Start with registration, not with a scheme

Nothing else at iStart opens until the startup is recognised. Register the entity first through the Rajasthan Single Sign On portal: create the firm's SSO ID at sso.rajasthan.gov.in, log in, search for iStart and complete the form. The schemes then appear on the startup's own dashboard.

Check the Rajasthan link before anything else

The entity has to be registered in Rajasthan, or hold a branch or sales office in the state. If the registered address is outside Rajasthan, iStart asks for proof of the Rajasthan operating office instead. This is the first thing that gets applications rejected, and it is the one thing you cannot fix in the form.

Have the right document for your entity type

A sole proprietorship uploads a self-declaration stating the share ownership. A registered partnership uploads the deed on non-judicial stamp paper, signed, sealed by all partners and notarised. An LLP uploads the LLP agreement or the MoA and AoA with all designated partners and the equity split. A private limited company uploads the eMoA (INC-33) with directors and the equity split. Keep the Udyam registration and, where you have one, the Sanstha Aadhaar or Business Registration Number to hand.

Treat QRate as the real application

Most state support is sized by the QRate band, so the business plan you submit for the assessment is doing more work than any scheme form. Use the template published on the portal. Assessors score the concept and the product, revenue streams and pricing, which market you are prioritising and how you plan to expand, customer experience, product and service design, market size, cost structure, the business case, and your marketing and sales plans. Write to those headings. The scorecard comes back within fifteen working days with your weak areas named, and you can apply for re-evaluation — improving your band later can qualify you for more support, so the first score is not the end of it.

Expect a committee, and prepare to present

The funding routes are not decided on paper alone. Once your application is complete, the evaluation committee invites you to present the idea or project; the nodal institution then approves or rejects and releases the money. Build a short, plain pitch of the problem, the product and the plan, and be ready for questions about how the money will be spent.

Say so if a booster applies to you

Extra support is stated for startups where women founders hold most of the equity, for product-based startups, for thrust sectors, for employment generation, and for founders who are transgender, disabled, from SC-ST communities or from rural areas. These are not applied automatically from a name — make the claim in the application with the evidence.

Pick the right door for your stage

Idea-stage founders and students are pointed at the Business Innovation Programme and, in schools and colleges, the iStart School Program and its Launchpads. Startups that want space go to Techno Hub in Jaipur or the nearest iStart Nest; startups in districts without a centre use the Virtual Incubation Program. Growth-stage startups have to choose between the Scale Up Fund and the Startup Equity Fund — one is debt that can convert to a grant, the other takes equity — so decide which you actually want before you apply.

Dates are usually missing — ask

iStart's pages describe most programmes in the present tense without stating an intake, a deadline or an application link. The state innovation award, the Business Innovation Programme and the Atal Innovation Studio and Accelerator are all described this way, and at least one older scheme from the pandemic years is still published with no closing notice. iStart Rajasthan is the Government of Rajasthan's startup platform, run by the Department of Information Technology & Communication (DoIT&C) from the IT Building at Yojana Bhawan, C-Scheme, Jaipur. It is the single door to the state's startup support: recognition as a Rajasthan startup, incubation at Techno Hub in Jaipur and at the district iStart Nest centres, the QRate assessment, and the funding incentives written into the Rajasthan Startup Policy. Its own words for what it is: an integrated startup platform conceptualised by the Department of IT&C.

How it works

Everything starts with registration. A founder creates the firm's SSO ID on the Rajasthan Single Sign On portal, logs in, searches for iStart and completes the registration, uploading the documents that match the entity type — a self-declaration for a sole proprietorship, the partnership deed for a registered partnership, the LLP agreement for an LLP, or the eMoA for a private limited company. Once the startup is recognised, the other schemes open up from its dashboard.

The assessment that sits under most of the money is QRate. A recognised startup submits a business plan online, using the template published on the portal, and gets back a scorecard with an assessment of strengths and weaknesses within fifteen working days. Assessors look at the concept, product and service; revenue streams, pricing and business model; the priority market and expansion plan; customer experience management; product and service design; market potential and size; cost structures; the business case; and marketing and sales planning. The result is a band — Bronze, Silver, Gold, Platinum or Signature — and that band decides which slab of state support a startup qualifies for. A startup that disagrees can apply for re-evaluation, and a startup that improves its band can come back for more.

