About Ministry of Finance, Govt of India
The Ministry of Finance is the apex ministry of the Government of India responsible for the country's economic and fiscal policy. Headquartered at North Block, New Delhi, it administers taxation, public expenditure, financial-sector regulation, capital markets and the Union Budget through its constituent departments — Economic Affairs, Expenditure, Revenue, Financial Services, Investment & Public Asset Management (DIPAM), and Public Enterprises.
Relevance to startups. While not a direct incubator, the Ministry of Finance shapes much of India's startup-funding architecture. The Department of Financial Services oversees SIDBI, which operates the ₹10,000 crore Fund of Funds for Startups (FFS) under Startup India, channelling capital into SEBI-registered Alternative Investment Funds that back early-stage companies. The Department of Economic Affairs governs foreign investment policy, venture-capital flows and the regulatory framework for AIFs.
Tax and incentives. Through the Department of Revenue and the CBDT, the Ministry administers startup-specific benefits such as the Section 80-IAC three-year tax holiday for DPIIT-recognised startups and angel-tax exemptions, both central to Startup India.
Budgetary support. The Union Budget, presented annually by the Finance Minister, is the primary vehicle through which credit-guarantee schemes, Production Linked Incentive (PLI) outlays and seed-funding allocations are announced and funded.
