Reimbursements and a rent-free land lease for new industrial units set up in Sikkim, administered by the department.

Best for: People setting up a new manufacturing or service unit in Sikkim

With State Bank of Sikkim

What you get, who can apply and how to apply

The 2024 industrial policy is the state's incentive package for new industrial units. It mostly repays taxes and costs a unit has already paid, and it runs for ten years or until a new policy replaces it.

What you get

  • Reimbursement of the state share of GST on finished products, from the start of commercial production
  • Stamp duty reimbursement, with a higher benefit for women-led units
  • Reimbursement of patent filing costs for registered companies
  • Power subsidy, support for technology transfer and quality certification, and assistance for environmental compliance
  • Help for MSMEs listed on a stock exchange
  • Government land on lease, free of rent for the first five years of production, for units in Mangan, Soreng, Gyalshing and Namchi
  • An Innovation Fund for startups, women and youth, announced in the policy for prototyping, testing facilities and business support

Who can apply

  • New industrial units only. Private and joint-sector companies, co-operatives, partnership firms, proprietorships, self-help groups, trusts and NGOs can all qualify
  • Units on the policy's negative list are excluded, and further conditions are set out in the policy

How selection works: Claims up to a set size go to a steering committee chaired by the Secretary, Commerce and Industries, and are taken in order of the date production started. Incentives are paid by electronic transfer through the State Bank of Sikkim.

How to apply: Register under the scheme with the Commerce and Industries Department first. The policy says the registration and claims procedure will be issued separately, and we did not find a live registration portal on the department's site, so ask the department for the current process. Stamp duty terms in the policy document differ from those on the department's Invest in Sikkim page, so confirm which applies.

  • No equity
  • Grant support for selected startups
What you get, who can apply and how to apply

The Sikkim Start-up Policy 2025 was notified in 2025 and runs for five years or until it is replaced. The Commerce and Industries Department is its nodal agency. It is the only one of the department's policies with grant-style support.

What you get

  • An equity-free seed fund, with higher support for startups in rural development, eco-tourism, eco-friendly products, organic farming and services, horticulture and food processing, handloom and handicrafts
  • A one-time establishment grant for startups based only in Sikkim, for establishment, marketing and running costs
  • Reimbursement of rent paid to incubators and co-working spaces in Sikkim, for up to three years
  • Stamp duty reimbursement on the first sale or lease deed
  • Reimbursement of patent filing costs and of quality certification fees
  • A capital subsidy for research and development lab facilities, paid after expenses are checked

Who can apply

  • Startups and startup aspirants of Sikkim. The conditions centre on the Sikkim origin of the founders, so read the policy for the exact ownership test
  • A startup needs a Spark ID from the Sikkim Spark Portal to be eligible for any benefit

How selection works: The policy says a separate procedure will set the eligibility rules and application process for the seed fund. Other benefits are claimed against costs paid.

How to apply: Get a Spark ID on the Sikkim Spark Portal, then apply for each benefit. Detailed guidelines are to be issued separately, and we did not find them on the department's site, so ask the department what is open now.

What you get, who can apply and how to apply

The Sikkim Micro, Small and Medium Enterprises Policy 2022 is still listed on the department's scheme page. The department's site does not say whether the 2024 industrial policy has replaced it for small enterprises, so confirm with the department before relying on it.

What you get, who can apply and how to apply

Who can apply

  • Unemployed people who hold a Certificate of Identification, their own or their father's

How to apply to Commerce and Industries Department, Government of Sikkim

Choose the right policy first

  • Starting a manufacturing or service unit in Sikkim: the industrial policy is the one for new units.
  • Running a micro or small enterprise: look at the MSME policy, but ask the department whether the industrial policy now applies to you instead.
  • Founding a startup of Sikkim origin: the start-up policy is the one with a seed fund, an establishment grant and an annual challenge.
  • Young and unemployed with a bank-loan business plan: the Skilled Youth Start-Up Scheme.

How applications work

  • Most benefits are reimbursements. You spend or pay first, then claim with documents.
  • Claims are paid after the unit is working and has made real transactions.
  • The industrial policy needs registration with the department before any claim. The start-up policy needs a Spark ID first.
  • Incentives under the industrial policy are paid by transfer through the State Bank of Sikkim.
  • Several procedures are still to be issued. Ask the department which ones are live before you plan around them.

How selection works

  • Claims under the industrial policy go to a committee and are taken in order of when production started.
  • The annual start-up challenge picks twenty startups a year.
  • The Skilled Youth scheme is vetted by a committee chaired by the District Industries Centre General Manager before the bank sanctions the loan.

What to check before you rely on a benefit

  • Get the current text of the policy. Stamp duty, patent and GST terms differ between documents.
  • Check that you hold the residency papers the scheme asks for, such as a Certificate of Identification.
  • Check that your unit is not sub-leased and not on the negative list.
  • Keep invoices, payment proof and registration papers, because claims are made against them.
  • Do not assume a closed window has reopened. The 2025 RAMP schemes closed on 30 July 2025.

About Commerce and Industries Department, Government of Sikkim

The Commerce and Industries Department of the Government of Sikkim is the state's industries department, based at Udyog Bhawan in Tadong, Gangtok. It runs the state's incentive policies for industrial units and micro, small and medium enterprises, and is the nodal agency for the Sikkim Start-up Policy 2025. Most of what it offers is reimbursement of costs and taxes a business has already paid, not up-front grants.

