Programmes they run

Standing programmes at Department of Commerce and Industries, Government of Meghalaya, separate from the funding calls above.

These are components of one state policy, MIIPP 2024, not separate funds. They are for registered manufacturing and service units, and many depend on unit size and sector. The policy was amended in December 2025 and its registration window was reported extended in September 2026, so check the current rules.

A subsidy on the cost of plant and machinery (manufacturing) or of building and durable assets (services), for new and expanding units.

Best for: New and expanding manufacturing and service units in Meghalaya, from micro to large

What you get, who can apply and how to apply

The state capital investment incentive is the main component of MIIPP 2024. New units and expanding units are both eligible. It pays a share of what a unit spends on plant and machinery, or on constructing a building and installing other durable assets, up to a ceiling for each unit.

What you get

  • A subsidy worked out as a share of eligible investment, with a ceiling per unit
  • For micro, small and medium units, a higher ceiling for priority-sector units than for other sectors
  • A separate, higher scale for large units, again higher for priority sectors
  • An overall cap on what any one unit can receive across all policy components

Who can apply

  • New and expanding manufacturing units that meet the minimum investment in plant and machinery
  • New and expanding service units that meet the minimum investment in building and other durable physical assets
  • Micro units have a lower minimum; a December 2025 amendment lowered it, and the portal pages still show the older one
  • Large units are those whose plant and machinery investment is above the policy's large-unit threshold

How to apply: Register the unit through the state's investment portal, then claim the incentive. The department is the nodal agency that disburses incentives, and the policy has it work with the Invest Meghalaya Authority on registration and claims. Confirm the registration closing date first, since the policy text and a later notification give different dates. Questions can go to industries-meg@gov.in.

Full State Capital Investment Incentive (MIIPP 2024) guide

Support towards the interest on a loan taken for eligible plant and machinery, or building and durable assets, for up to seven consecutive years.

Best for: New and expanding manufacturing and service units that borrow to fund plant, machinery or buildings

  • Up to 7 consecutive years
What you get, who can apply and how to apply

The state interest subvention incentive helps with the cost of borrowing. It covers interest on a loan taken for investment in eligible plant and machinery (manufacturing) or a building and other durable physical assets (services). Both new and expanding units, in manufacturing and services, are eligible. It is a reimbursement of interest, not a grant or a loan.

What you get

  • A yearly rate of interest support, higher for priority-sector units and lower for non-priority units
  • Support for a maximum of seven consecutive years
  • A ceiling on the loan amount that counts

Who can apply

  • New and expanding manufacturing and service units that meet the policy's investment minimum

Net SGST Reimbursement (MIIPP 2024)

Subsidy or reimbursement

Reimburses the net state GST a new unit pays, up to a ceiling tied to its investment, for longer in priority sectors than in others.

Best for: New GST-registered units in Meghalaya

  • 10 years (non-priority) or up to 15 years (priority sectors)
What you get, who can apply and how to apply

The net SGST reimbursement returns the state GST that a new unit pays, after deducting input tax credit. It is for new units only. Only new units with a valid GST number are eligible.

What you get

  • Priority sectors: the full net state GST paid, for up to fifteen years from the start of commercial production or until the policy ends, whichever is earlier, up to a ceiling linked to the eligible value of the investment
  • Non-priority sectors: the full net state GST for ten years from the start of commercial production, up to a ceiling linked to fixed capital investment

Who can apply

  • New units with a valid GST identification number, in manufacturing or services
  • Expanding units are not covered by this component

How to apply: Register the unit through the state's investment portal, then claim the incentive. The department is the nodal agency that disburses incentives, and the policy has it work with the Invest Meghalaya Authority on registration and claims. Confirm the registration closing date first, since the policy text and a later notification give different dates. Questions can go to industries-meg@gov.in.

Full Net SGST Reimbursement (MIIPP 2024) guide

Component reimbursements for transport, power, water, provident fund and special-category owners, each limited to the unit sizes the policy names.

Best for: Registered MIIPP units, with each component limited to the sizes the policy names

What you get, who can apply and how to apply

On top of the main incentives, MIIPP 2024 reimburses a set of specific costs. Each component is limited to the unit sizes the policy names, so check which ones apply to your unit.

