The pages we checked do not describe an online form or portal for the startup policy, the loan or the women's subsidy. Ask the Directorate how to submit an application. The office number on its contact page is 0135-2728227.

How recognition works

Startup recognition and incentives are approved by a task force or committee after it reviews applications. Clause 1.2 sets a turnover ceiling and, for companies registered in another state, an Uttarakhand office and workforce rule.

What to check before you plan around a scheme

• The current status of the 2020 loan and the women's subsidy. We have not confirmed that either is open.
• The name of the women's subsidy. The government order and the 2015 MSME policy text use different names.
• The full clause 1.2 criteria, in the Startup Policy 2023 document.

The Directorate of Industries (Department of MSMEs) is Uttarakhand's state-level office for industrial development, based in Dehradun. It is the state nodal agency for the Uttarakhand Startup Policy 2023, the main support for new startups in the state, and it publishes the state's MSME schemes, loans and registrations.

The main startup policy

The Uttarakhand Startup Policy 2023 is the scheme most founders will look at first. Its Hindi title is उत्तराखण्ड स्टार्टअप नीति 2023. The policy text says it stays in effect for five years or until a new policy replaces it, whichever comes first. Its support covers a monthly allowance for each recognised startup, one-time seed funding, reimbursement of the costs of filing Indian and international patents, trademarks and industrial designs, pre-incubation support for up to four months (available once), and free incubation for up to 12 months at a recognised incubator, subject to approval by the state nodal agency.

How startup recognition works

Startups are recognised, and their incentives approved, through a task force or committee that the state nodal agency sets up. The policy says the task force will include members from government departments, entrepreneurs, investors, banks, financial institutions, academic institutions and industry bodies. The policy provides for this body, but we have not confirmed that it is currently meeting.

Who can apply

Recognition depends on the criteria in clause 1.2 of the policy. These include a turnover ceiling set in the policy text. A unit registered in another Indian state qualifies only if it also keeps an office in Uttarakhand through which significant business is conducted, and if at least 70 percent of its full-time workforce is drawn from Uttarakhand domicile. The full list of criteria is in the policy document, which should be read before applying.

The older schemes have their own rules. The women's subsidy is for women entrepreneurs, and the Mukhya Mantri Swarojgar Yojana loan is open to applicants aged 18 or over.

Loans and subsidies

The Mukhya Mantri Swarojgar Yojana is a bank loan scheme set up by a government order dated 9 May 2020. Banks lend for new manufacturing, service and business projects, and the scheme provides margin money under its own rules. General-category applicants must put their own contribution into the bank. No educational qualification is needed. We have not confirmed whether the scheme is taking applications now.

The Mahila Udyami Vishesh Protsahan Yojana gives women entrepreneurs a capital subsidy on total fixed investment and an interest subsidy on interest payable on bank-sanctioned loans. Its government order took effect on 15 August 2015. The 2015 MSME policy text describes the same two subsidies for women's entrepreneurship under the name Nav Disha Yojana. We have not confirmed which name is current.

The Uttarakhand MSME Policy 2015 offered a capital subsidy and an interest subsidy to MSME units, with the size set by district category. Whole districts of Haridwar and Udham Singh Nagar fall in Category D. The policy text says its incentives run from the start of production for up to 10 years or until 31 March 2025, whichever is earlier, so the scheme is closed and is listed here for reference.

Registrations and facilitation

Businesses registered under the MSME Act file an Entrepreneur Memorandum, also called Udyog Adhar, at their respective District Industries Centre. The Directorate also operates the Single Window System and Udyog Mitra, which it describes as two important facilitative mechanisms. The Single Window has contact and facilitation centres. We have not found more detail on what either one covers.

Locations

The head office is at the Industrial Estate in Patel Nagar, Dehradun. District Industries Centres are spread across the state's districts, and one of them is on Ramnagar Road in Roorkee, Haridwar district. Check the Directorate's site for the centre that covers your district.

Who runs it

The Directorate is the state-level office responsible for implementing the policies and programmes for industrial development in Uttarakhand. Under clause 1.24 of the startup policy, it is the state nodal agency for achieving the policy's objectives and overseeing activities that implement its provisions. The District Industries Centres come under the Department of Industries.

The Directorate's policy list also includes the Uttarakhand Mega Industrial and Investment Policy 2025, which covers large-category manufacturing enterprises rather than startups. That policy's preamble refers to an MSME Policy 2023 as having been issued. The Directorate's site hosts the MSME Policy 2015 and its amendments but not the 2023 document, so this page does not list the 2023 policy as a scheme.
