Programmes they run
Standing programmes at Advanced Technical Training Centre, separate from the funding calls above.
Neither programme below belongs to ATTC. Sikkim RISE is run by the Commerce & Industries Department, Government of Sikkim with the SEED Cell, and uses the ATTC campus as an incubation centre; the MSME Innovative Scheme is the Ministry's, and ATTC's role in it is to act as a Host Institute an innovator can name. ATTC publishes no intake of its own.
The Sikkim government's statewide ideathon and startup talent hunt, which uses ATTC Bardang as one of its two incubation centres; the first edition has closed.
Best for: Residents of Sikkim and students at Sikkim-based institutions, at idea, prototype or revenue stage
- Idea, Prototype, Early revenue
- Mentoring stated as up to six months for selected participants
- In person
- Free
With Commerce & Industries Department, Government of Sikkim, SEED Cell, Sikkim INSPIRES, IIM Calcutta
What you get, who can apply and how to applyHide details
Sikkim RISE is run by the Commerce & Industries Department, Government of Sikkim, with the SEED Cell, under the Sikkim INSPIRES programme. It is not ATTC's programme — ATTC is one of the two campuses, alongside the Centre for Computers and Communication Technology at Chisopani, where selected participants get incubation access.
Registrations for the first edition are closed. Applications ended on 30 June 2026, district events began in July, the state final was held in Gangtok in August 2026 and the winners were announced in September 2026. The state has said it wants to run it every year, but no next window has been announced.
What you get
- Incubation access at ATTC Bardang or CCCT Chisopani — infrastructure, labs and market access through the partner institution.
- Up to six months of structured mentoring through the SEED Cell network, including one-to-one sessions, workshops and domain experts.
- Funding linkages, and for the top teams a national exposure trip and a national pitching session.
Who can apply
- Any resident of Sikkim, or a student at a Sikkim-based institution.
- Individuals and teams both.
- Idea, prototype and revenue stages — you enter the category that matches where you are.
- No registered business needed; a concept or problem statement is enough to start.
- Ideas must be original and fit the programme's thematic sectors, which span agriculture and organic farming, tourism and hospitality, renewable energy, handicrafts, food processing, waste management, women-led and social impact ventures, logistics and market access, disaster management and technology. Its own pages give the sector count two different ways, so read the list rather than the number.
How selection works: registrations are shortlisted for a district ideathon, shortlisted teams are notified by the programme's coordinators and helped to prepare their pitch, district winners go to the state final in Gangtok, and the top teams go on to a national pitch.
How to apply: through the programme's own site when a window opens, not through ATTC. Queries go to the programme team on info@sikkimrise.com.
ATTC is on the Ministry of MSME's national list of Host Institutes, so an innovator can name it as the institute that will nurture their idea.
Best for: Individual innovators and MSMEs with an idea that can be prototyped
- Idea – Prototype
- In person
- No equity
- Grant support for selected startups
With Ministry of Micro, Small and Medium Enterprises
What you get, who can apply and how to applyHide details
This is the Ministry of Micro, Small and Medium Enterprises' scheme, not ATTC's. What ATTC holds is a place on the Ministry's live list of Host Institutes for the incubation component — serial 815, checked against the Ministry's own list on 25 September 2026. A Host Institute is the body that sets up a business incubator and nurtures an innovator's idea; being listed is what lets you name ATTC when you apply on the Ministry's portal.
What you get
- A Host Institute that provides space, equipment, lab access and support while your idea is taken from concept towards a prototype and a business.
- Support under the scheme is paid to the Host Institute. Nothing is transferred to the innovator's own account.
- Where a machine you need is not available on campus, the scheme allows you to use machines elsewhere on a pay-as-used basis, arranged through the host.
Who can apply
- Any individual or MSME with an innovative idea that can be converted into a prototype and then a business activity.
- No qualification bar. An individual needs an Aadhaar number; an MSME needs a valid Udyam registration.
- Innovators from every state and union territory are eligible, and institutes in the North East region are given priority for support.
How selection works: ideas are submitted through a Host Institute and approved by the Ministry, so the institute's willingness to host you comes first.
How to apply: on the Ministry's own incubation portal, naming ATTC as your Host Institute. Being on the list is a registration of capacity, not proof that ATTC has hosted an idea before — confirm with the institute first. ATTC's own website does not mention the scheme anywhere.
Labs & facilities
Equipment and space on campus.
These are the institute's teaching workshops and labs, described on its own site for its diploma students. They are listed here because plant and bench space is the real thing a host campus contributes to the state's incubation centre — not because ATTC offers them to founders directly.
Machine shop and workshop
Conventional, advanced and non-conventional machine tools — lathes, milling and grinding machines, a hydraulic press and heat treatment, CNC milling, turning and injection moulding, a coordinate measuring machine, wirecut EDM and spark erosion, plus a welding shop with arc, TIG, MIG, plasma and gas cutting. ATTC describes all of it as a teaching facility for its diploma students; access for a venture is arranged through the state's incubation centre, not advertised by the institute.