What you get

  • Special-category owner top-up: an additional incentive for micro and small units whose majority shareholder is a physically challenged person or from another special category and is domiciled in Meghalaya
  • Inland transportation: reimbursement for micro and small units on the cost of moving raw materials sourced within Meghalaya and finished products made there, for longer in priority sectors than in others
  • Rainwater harvesting: a share of the system cost, with separate ceilings for micro and small units and for medium and large units
  • Wastewater recycling: a share of the cost for medium units
  • Water audit: a share of audit costs for all units, provided the audit results in at least a quarter less water use
  • Zero-discharge facility: a share of installation cost for medium and large units
  • Captive power generating sets: for micro and small units, with a higher rate for renewable systems after a December 2025 amendment; the older policy text differs
  • Power-line drawl: reimbursement for micro and small units on drawing a 11 KV or higher line, including transformers
  • Power service connection: a share of connection charges for micro and small units, excluding internal wiring
  • Provident fund: reimbursement of the employer's contribution for three years, plus one more year for women employees, for employees domiciled in Meghalaya, with a monthly ceiling per employee

Who can apply

  • Registered units, within the unit sizes each component names

How to apply: Register the unit through the state's investment portal, then claim the incentive. The department is the nodal agency that disburses incentives, and the policy has it work with the Invest Meghalaya Authority on registration and claims. Confirm the registration closing date first, since the policy text and a later notification give different dates. Questions can go to industries-meg@gov.in.

How to apply to Department of Commerce and Industries, Government of Meghalaya

Find the incentive that fits your unit

  • Unit size. The policy sets micro, small and medium units apart from large units, and several components are only for micro and small units, or only for medium and large units. Work out your size class first.
  • Priority or non-priority sector. This changes the ceiling, the rate and the number of years for most incentives. The list of priority sectors was widened by a December 2025 amendment, so check the amended list rather than the portal homepage.
  • New or expanding. The net state GST reimbursement is for new units with a valid GST number only. The capital and interest incentives cover both new and expanding units.
  • Manufacturing or service. The minimum investment is counted on plant and machinery for manufacturing, and on building and other durable assets for services.

How applying works

  • Register your unit on the state's unified investment portal. The department's role is to disburse the incentives once you qualify, so registering and claiming are two separate steps.
  • Confirm the registration deadline before you start. The policy text gives 31 March 2026, and a department notification on the portal extends it to 31 March 2027.
  • Questions about claims can go to industries-meg@gov.in, which the department site lists. The portal lists separate inboxes for the investment promotion authority.

Check the conditions on smaller components

  • The special-category top-up needs a majority shareholder who is a physically challenged person or from another special category, and who is domiciled in Meghalaya.
  • The provident fund reimbursement is for employees domiciled in Meghalaya, with an extra year for women employees.
  • The transportation subsidy covers raw materials sourced within Meghalaya and finished products produced in Meghalaya.
  • The water audit reimbursement applies only when the audit results in at least a quarter less water use.
  • Captive power set support for micro and small units was revised in December 2025, and the older policy text differs. Use the amended rates.

What to keep in mind

  • This is an industrial incentive policy for units, not a startup grant. Startup support follows the Meghalaya Start-up Policy 2018 or a later one.
  • Registering and claiming are separate steps. Read the policy's exclusions and conditions, which apply to every incentive.
  • If you also qualify under the central UNNATI scheme, look at both before you plan your finances, because the portal presents them side by side.

About Department of Commerce and Industries, Government of Meghalaya

The Commerce and Industries Department, Government of Meghalaya, is the state's administrative department for industry, based in Shillong. It is the administrative department for the Meghalaya Industrial and Investment Promotion Policy 2024, known as MIIPP 2024, and the nodal agency that disburses the incentives under it. The incentives are for manufacturing and service units set up in Meghalaya. They are not a startup grant or seed fund.

What the department does

Under MIIPP 2024 the department is the administrative department for the policy's implementation and the nodal agency for paying out its incentives. The policy says the department works in close collaboration with the Invest Meghalaya Authority and the line departments so that units can register on time, do business with fewer hurdles and claim their incentives. The department's own website is separate from the state's investment portals.

The investment side is spread over more than one body and site, and the sites describe them differently. The older Invest Meghalaya website says its content is provided by the Invest Meghalaya Authority, while its about page names the Planning, Investment Promotion and Sustainable Development Department. The newer unified investment portal is run by the Meghalaya Investment Promotion Authority. The portal says that more than twenty participating departments provide over a hundred regulatory clearances through it. If you are unsure which body to write to, start with the department for incentive claims and the portal for registration.

