innovation and Development Lab equipment, with time slots booked in advance, and said that a startup wanting physical incubation space should approach STPI separately, on STPI's usual incubation terms. Its terms also said a selected startup that wants to raise funding with STPI shares five per cent equity with STPI.

Facilities

The Innovation and Development Lab holds network, compute and storage equipment along with development tools, software and platforms. It started out equipped for startups working on smart manufacturing, smart energy, smart water and home and office automation, with tools for other areas to be added as demand appears — the centre lists smart farming, connected transportation, weather monitoring, smart hospitals, smart security and intelligent asset monitoring among them.

The incubation facility is air-conditioned and holds more than 100 workstations, with board and conference rooms, a training room, power back-up, structured high-speed LAN, voice and data connectivity and a server room. STPI's own pages put the space at 16,000 sq ft with more than 100 plug-and-play seats.

There is also a training room, and a zone kitted out with equipment such as PLCs, PACs, wireless sensors, automation controllers and IoT platforms wired to actuators and sensors, so trainees can learn on real hardware. Training is a service in its own right here: the centre runs programmes in IoT, cloud, AI and machine learning and big data for Karnataka government, central government and public-sector staff, for companies and for students, and holds start-up boot camps to draw ideas out of colleges and young entrepreneurs. It also advises government departments and companies on digital solutions for their own operations. Startups are additionally connected to venture funds, funding agencies and STPI's SMART Lab in Bengaluru.

Who can apply

Applicants must be Indian startups working in Industry 4.0 technologies such as AI, machine learning, big data and IoT. The startup must already be incorporated, as a Private Limited Company under the Companies Act 2013, a Registered Partnership Firm under section 59 of the Partnership Act 1932, or a Limited Liability Partnership under the LLP Act 2008. An individual inventor with an idea and no company does not meet this bar.
