The headcount test is 20 or more persons who are domicile of the State — not 20 staff of any origin. Employer EPF and ESI on those domicile employees is what is reimbursed. Employee-side contributions are not described as reimbursable in this wording.
The reimbursement is 100% of that employer expenditure. The clause states no rupee ceiling, so this record does not set amount_min or amount_max. You pay EPF and ESI as the employer, then claim the employer share back from the Department of Industries and Commerce against challans and a domicile-backed muster.
File on SWAAGAT and through the District Industries Centre. Keep Udyam (or equivalent MSME) proof, Thrust Sector status under TIIPIS 2022, EPF and ESI payment challans, wage registers, and domicile evidence for the 20-or-more State employees. TIIPIS 2022 is rolling; this clause has no deadline.
This is a subsidy, not equity and not a loan. It lowers the statutory employment cost of hiring Tripura-domicile workers once you are a Thrust Sector MSME at the stated headcount. It does not replace the duty to register with EPFO and ESIC or to pay on time before claiming.