Electronics, microprocessor and automation labs
Analog and digital electronics benches with oscilloscopes, spectrum and logic analysers and trainer kits; 8085/8086 and 8051 microprocessor and microcontroller kits; a PLC lab with Allen Bradley, Siemens, ABB and GE Fanuc controllers; a pneumatics and hydraulics lab; and a CIM lab with six-axis pick-and-place robots and machine vision. Described by ATTC as student teaching labs.
Quality assurance and metrology lab
A separate quality assurance lab with a tool maker's microscope, vernier callipers, micrometers, height and bore gauges, slip gauge sets and a coordinate measuring machine. Useful if your product needs dimensional inspection; again described for students.
Recognitions & empanelments
Official approvals this incubator holds.
One designation, held by ATTC itself and checked against the issuing ministry's own list. Hosting the state's incubation centre is not a designation and is not recorded as one.
Host Institute, MSME Innovative Scheme (Ministry of Micro, Small & Medium Enterprises)
Confirmed at serial 815 of the Ministry's live List of Host Institutes for the incubation component of the MSME Innovative Scheme, as "Advanced Technical Training Centre", Sikkim, Pakyong — read directly off the Ministry's own list on 25 September 2026, and matching the institute's published phone number. This is the status that lets an innovator name ATTC as their Host Institute when applying on the Ministry's portal. The list gives no approval date, no period and no status column, so whether the recognition is current cannot be told from it; and being listed is a registration of capacity, not evidence that the institute has ever hosted an approved idea. ATTC's own website does not mention the scheme.
How to apply to Advanced Technical Training Centre
Work out which body you are applying to
ATTC is a polytechnic. It hosts an incubation centre; it does not select for one. Writing to ATTC about incubation will most likely reach an office that handles diploma admissions. Before you contact anyone, decide which of the two routes below you actually want.
Route one — the state's programme
Incubation at Bardang is run by the Commerce & Industries Department, Government of Sikkim, together with the SEED Cell, under the Sikkim INSPIRES programme. This is the body to approach for a place at the centre, for mentoring, and for anything to do with the Sikkim Startup Policy.
- The state's flagship intake, Sikkim RISE, has closed its first edition. Applications ended on 30 June 2026 and the winners were announced in September 2026. Treat the programme's website as a watch list, not an open form.
- The stated eligibility was broad: a resident of Sikkim, or a student at a Sikkim-based institution, with an idea, a prototype or an early-stage business. Teams were welcome. No company registration was required and there was no entry fee.
- Entries went into one of three stage categories — idea, prototype or revenue. Pick the one that matches where you actually are; the prototype and revenue categories expect you to show the thing working or the sales already made.
- Selection ran through district-level events first, then a state final in Gangtok, then a national pitch for the top teams. If a second edition opens, expect the same shape and prepare a pitch you can give in your own district.
- The state has also said it is building a State Innovation Hub in Gangtok. If you want incubation space rather than a competition, ask the department directly whether the Bardang centre can take you outside a RISE cycle — services there were launched in March 2026 and are described as running independently of the competition.
Route two — the MSME Host Institute route
ATTC is a registered Host Institute for the incubation component of the MSME Innovative Scheme, run by the Ministry of Micro, Small and Medium Enterprises. This is a real and separate door, and it is the one thing on this page where ATTC's own name is what matters.
- The scheme is for an individual or an MSME with an innovative idea that can be taken to a prototype and then to a business. There is no qualification bar. An individual needs an Aadhaar number; an MSME needs a valid Udyam registration.
- You do not apply on your own. You attach to a Host Institute, which runs the business incubator and provides the space, equipment and lab support. Naming ATTC as your Host Institute is how its listing becomes useful to you.
- Support under the scheme is paid to the Host Institute, not to you. Plan on getting facilities, machine time and nurturing rather than money in your account.
- Institutes in the North East are given priority under this scheme, which is worth saying plainly in your proposal if you are building from Sikkim.
- Being on the Ministry's list is a registration of capacity. It does not tell you that ATTC has taken an incubatee before, and ATTC's own website never mentions the scheme. Confirm with the institute that it is willing and able to host you before you build a proposal around it.
What to have ready
- A one-page description of the idea and the problem it solves, in plain language — both routes start from an idea, not a business plan.
- Evidence of where you are: sketches and a bill of materials at idea stage, a working unit at prototype stage, invoices or order records at revenue stage.
- Proof of your Sikkim connection for the state route (residence, or enrolment at a Sikkim institution), and your Aadhaar or Udyam details for the MSME route.
- A clear note on what physical support you need — machine time, a bench, electronics, testing. That is the specific thing a campus like Bardang can give, and it is what makes hosting you an easy yes.
