The Tripura Industrial Investment Promotion Incentives Scheme, 2022 gives a 100% exemption from earnest money and bid-security deposits on tenders floated by State Government Agencies for procurement of goods. This record is that exemption (section 7). It is not a cash grant. The bidder does not deposit EMD or bid security that the clause exempts; the State Agency must honour the exemption for eligible local bidders.
Two groups are named. First: local manufacturers get 100% exemption from payment of Earnest Money and Bid Security Deposits on those goods tenders. Second: local service-sector entrepreneurs (excluding works contract and IT/ITeS) who are eligible for State Capital Investment Subsidy under TIIPIS 2022 shall also be allowed the same benefit. Works-contract bidders and IT/ITeS service entrepreneurs are carved out of that second limb.
The tenders in scope are those floated by State Government Agencies for procurement of goods. Central-government or private tenders are not named here. The exemption is 100% of EMD and bid security; the clause does not attach a rupee cap because the benefit is not a reimbursement of a fixed amount.
To use it, the enterprise should be able to show it is a local manufacturer, or a local service entrepreneur eligible for State Capital Investment Subsidy under TIIPIS 2022 and not in the excluded works-contract or IT/ITeS set. Carry that proof when bidding — Udyam or industrial registration, location in Tripura, and, for the service limb, evidence of CIS eligibility under TIIPIS 2022.
TIIPIS 2022 is rolling; this clause has no deadline. The Department of Industries and Commerce and the tendering State Agency administer it. There is no disbursement of rupees, so this record leaves amount_min, amount_max, and disbursement_mode unset. Offerings are regulatory support, not cash.