What the department does

The department describes its job as providing the environment for investors to come to Sikkim and set up industrial units, in line with the conservation norms the state follows. For a founder that means the incentive policies it administers, schemes for small enterprises and young entrepreneurs, and the state's link to national single-window approvals. Sikkim is onboarded on the National Single Window System, where approvals and clearances from different departments are meant to be granted.

Its Invest in Sikkim page names 16 thrust sectors that the state wants to grow.

Policies and schemes

Three state policies matter to founders, and they overlap.

The Sikkim Industrial and Investment Policy 2024 covers new industrial units. It lists reimbursement of the state share of GST on finished products, stamp duty reimbursement with a higher benefit for women-led units, reimbursement of patent filing costs, a power subsidy, support for technology transfer and quality certification, assistance for environmental compliance, and help for MSMEs listed on a stock exchange. Units in four frontier districts, Mangan, Soreng, Gyalshing and Namchi, get government land on lease free of rent for the first five years of production. The policy also announces an Innovation Fund for startups, women and youth, to pay for rapid prototyping, testing facilities and business support from ideation to commercialisation. It runs for ten years or until a new policy replaces it. Incentives are paid by electronic transfer through the State Bank of Sikkim.

The Sikkim Micro, Small and Medium Enterprises Policy 2022 is the older policy for small enterprises. It reimburses stamp duty on land, sheds or buildings, state GST for new units, part of the interest on enterprise loans, the cost of a detailed project report prepared by an empanelled agency, and a research allowance for local entrepreneurs, among other items. The department's site lists both this policy and the 2024 policy and does not say which one governs a small enterprise today.

The Sikkim Start-up Policy 2025 is the only one of the three with grant-style support. It lists an equity-free seed fund, a one-time establishment grant for startups based only in Sikkim, reimbursement of rent paid to incubators and co-working spaces in Sikkim for up to three years, stamp duty reimbursement on the first sale or lease deed, reimbursement of patent filing and quality certification costs, a capital subsidy for research and development labs, and an annual entrepreneurship challenge that picks twenty startups for grant-in-aid and offers the winners incubation or pre-incubation places. The seed fund pays more for startups in rural development, eco-tourism, eco-friendly products, organic farming and services, horticulture and food processing, handloom and handicrafts. The policy is in force for five years or until it is replaced.

Where the rules disagree

The department's own documents do not always agree, so check the current text before you plan around any benefit.

  • Stamp duty is treated differently in the 2022 MSME policy, the 2024 industrial policy and the 2025 start-up policy. The Invest in Sikkim page also gives different terms from the 2024 policy document.
  • Patent filing reimbursement is in both the 2024 industrial policy, for registered companies, and the 2025 start-up policy, for startups. The two set different ceilings.
  • State GST reimbursement is in both the 2022 MSME policy and the 2024 industrial policy, on very different terms.

We have not published amounts for any of these, because they are the numbers most likely to be out of date.

Who can apply

For the industrial policy, only new units are eligible. A unit can be a private or joint-sector company, a co-operative, a partnership firm, a proprietorship, a self-help group, a trust or an NGO. Units on the policy's negative list are excluded, and other conditions apply that are set out in the policy.

For the MSME policy, the enterprise must be Udyam-registered and registered in Sikkim by a Sikkim Subject, Certificate of Identification or Residential Certificate holder. A sub-leased unit is not eligible.

For the start-up policy, startups need a Spark ID from the Sikkim Spark Portal before they can apply for any benefit. The conditions centre on the Sikkim origin of the founders, so read the policy for the exact ownership test.

The Skilled Youth Start-Up Scheme is for unemployed young people who hold a Certificate of Identification, their own or their father's.

Other schemes the department runs or publicises

The Skilled Youth Start-Up Scheme has run since August 2020. It gives a back-ended subsidy on a bank loan for a new business, and the department is its nodal agency. The guidelines on the site date from 2020, and the site does not say whether applications are open now.

Under the central RAMP programme, the department ran two reimbursement schemes in 2025: one for part of the cost of an energy or water audit, and one for part of the logistics and insurance cost of supplying products outside Sikkim. Both application windows closed on 30 July 2025, and we found no newer notice.

The department also hosts the national gazette for UNNATI 2024, a central industrial incentive scheme for the eight North-Eastern states. It is not a Sikkim scheme, and its registration window was stated to run until 31 March 2026, so check the central portal for whether it has been extended.

How to apply

There is no single application. Each policy has its own route, and several are still waiting for guidelines.

  • Industrial policy: register with the department under the scheme before claiming. The policy says the registration and claims procedure will be issued separately, and we did not find a live registration portal on the department's site. Claims up to a set size are considered by a steering committee chaired by the Secretary, Commerce and Industries, in order of the date production started.
  • MSME policy: submit the documents the department lists. Claims are paid only after real business transactions, with supporting documents.
  • Start-up policy: get a Spark ID, then apply for each benefit. A separate procedure for the seed fund and detailed guidelines are to be issued.
  • Skilled Youth Start-Up Scheme: a hard-copy application with a detailed project report goes to the General Manager of the District Industries Centre, at Gangtok for the East and North districts or at Jorethang for the South and West. The bank then decides on the loan.
