First, decide what you need from DPCC

• If you run an industrial unit in Delhi, DPCC is your regulator. It issues consent certificates to industries in conforming areas under the Green and Orange categories.
• If you want funding, mentoring or incubation for a startup, DPCC does not list a standing programme for that. Look at the incubators and grant schemes on Startup Grants India instead.

The 2025 Innovation Challenge

• It is closed. Press reports gave a close date of 31 October 2025, and submissions were reported to run through an online portal on the committee's website.
• Reports described proposals for practical solutions to reduce PM2.5 and PM10 pollution in Delhi.
• Entries that moved ahead were reported to go through on-ground trial runs across the city, so a working solution that can be tried in the field matters more than a concept note.
• If the committee runs another call, expect details to appear on its website first. Check them there before relying on any date or eligibility line reported in the press.

Where to check for new calls

• The committee's website carries a What's New page, a news section and a tenders page. The 2025 challenge was not listed on them when we looked, so press coverage may be the only trail for a future call too.
• DPCC's contact page lists named officers rather than a general inbox. Use the contact route given on any call itself.

The Delhi Pollution Control Committee (DPCC) is the autonomous pollution regulator for the National Capital Territory of Delhi. It is part of the Government of NCT of Delhi and works in Delhi. It is a regulator, not an incubator, and its own website lists no startup programme.

The committee came into existence on 1 June 1991, after the Central Pollution Control Board delegated its powers and functions to it under the Water Act and the Air Act. The delegation was made by a notification dated 15 March 1991.

What DPCC does

DPCC's job is to regulate pollution in Delhi. Among its listed functions is issuing consent certificates to industries in conforming areas that fall under the Green and Orange categories. A founder running a manufacturing or processing unit in Delhi will meet DPCC in that role, as a regulator whose consent a unit needs to deal with, not as a source of funding or mentoring.

The committee was reconstituted on 27 May 2022. It has 15 members, including a Chairman, a Member Secretary, representatives of government departments, experts in the field of environment and NGOs.

Is there a startup programme?

Not on DPCC's own pages. The home page, news section, What's New page and tenders page carry no incubation, grant or accelerator scheme for startups. Earlier descriptions of this body as a place for cleantech startups to get compliance guidance or support are not backed by anything the committee publishes.

There is one exception, and it comes from press coverage rather than from DPCC's current site. In October 2025 the committee was reported to have opened an Innovation Challenge for air pollution reduction. That call is closed.

The 2025 Innovation Challenge

The Innovation Challenge invited proposals for innovative and practical solutions to reduce PM2.5 and PM10 emissions in Delhi. Press reports said it was led by DPCC and open across India to innovators, technology developers, research institutions, universities and registered entities. Proposals came in from individuals, startups, research institutions and industry.

Reports on how many proposals came in give different counts. One report in November 2025 said more than 265 proposals had been received, 68 on vehicular emission control and 197 on ambient air purification. A report in December 2025 spoke of nearly 300 proposals after primary screening. In May 2026 it was reported that 22 entries had been identified for on-ground trial runs across the city.

Press reports gave a close date of 31 October 2025 for submissions. Our own earlier listing showed a different date, and no source we found supports it.

Who runs it

DPCC is headed by a Chairman. Its earlier description on this page said the Secretary for Environment and Forest heads it, but the committee's current contact page lists a separate named Chairman, so we do not state who heads it.
