Pick the right door

• GREAT is the one scheme built for individual founders and startups. The research, education, skilling and promotion guidelines fund institutions and agencies, so a startup cannot apply to them as the grantee.
• GIST 2.0 pays back stipends to empanelled companies that host B.Tech interns. It is for established hosts, not for startups seeking a grant.
• Machinery, equipment and testing-instrument development is a separate route for organisations that can build machinery. Read its guideline before deciding it applies to you.

Before you apply to GREAT

• Line up an associated incubator first. You cannot sign the legal agreement that releases the first instalment without one.
• Plan for milestones. The project runs for up to 18 months with at least two milestones, and the last instalment is paid only after the project completion report.
• Budget for your own share. The startup must put in a minimum share of the sanctioned cost, and the funding is paid on milestones, partly on a reimbursement basis.
• Check that your company type and turnover fit the guideline. It accepts private limited companies, partnership firms and LLPs under a turnover ceiling.
• Read the revised guideline in full for the remaining conditions on who may apply.

How applications work

• Register as a startup on the GREAT portal and submit your proposal.
• Proposals are presented before the Empowered Programme Committee.
• Funding starts only after NTTM approves the proposal and you sign the agreement with your incubator.
• The submission window is stated differently in different documents. Confirm on the portal that applications are open before you spend time on a proposal.

What reviewers look for

• A clear path to a functional prototype or a commercial product within the project period.
• A project in technical textiles, which covers all 12 segments of the field.
• Milestones that can be checked, since each instalment depends on one.

The National Technical Textiles Mission (NTTM) is a Government of India mission run by the Ministry of Textiles, with its Mission Directorate in New Delhi. It was notified in the Gazette of India in March 2020 and launched in the 2020–21 financial year. It is not an incubator or an accelerator. It is a government funding mission for technical textiles, and only one of its instruments is meant for individual founders and startups.

How the mission works

NTTM funds work across several components: research and innovation, promotion and market development, education and training, and skill development. Most of its guidelines fund institutions rather than founders. Research proposals are funded to a government research organisation or government academic institution, not to a company. A reimbursement scheme for internships, GIST 2.0, empanels companies, research associations and industry bodies that host B.Tech interns in technical textiles. A second round of education guidelines funds academic institutes, with public institutes such as IITs, NITs, IISERs, NIFT and NIDs eligible. A skilling scheme funds implementing agencies to train unskilled workers, upskilling professionals and students, and is designed to reach 50,000 people. A promotion and market development scheme, PRAMAN, supports agencies that hold exhibitions, conferences, workshops and buyer-seller meets. Individual startups are not among the agencies it lists.

GREAT: the route for individuals and startups

GREAT stands for Grant for Research and Entrepreneurship across Aspiring Innovators in Technical Textiles. It was launched in August 2023 under the research, development and innovation component. It supports individual entrepreneurs and startups that want to build a functional prototype or commercialise a technology in technical textiles, and it covers all 12 segments of the field.

The grant is grant-in-aid from the Ministry of Textiles. It normally has a ceiling per project that the guideline sets, and it runs for up to 18 months with at least two milestones. Money is released in three instalments: the first after NTTM approves the proposal and the startup signs a legal agreement with its associated incubator, the second when the first milestone is complete, and the third when the second milestone and the project completion report are done. The last instalment is paid on a reimbursement basis. The startup must also put in a minimum share of its own money, either in two equal instalments or all at once, and the associated incubator receives an administrative share of the grant.

Who can apply to GREAT

GREAT is open to individual entrepreneurs and to startups. A startup must be a private limited company, a partnership firm or an LLP, and its turnover must stay below a ceiling that the guideline states. Applicants work through an associated incubator, which signs the legal agreement with them and receives the funds on their behalf. The guideline sets further conditions on who may apply, so read the revised guideline in full before you start.

How GREAT applications work

Applications are made on the mission's GREAT portal, where startups register and submit a proposal. Proposals are presented before an Empowered Programme Committee. The revised guideline took effect on 26 December 2024 and applies to every proposal presented to that committee.

The application window needs checking before you prepare anything. Earlier guidance named a cut-off of December 2025 for applications taken up by March 2026. A Ministry office memorandum dated 24 July 2026 then extended the submission window under the mission's guidelines, GREAT among them, to 31 December 2027. The mission's own About page still says the mission was extended up to March 2026, and the pages do not explain how the two fit together. The site states no fixed batch or deadline inside the extended window.

Machinery and equipment development

The mission also co-funds projects that develop machinery, equipment, tools and testing instruments for technical textiles in India. The Ministry and the selected implementing organisation share the project cost. Non-government organisations must furnish a bank guarantee against any advance payment. This route is aimed at organisations that can design and build machinery, so a machinery-making startup would need to read the guideline closely to see whether it can lead a project.

Where it fits for startups

If you are building a technical-textiles product and need an incubator to anchor the project, GREAT is the scheme to read first. If you run a larger established company that hosts interns, GIST 2.0 may apply to you instead. If you represent an institute, research body or skilling agency, the education, research and skilling guidelines are the relevant ones. Startups should not expect to apply to those directly.
