Land in Ladakh's industrial estates is scarce and heavily contested, so the Sustainable Industrial Policy Ladakh 2022-27 ring-fences a share of it. Ten per cent of plots in the industrial estates are reserved for allotment to entrepreneurs from underprivileged sections, offered as an additional incentive alongside the policy's other benefits.
The reserved categories are single mothers and widows in the women category, persons with at least 40% physical disability in the specially abled category, and all third gender persons. This is an allotment preference rather than a cash incentive — it improves the odds of securing a plot, and the plot itself is allotted on the estate's normal terms.