About Advanced Technical Training Centre
The Advanced Technical Training Centre (ATTC) is a diploma polytechnic of the Government of Sikkim, on NH 10 at P.O. Bardang near Singtam, in the Pakyong district area of what its own pages still call East Sikkim. It teaches technicians, not founders. Since 14 March 2026, however, one of the Sikkim government's incubation centres has been operating on its campus, which is why a founder in Sikkim may be sent here — so the useful thing this page can do is say which door is which.
What ATTC itself is
ATTC was set up by the Government of Sikkim under the World Bank-assisted Third Technician Education Project of the then MHRD, and describes itself as an ISO 9001 certified institute. It runs five regular diploma programmes approved by AICTE — Computer Engineering, Civil Engineering, Mechatronics, Mechanical Engineering and Manufacturing Technology — alongside short-term technical and vocational courses and two courses under the community college scheme. Its diploma curriculum is framed by the Nettur Technical Training Foundation (NTTF) in Bangalore, and the diplomas it issues are jointly certified by the Board of Technical Education, Sikkim and NTTF. It is also a Cisco Networking Academy partner. The only application route on its own website is student admission for the academic session.
The incubation centre on the campus, and who runs it
The incubation centre at Bardang belongs to the Commerce & Industries Department, Government of Sikkim, working with the SEED Cell — the Sikkim Entrepreneurship and Economic Development Cell — under the World Bank-assisted Sikkim INSPIRES programme. ATTC is the host campus. The state's own startup programme, Sikkim RISE (Realizing Ideas, Shaping Entrepreneurship), names ATTC Bardang and the Centre for Computers and Communication Technology at Chisopani as its two incubation centres, and describes them as partner institutions that supply infrastructure, labs and mentorship access. News reports in July 2026 quoted the Commerce and Industries Minister saying incubation services at both campuses were formally launched on 14 March 2026, and that the department was setting up a State Innovation Hub at Udyog Bhavan in Gangtok along with four incubation centres across the state.
What that means in practice: what ATTC gives a founder is place and plant — a campus in the Teesta valley within reach of Singtam and Gangtok, engineering labs and a machine shop, and proximity to technical staff and students. What it does not give is a decision. ATTC publishes no incubation page, no eligibility rule, no contact for incubation and no way to apply. Its website does not mention incubation, startups, entrepreneurship or the SEED Cell anywhere. Every selection call is made by the state.
Who to apply to, and for what
There are two doors, and neither is ATTC's.
The first is Sikkim RISE, run by the Commerce & Industries Department with the SEED Cell. Its stated rule is that any resident of Sikkim, or a student at a Sikkim-based institution, with an idea, prototype or early-stage business may apply, individually or as a team, with ideas that are original and fit its thematic sectors. A registered business is not required — the programme says a concept or problem statement is enough to begin, and that participation is free. It runs in three categories by stage: idea, prototype and revenue. Registrations for the first edition are closed. Applications shut on 30 June 2026, district events ran from July, the state finale was held in Gangtok in August 2026 and the winners were announced in September 2026. The state has said it wants to make it an annual programme, but no second window has been announced, so do not treat it as open.
The second door is the incubation component of the MSME Innovative Scheme, run by the Ministry of Micro, Small and Medium Enterprises. ATTC is a registered Host Institute on that scheme's live national list. The Ministry's rule is that any individual or MSME with an innovative idea that can be turned into a prototype and then a business may take part, with no qualification bar — an individual needs an Aadhaar number and an MSME needs a valid Udyam registration. An innovator does not apply to the scheme alone: they attach themselves to a Host Institute, which sets up the business incubator and provides the space, equipment, lab and support. Assistance under the scheme is paid to the Host Institute, never into the innovator's own account. Institutes in the North East are given priority for this support, which is the context in which ATTC's listing matters.
Facilities on the campus
ATTC describes a workshop with conventional, advanced and non-conventional machine tools — lathes, milling and grinding machines, a hydraulic press and a heat treatment plant, alongside CNC milling, CNC turning, CNC injection moulding and a coordinate measuring machine, plus wirecut EDM and spark erosion. It also lists a welding shop with arc, TIG, MIG, plasma and gas cutting, a CAD-CAM lab, a CIM lab with six-axis pick-and-place robots and machine vision, a PLC lab, a pneumatics and hydraulics lab, analog and digital electronics and microprocessor labs, a quality assurance metrology lab, and three computer labs with more than 150 networked PCs. Read the wording carefully before planning around any of it: ATTC describes all of these as teaching facilities for its students. Access for an incubated venture is something the state's centre arranges, not something ATTC advertises.
Practical notes
The institute is at P.O. Bardang, on NH 10 near Singtam. Its website currently serves an expired security certificate, so a browser will warn before the site opens — the site behind the warning is genuinely maintained and carries current academic notices. Two generations of the site are served side by side, so an older profile page with a 2018 footer sits alongside the current design.
