This is the first benefit most new units meet. You hire a consultant to prepare the Detailed Project Report for your unit, and the department reimburses part of that fee afterwards. It is a refund of money you have already spent, not an advance.

What you get

• Part of the consultant's fee for preparing the Detailed Project Report is reimbursed

Who can apply

• A unit located in Ladakh
• New units, and existing units doing a substantial expansion
• The project must meet the minimum investment size set in the policy
• Goods on the policy's negative list (tobacco, cement, steel, marble and granite, plastic carry bags and similar) are excluded
• A benefit that overlaps with another Government of India incentive cannot be claimed twice

How to apply: Register the unit with the Industries & Commerce Department. The General Manager of the District Industries Centre confirms the date production started and handles the claim. The department has not published a separate form for this benefit, so ask the District Industries Centre how to file it.

The industrial policy sets a higher DPR reimbursement for applicants it treats as underprivileged. The consultant's fee is still paid by you first and reimbursed afterwards.

What you get

• A larger share of the consultant's fee for the Detailed Project Report is reimbursed than under the standard benefit

• Women who are single mothers or widows
• Persons with at least 40% disability of vision, hearing or locomotion
• All third gender persons
• The unit must be located in Ladakh

If you buy or lease a plot in a Ladakh industrial estate, the stamp duty and registration fee on the deed are reimbursed once your unit is in commercial production.

What you get

• Reimbursement of the stamp duty and registration fee charged on the conveyance deed or lease deed
• Paid only after the date your unit begins commercial production or operation

• New units only
• The unit must have been allotted land in one of the industrial estates of Ladakh

Getting goods out of Ladakh is expensive, and this benefit refunds part of the air freight on finished goods that leave the territory for a destination within India.

• Claimed once a year, for a maximum of five years per unit

• Finished goods only, sent to a destination within India
• A unit can take this benefit or the export freight benefit, not both

Units that install solar, wind or hybrid solar-wind systems in the policy's capacity range can have part of the purchase and installation cost reimbursed. The money does not come at once: it is released in three parts as the system keeps running.

What you get

• Part of the cost of buying and installing the system is reimbursed
• Paid in three instalments, after six months, one year and two years of installation and operation

Who can apply

• New units and existing units, with or without a substantial expansion
• The system must fall within the capacity range set in the policy

Units that buy technology, machinery or equipment to recycle their wastewater can claim part of that spend back.

What you get

• Part of the expenditure on wastewater recycling technology, machinery and equipment is reimbursed

Existing units that fit a modern pollution control device in the factory can have part of the equipment cost reimbursed.

What you get

• Part of the purchase cost of the pollution control equipment is reimbursed

Who can apply

• Existing units only, with or without a substantial expansion
• The unit must be located in Ladakh

Units that set up their own testing facility or earn a quality-mark certificate can have part of the cost reimbursed. The reimbursement is sanctioned only after the unit actually holds the certificate.

What you get

• Part of the cost of in-house testing equipment, or of the certification, is reimbursed

Who can apply

• New units and existing units, with or without a substantial expansion
• The unit must first obtain a national or international quality mark certificate

How to apply: Claim through the District Industries Centre after you hold the certificate. The department has not published a form.

Units and producer groups that take a stall at a recognised national or international trade fair, fashion show, exhibition or buyer-seller meet can claim part of the cost back. The support steps down the first, second and third time you take part.

What you get

• Part of the participation cost is reimbursed
• Covers the registration fee and space rent only
• A lower limit applies at the second and third participation than at the first

Who can apply

• New units and existing units
• Registered cooperatives and farmer producer organisations in handicraft, handloom, agro and food processing, and aromatic and medicinal plants

If you use a recognised Common Facility Center for research and development, testing or packaging, part of what you pay is reimbursed.

What you get

• Part of the cost of using the centre is reimbursed
• Available for a maximum of three years per unit

Who can apply

• New units and existing units, with or without a substantial expansion
• Registered cooperatives and producer organisations
• The centre must be a recognised Common Facility Center

Exporters in Ladakh can have part of the cost of moving goods to an international port within India refunded.

What you get

• Part of the transport cost up to the international port, by air or sea, is reimbursed
• Available for a maximum of five years per unit

Who can apply

• Only units registered as export units
• A unit can take this benefit or the air freight benefit, not both

Sending samples to a buyer abroad is a cost before any sale. This benefit refunds part of it.

What you get

• Reimbursement of the cost of shipping export samples to a buyer outside India
• Available per enterprise, each year, for two years

Who can apply

• Units registered as export units
• The unit must be located in Ladakh

The industrial policy and the land allotment policy both set aside a share of every industrial estate for applicants they treat as underprivileged.

What you get

• A tenth of the plots in the industrial estates is reserved for these applicants

Who can apply

• Women who are single mothers or widows
• Persons with at least 40% disability of vision, hearing or locomotion
• All third gender persons

How to apply: Apply through the land allotment process described under industrial land allotment. The agency that runs allotment has changed, so check with the department first.

The Ladakh Industrial Land Allotment Policy 2025-35 governs how plots in the territory's industrial estates are leased. Plots are not sold. They go to investors on lease through a draw of lots.

What you get

• A plot on lease, first for 30 years and extendable to 60
• Shares of the land in each estate are reserved: four-tenths for priority sector industries, a tenth for start-ups and a tenth for underprivileged sections

Who can apply

• All entrepreneurs in the service or manufacturing sector are eligible, with preference to local entrepreneurs
• An applicant can be an individual, partnership, company, LLP, cooperative or other incorporated body
• A Detailed Project Report prepared by a registered consultant is required

How selection works: Only applications cleared by the Single Window Clearance Committee enter the draw of lots.

How to apply: Respond to the department's land-availability advertisements, then apply online with the project report and the processing fee. The policy as notified in February 2025 names the District Industries Centre as the allotting agency, while a March 2026 order names Sindhu Infrastructure Development Corporation Limited instead. Check with the department which agency is advertising before you apply. Current vacancy is listed on its Leh and Kargil land-availability pages.

This is a purchasing preference, not a payment. When the UT Administration buys goods or services through a tender, qualified Ladakh micro and small enterprises get easier terms.

What you get

• Tender sets free of cost
• A concession on the turnover conditions set as qualifying criteria in public procurement tenders

Who can apply

• A micro or small enterprise whose manufacturing or service unit is located in Ladakh
• The head office or corporate office must also be in Ladakh
• The enterprise must be registered under the Ministry of MSME notification or with the Directorate or District Industries Centre

How to apply: Bid in the UT Administration's tenders. The preference is applied by the buying department, and there is no separate application.

The Prime Minister's Employment Generation Programme is a central scheme run by the Ministry of MSME. The department's Schemes page hosts the scheme document and names the District Industries Centre as one of the agencies that implements it in the district.
