Jharkhand Government MSME Tool Room, Ranchi (also written as the Jharkhand Government Tool Room, or JGTR) is a government training centre and production unit in the Tatisilwai Industrial Area, Ranchi. It is a society of the Department of Industries, Government of Jharkhand, and the site says it was set up under the supervision of MECON. It trains people in design and manufacturing and runs a Livelihood Business Incubator for young people who want to start small enterprises.

How the programmes work

The centre runs long-term diploma courses, short-term technical courses and a livelihood incubator. Its flagship is the AICTE-approved 4-year Diploma in Tool & Die Making, which the site describes as equivalent to a diploma in mechanical engineering. Its short-term courses cover areas such as CNC, CAD/CAM, machinist and welder trades, electrical work, quality control and PLC programming.

The Livelihood Business Incubator (LBI) runs seven courses. Six last one month and one lasts three months. Each pairs a trade with entrepreneurship and marketing assistance: offset printing and book binding, tissue paper napkin making, sock knitting, PET blow and injection moulding, tailoring and fashion designing, computerised embroidery and wire nail making.

The LBI aims to create jobs at local level and to help youth set up their own enterprises. The site says its focus is on enterprises in the rural areas of the country. It offers entrepreneurship and skill training, mentoring and hand-holding, and help to find funding.

Who can apply

The LBI courses list 10th Pass as the eligibility. The site describes the incubator as meant for eligible youth who want to set up their own business, and does not list any other criteria on the programme pages.

Facilities

The centre has separate training and production wings. The production wing has CNC turning, machining centre, CMM, CNC EDM and CNC wire-cut machines, with CAD/CAM. The site also lists design software including AutoCAD, Pro/ENGINEER, CATIA, HyperWorks and STAADPro. The campus has classrooms with teaching aids, hostel facilities for boys and girls separately, recreational facilities and playgrounds.

Accreditation and governance

The site lists ISO 9001:2008, ISO 50001:2011 and ISO 29990:2010-12 certification. It says the centre is governed by a council chaired by the Secretary of Industries, Mines and Geology, with the Director of Industries as vice chairman.

The site lists placements for four batches: 34 students for 2016-2020, 56 for 2017-2021, 59 for 2018-2022 and 55 for 2019-2023. These are the centre's own figures for students placed, not counts of startups.