How the incentives work

MIIPP 2024 is built around a few main incentives and a longer list of smaller reimbursements. A unit registers first and then claims the incentives it qualifies for. The incentives differ by unit size and by sector: the policy sets one scale for priority-sector units and a lower one for everything else, and it treats micro, small and medium units separately from large units.

The state capital investment incentive pays a share of what a unit spends on plant and machinery, for manufacturing, or on a building and other durable assets, for services. New units and expanding units are both eligible. Each unit has a ceiling, and the ceiling is higher for priority sectors and higher again for large units.

The state interest subvention incentive pays part of the interest on a loan taken for eligible plant and machinery, or for building and durable assets. Priority-sector units get a higher annual rate of support than non-priority units, and the support runs for a maximum of seven consecutive years. Both new and expanding units, in manufacturing and services, can use it.

The net SGST reimbursement returns the state GST a unit pays, after deducting its input tax credit. It is for new units with a valid GST number, not for expansions. Priority-sector units can receive it for up to fifteen years from the start of commercial production, up to a ceiling linked to the value of their investment. Non-priority units can receive it for ten years, up to a ceiling linked to their fixed capital investment.

Beyond these, the policy reimburses smaller costs. Micro and small units can claim inland transportation costs, power-line and service connection costs, and part of the cost of captive power generating sets. Water-related items cover rainwater harvesting, wastewater recycling, a water audit and a zero-discharge facility, with some limited to medium and large units. Employers can claim back their provident fund contribution for employees who are domiciled in Meghalaya, for three years and for one more year for women employees. Micro and small units whose majority shareholder is a physically challenged person or belongs to another special category, and is domiciled in Meghalaya, get an additional incentive.

Units that make a very large investment can seek a customised incentive package. Green-technology industries holding registered patents can also seek one, whatever the size of their investment. No single unit can receive more than the policy's overall cap across all components.

Who can apply

Manufacturing and service units in Meghalaya can apply, in any size class. A manufacturing unit must meet a minimum investment in plant and machinery. A service unit must meet a minimum investment in building and other durable assets. Micro units have a lower minimum than other units. A December 2025 amendment lowered the micro-unit minimum, and the portal pages still show the older, higher one, so check the amended text. Large units are those whose investment in plant and machinery is above the policy's own large-unit threshold. The policy describes the state's industrial units as being approximately ninety-five per cent micro.

Several components have their own conditions, such as unit size, sector, ownership or a valid GST number. The policy also lists exclusions and conditions that apply to every incentive, so read the full text before you plan around a claim.

Priority sectors

Priority-sector status changes the amount of nearly every incentive. The original policy and the portal homepage list sixteen entries, fifteen named sectors and one for others as notified. The December 2025 amendment adds seven more sectors to the list, and the portal homepage still shows the shorter one.

Registration window

The policy text and both portal homepages say registration under MIIPP 2024 is open until 31 March 2026. The unified portal also carries a notification from the Commerce and Industries Department dated 10 September 2026 that extends the registration period by one year, to 31 March 2027. We found no independent report of the extension, so confirm the current closing date with the department before you rely on it.

Startups

The policy says promotion of startups in Meghalaya follows the Meghalaya Start-up Policy 2018 or any other policy the state government notifies later. The incentive pages we reviewed do not describe a separate startup grant, seed fund or incubation programme. A new venture that is setting up a manufacturing or service unit can still use the MIIPP incentives if it meets the investment minimum and the other conditions.

UNNATI and MIIPP

The portal presents MIIPP 2024 alongside the Uttar Poorva Transformative Industrialization Scheme 2024, known as UNNATI, a Government of India scheme for the north-eastern states. UNNATI has its own central portal and its own capital investment, interest subvention and linked incentives, with different terms for two zones. Units in Meghalaya can look at both schemes, since the state portal links to them together. This page covers the state department's incentives only.

Locations and contact

The department site gives its address as Plot No L/D 015, Lower Nongrim Hills, Shillong 793003, in East Khasi Hills district. The investment portal's contact page gives Administrative Building, Lower Lachumiere, Shillong 793001. The two official sites disagree, so confirm before visiting. The department site lists a director's office line at (0364) 2226253 and the email address industries-meg@gov.in. Both sites list the department's district commerce and industries centres.