Who can apply

The entity must be registered in Rajasthan, or have a branch or sales office in the state. It can be a sole proprietorship, a private limited company or OPC, an LLP or a partnership firm. Beyond that, iStart follows the DPIIT definition: not more than ten years from incorporation, annual turnover within the DPIIT ceiling in every financial year since incorporation, working on the development or improvement of a product, process or service or running a scalable model with real potential for jobs and wealth, and not formed by splitting up or reconstructing an existing business. There is a separate route for student and rural startups — an individual or a group with a workable business idea but no legal entity yet.

Selection is sector-agnostic. The state names social and clean tech, mobile and information technology, the Internet of Things, IT applied to garments and crafts, mining, SME manufacturing and services, and disruptive ideas in any sector as the areas it is looking for.

Support for startups

State support is staged. Pre-seed startups can apply for an ideation grant, with more for startups where women founders hold most of the equity. Seed-stage startups can apply for a viability grant, sized by QRate band. At growth stage a startup chooses between a Scale Up Fund, given as debt that can convert to a grant and capped at a share of what the startup has already raised, and a Startup Equity Fund, where the state's alternative investment fund matches money raised in exchange for equity. Extra boosters sit on top for employment generation, product-based startups, startups in thrust sectors, and startups founded by women, transgender people, people with disabilities, SC-ST founders and rural founders. Older policy benefits are still published too: a monthly sustenance allowance for a year at idea or prototype stage, seed funding, and marketing and commercialisation assistance at MVP stage as a loan or convertible equity. Every one of these goes to an evaluation committee, which invites the startup to present before the nodal institution approves and disburses.

Around the money sit the services. A Patent Information Centre handles patent searches, filing help for patents, copyright and designs, and awareness workshops. The Rajasthan MSME Act 2019 route lets a new enterprise file a declaration of intent on the Raj Udyog Mitra portal and skip certain approvals for its first three years. Bootcamps and mentoring clinics work on product, strategy, business plan and pitch. Investor Connect handles introductions to angel investors and venture funds. iStart Spotlight takes capacity-building training on operations, human resources, marketing and promotion out to the districts. An internship scheme places people inside partner companies with a government stipend. Benefit partners include Amazon Web Services and Google Cloud credits, preferential room rates from OYO Rooms, and TiE Rajasthan.

Incubation and locations

Techno Hub in Jaipur is the flagship. The state describes it as a hundred thousand square feet of incubation space with seating for more than seven hundred startups, offering free space, connectivity, mentoring and advisory support, co-working, video conference rooms, individual and shared offices, committee halls and tinkering labs. The district centres are branded iStart Nest, and the site publishes addresses for Kota, Udaipur, Bharatpur, Bikaner, Jodhpur, Pali and Churu, with Ajmer listed as under construction. iStart Nest describes itself as providing free incubation. A Virtual Incubation Program exists so a startup anywhere in Rajasthan can be incubated without moving, with the same components delivered remotely plus webinars, events and introductions to mentors, investors and accelerators.

Students

The iStart School Program covers students in classes 8 to 12 in any registered school in Rajasthan, college students in any recognised college in the state, and anyone working on or planning a startup. It is free. There are two tracks, one for aspiring founders and one for founders already building, and a suggested team size of one to five with a designated leader. Launchpads — innovation spaces inside schools and colleges with dedicated corners, materials, hackathons and mentoring sessions — are the physical half. A learning platform carries bilingual video courses with assessments and government-branded certificates, and TalentConnect links college students to startups and employers.

Scale, and what iStart does not run itself

The home page counters report 9,404 startups, 49,492 jobs and 134,766 students. The incubation programme is separately described as having supported more than 650 startups, and mentoring is said to run through 66 Launchpad coordinators and mentors at nine incubation centres on a hub-and-spoke model — the site's own numbers for centres vary between pages, so treat them as its claims rather than a count. The portal also hosts a section for partner incubators and accelerators, among them AIC Banasthali, Startup Oasis, Software Technology Parks of India, Marwari Catalysts and Startup Chaupal. Their programmes are their own, not iStart's.

The help desk numbers are 0141-2921337 for technical support and 0141-2922286 for general queries, and the portal inbox is helpdesk.istart@rajasthan.gov.in. There is no careers page. The events page is live but listed nothing upcoming when we last checked.
